Přístup obcí k problematice strategického plánování na území BMO

The diploma thesis deals with the issue of strategic planning at the municipal level. The creation of strategic documents has become a key factor in the development of the territory in recent years. The main goal of the work was to find out how municipalities within the Brno metropolitan area approach this issue, whether they create strategic documents and what areas they primarily focus on. The theoretical part focuses on methodologies related to strategic planning within the Czech Republic as well as related research by Czech and foreign authors. The practical part presents knowledge ob-tained by analyzing strategic documents of selected municipalities and evaluating interviews with representatives of municipalities. In the last part, the obtained information is discussed with similar researches by other authors.

This thesis is devoted to strategic planning of municipalities. To render the life cycle of the strategic document the diploma work uses process models of public policy and is dedicated to the problem of not implemented strategic plans of some cities in the Usti region. Study constructs and analyzes it as a publicly-political problem. This thesis identifies the views on the strategic plans in the cities where it exists, but is not systematically used to managing of the city.
Bird of the Year 2011: involving public in the analysis of regional variation of bird songs

The yellowhammer (Emberiza citrinella) is a common bird of open areas whose song exhibits easily distinguishable dialects. The dialects are tied to the final part of its song. Some, especially older publications claim that yellowhammer's dialects can be divided into two broad groups with predominantly Eastern and Western European distribution, with a borderline intersecting Central Europe. Until recently, yellowhammer dialects have only been thoroughly researched in Denmark and in some parts of Germany. In the Czech Republic, a detailed study was carried on in connection with the"Bird of the Year"campaign, during which the general public was involved in collecting song recordings at various localities. Thanks toa project called "Czech Yellowhammers Dialect", more than 2600 recordings from throughout the Czech Republic were collected within three years. The recorded songs were then classified into one of the seven traditionally acknowledged groups; some new, not yet documented ones were also discovered. The distribution of the dialects generated a dialect mosaic with a clearly established borderline between individual dialects. Mixed singers were found along the borderlines. Integrated Pollutant Transfer Register - the positive and negative aspects of the czech legal regulation

The aim of the presented bachelor thesis is to provide a systematic insight into the system of Integrated Pollutant Emission Register as a czech version of Pollutant Emission Registers. The main purpose od the thesis is to answer the question who is the real beneficiary of such a source of information and whether our specific legal provisions have a rather positive or negative effect towards both its users and obliged enterpreneurs. Does it bring more good or bad and does it cost a lot or not? By means of description and analysis of its current legal status, the thesis first seeks to depict its legal development, position in international context as well as its nature and function. The second part of the thesis is devoted to research work, which was undertaken by means of questionnaire addressed to obliged businesses. The questionnaire was divided into three separate parts and its main purpose was to analyse the changes emerging from the new legislation and their financial consequences, taken from the responses of directly involved subjects. At the end, the thesis summarises conclusions from both its theoretical and practical part in order to answer the questions mentioned above and suggest a few possibilities for the future development of the czech system. The bachelor thesis is written in Czech language.
