Public contracts

Public contracts constitute a special method of making contracts, where one side is represented by a public contractor, who intends to expend public funds. There are legal adjustments aimed to make this expenditure effective and economical. The domain of public contracts is also significant for the European Union, and there are standard procedures which should guarantee that subjects from any member state can apply for the public contracts. Consequently the public contracts adjustment is also included in the European law, in the form of directions. The topic of public contracts is a very complex one, therefore in my research I concentrate only on its more important aspects. First, I follow the historic development in this domain and how it was influenced by European law. Then I discuss the main institutes of public contracts, such as the definition of public contract itself, individual assignment procedures, the issue of qualification, methods of offer evaluation and law supervision. In the final part I provide some findings from application practice. Basic conclusions of my work identify the excessively complicated and formal legal regulations, which are often consequence of frequent changes of public contracts legislation, to be a main obstacle for the proper law application. In my opinion, the solution to this situation should consist in stabilizing the legal regulations in its present form. This would mean that the emerging problems could be solved by judicial doctrina.
The influence of the implementation of the National system of occupations and National system of professional qualifications in the labor market in the ČR

This diploma thesis deals with the functioning of the labor market in the Czech Republic its status, development and related concept of lifelong learning and effective use of human capital. The introductory chapters focus on the theoretical definitions of the terms dealing with the concept of lifelong learning and offer a summary of current labor market situation including some statistics. The following part is specifically devoted to defining the National system of occupations and National system of qualifications. These systems are currently being put into practice to increase the effect of the labor market functions and to fulfill the vision of efficient use of human capital. With these systems is also connected to the European system of qualifications which is described in the following chapter. The final sections deal with the functioning of already established processes including the stage of completion. In these chapters I evaluated the effect of the real market and assessed the development of their implementation. Here I took into an account the role of educational and employment agencies and their impact on the successful fulfillment of the meaning of the whole project. This chapter is an analysis of subsequent developments and the effect on the entire market. It also includes a model of the Czech labor market, assuming successful incorporation of both systems and their functions in society.
Skill Particularities of an Adults Teacher

The goal of this thesis is to chart the qualifications of adults educators ? instructors - in the educational programme of a selected organization as an example. I firstly define the term company education after which I focus on the personality of adults instructor and participators, and the methods used during internal or external educational events. In the experimental part I analyse the educational system of a selected company. The experimental part also includes a questionnaire survey, the result of which is the description of qualifications of instructors and especially the way how the adult participators react on them.
Fulfillment of the qualification requirements for the social settlement´s staff members in the South Bohemian region.

The Bachelor Thesis is concentrated on the fulfilment of the qualification requirements of the personnel of social departments of the municipalities in the South-Bohemian Region. Its theoretical part deals with the professional profile of a social worker, their roles and competences, the possibilities of social and further education of social workers. Its practical part contains the analysis of professional qualification of social workers before the accession to employment, analysis of their current education degree achieved, analysis of their current studies and the possibilities of further professional development. The aim of the thesis was to find out how the social workers meet the qualification requirements prescribed by the act on social services. Partial aim was to analyze the situation in the possibilities of further development of social workers.
Personal qualification of workers in the social professions

The work concerus personal presumptions of social workers. Theoretical part characterizes the personality generally and the personality of social workers. It explains terms such as prejudice, stereotype, presumption. Then it describes forming of the personality and cooperation between client and the worker. The practical part contains seven dialogues carried out with respondents (female social workers) from different parts of social services. Next it contains responds on research questions which are objectinely compiled in tables.
Determination of the number and qualification representation of nursing staff at standard departments of Nemocnice Písek, a.s.

As the title of the thesis indicates, I addressed the number of the staff and their qualification representation at the individual departments of the hospital in Písek. I cooperated with head nurses as well as other nursing staff in the hospital and acquired information from them. The first hypothesis was that the number of the nursing staff work load at standard surgical departments corresponds with the recommendations of Karla Pochylá{\crq}s method. This hypothesis was not confirmed as the average number of staff at surgical departments was higher than the methodology states. The second hypothesis was that the number of the nursing staff work load at standard internal departments corresponds with the recommendations of Karla Pochylá{\crq}s method. The number of staff at internal departments was also higher than the recommendations of the method; neurology was the only department where the number of staff was lower than recommended. The second hypothesis also was not confirmed. The third hypothesis was that the number of the nursing staff work load at nursing beds corresponds with the recommendations of Karla Pochylá{\crq}s method. The number of the staff at nursing beds was higher than recommended by the method. This hypothesis was not confirmed. The fourth hypothesis was that the qualification representation of the nursing staff at standard surgical departments corresponds with the recommendations of Karla Pochylá{\crq}s method. This hypothesis was not confirmed. The fifth hypothesis was that the qualification representation of the nursing staff at standard internal departments does not correspond with the recommendations of Karla Pochylá{\crq}s method. This hypothesis was confirmed. The last, sixth hypothesis was that the qualification representation of nursing staff at nursing beds does not correspond with the recommendations of Karla Pochylá{\crq}s method and this hypothesis was also confirmed. I believe that the thesis can be used in practice as a template and groundwork for determining the correct number and qualification representation of nursing staff at various medical facilities.
Human Resources and Employment

The goal of bachelor´s work is to describe the situation regarding the human resources in the county Prachatice and evaluate this problem from the employment office´s point of view. The basic problem is to utilize effectively the labour force related to free human resources, mainly registered in the employment office. In the bachelor´s work it is particularly pursued the comparison and the utilization of these free human resources. The bachelor´s work is divided into two main parts. The first part is theoretical and its intent is to explain the important notions regarding the employment. The attention is particulary pursued to the risk groups on labor market. The second part is practical and it is directed to the analysis of situations connected with employment and human resources in the county Prachatice. This part is strongly statistical in order to achieve a good transparency.In this part there is the connection with the theoretical part through the risk groups of the unemployed. At the end of practical part there are some suggestions regarding the utilization of human resources and the support of the employment rate. The result of this work is the maping of human resources development in the county Prachatice. There is also mention the further possible solutions of these problems on regional and state level. The state should behave as the guarantor of the state policy and by way of employment office conducts this policy.
Free movement of worker in European Union and new members state

The aim was delimitate possibilities of entrance on labour market of EU, identification with conditions of entrance and facilitation the process of departure for czech workers to another member state of EU because of the working.
Qualification and further education in the Czech republic

The goal of this thesis is to give a complex evaluation of the further education-situation according to the law No. 179/2006, as a form of further education in the Czech republic. To monitor applicants' possibilities in detail, the procedure of handing the application to taking tests by the authorized persons in order to certify the applicants' qualification. The main goal of this thesis is the analysis of authorisations certified by the Ministry for the regional developement of Czech republic, detailed summary of local procedure, partial qualifications belonging to the Ministry for the regional development, their development in the whole progress of the further education-law and detailed view of the current situation.
