Dissertation titled Optimization of the process from the perspektive of the public project sponsor indicates the procurement process both through public procurement, and primarily through PPP (Public Private Partnership). The main objective is to optimize the procurement process by PPP from the perspective of the owner. Therefore, under the general statutes of the Ministry of Finance is processed general process and design methodology for assessing the project within municipalities. This model is then verified in the context of case study in a specific project.

The inadequate state of Czech highways and search for new financial resources opened again the topic of private capital use through PPP. PPP is an abbreviation for public-private partnership where a public service or specific infrastructure is provided by a private partner. The first part explains the characteristics of PPP projects and their possible advantages and disadvantages as well as a brief description of historical development and distribution of public- private partnerships into the common types used. The second part illuminates the legal aspects of realization by the individual phases of implementation. It starts with a selection process, deciding on what the project will be financed from. accounting and reporting the Public Private Partnership in the Czech Republic

The aim of this bachelor thesis is to provide a compact insight on project accounting and reporting the Public Private Partnership in the Czech Republic. The work is divided in two main parts, the theoretical part and the practical part. The theoretical part is focused on the definition of the term PPP and its characteristics, which are fundamental not only for the accounting domain. Further, it deals with the specification of PPP legal environment in the Czech Republic. This work also introduces international modifications of PPP accounting and reporting in the public and the private sector. The practical part is attended to a presentation and the methods of accounting and reporting the project Parking house Rychtářka in Pilsen from the viewpoint of the public project owner and the private contractor.
PPP projects in the Czech Republic and the Slovak Republic

Bachelor thesis deals with the partnership between the public and private sectors in the Czech Republic and the Slovak Republic. The paper describes the basic characteristics of the PPP project, their advantages and disadvantages and risks. The second part describes the environment for their establishment in the Czech and Slovak Republic. Furthermore, the experience with implementation of PPP projects in both countries was described. In the last part of the work is written a critical evaluation of the described projects.
Audit of public-privtae partnerships project

The dissertation thesis provides a comparison of approaches to the audit - compliance audit, performance audit and financial audit, on example of PPP project. The fact that the border between both parties of PPP project can not be generally defined provides space for the comparison of audit in the public and private sector. The topicality of the theme is given the fiscal problems not only in European countries, where most countries are looking for a way of extending the budget constraint to private sector engagement in the form of PPP projects. Therefore, PPP projects in the world are increasingly popular form of financing. Each includes every new minister of finance includes PPP projects as a possible source of budget. PPP projects, however, represent a huge, long-term investment, that large amounts of money are invested over long time periods. Large fiscal risk would occur in the corrupt environment, with a real threat of government failure, where the supplier has better information through a quasi-monopoly position and large fiscal risks. This risk persists many years and is associated with the provision of large state guarantees in an uncertain economic and societal benefit, taking place to constrain the budget for future generations. PPP project can be agreed only if resources are used efficiently in accordance with societal consensus and the pace of economic growth and public revenue consistently exceeds the real interest rate on public debt. Therefore, PPP projects in the world are increasingly popular form of financing.The fact that this form of financing should be transparent among other things, regularly audited.
The Usability of PPP projects in the Transport Infrastructure

The diploma thesis evaluates the topical situation regarding PPP projects (Public Private Partnership) in the Czech Republic. The definition of the PPP project together with advantages and disadvantages of this concept and the explanation of the PPP process can be found in the first chapter. Second part is mostly focused on the description of the transport infrastructure in Czech and its possible expansion determined by the usage of PPP projects. The crucial part of the third section is the analysis of the already executed PPP projects -- both on the governmental and municipal level. The implementation of PPP projects in the Czech Republic is also confronted with the situation in the Visegrad countries and Russia.

This thesis deals with projects of Public Private Partnership (PPP), its aim is to describe the concept of PPP in theory, to mention its potential benefits as well as contemporary criticism. It also describes methods for the evaluation of PPP projects, analysis of risks and barriers for increased use of PPP projects in the Czech Republic.Practical part focuses on the project in the Czech Republic at the regional level, describes the problems associated with the evaluation of the project and compares the realization of project through PPP project with a form of conventional public contract.
PPP (Public Private Partnership) Projects in the countries of Visegrad Four

The diploma thesis is concerned with the problems of PPP projects (Public Private Partnership) in the countries of Visegrad Four. The term PPP can be understood as a cooperation of public and private sector. The principal aim of cooperation is to ensure public infrastructure and services. First part of thesis characterizes coutries of Visegrad Four, explains principles and benefits of PPP and informs about main countries and sectors in which PPP projects are realized. The core of the thesis is the fourth chapter which analyzes and evaluates V4 coutries on the basis of several criteria (legislation, institutional support, methodics and realized projects) and attempts to find out if those criteria influence the implementation and number of PPP projects in V4. Final part points out that PPP projects can be helpful for states in times of financial crisis to finance services or infrastructure if they do not have enough money.
