Thesis Title The Technical Means of Forestalling Further Vehicle Movement: Legality, Proportionality, and Other Application Problems Abstract This thesis analyses the institute of the technical means of forestalling further vehicle movement, the so called "clamp", from a theoretical and applicational viewpoint. Its aim is to present a detailed description of this institute, explain the modes within which it is used and the differences among those modes of application, and present the differences of applying this institute by different authorised authorities (i.e. Police of the Czech Republic, Customs Organisation of the Czech Republic, municipal police). This thesis also aims to analyse the contemporary use of this institute in practice, namely concentrating on the frequency, methodology, and legality of this application. A substantial part of this thesis consists of the research and analysis of the expenses of the use of the afore-mentioned institute. The focus of the analysis of expenses is on their legal grounding, character and the circumstances taken into consideration when determining the full extent of the expenses regarding specific cases. Výzkumný ústav bezpečnosti práce, v. v. i., připravil sérii 12 plakátů pod názvem SESTAVA CVIKŮ PRO ZVÝŠENÍ FYZICKÉ KONDICE STRÁŽNÍKŮ OBECNÍCH A MĚSTSKÝCH POLICIÍ. Sestava těchto cviků je uzpůsobena tak, aby vyrovnávala svalové dysbalance, nastavovala správné pohybové vzorce a pomáhala kompenzovat každodenní zátěž.

The District court in Lišov in the years 1918-1939 taking into account the criminal cases

Justice of the First Czechoslowak Republic follows on from the justice of Austor-Hungarian Empire. The theoretical part of the presented thesis illustrates how the criminal law has changed and what the system of a judiciary organization was. The second part of the thesis, based on the research of archival sources, focuses on district court and cases which falling within their jurisdiction on the example of the town Lišov in South Bohemia in the years 1918-1939. Attention is payed on a local municipal police, as well as the persons of judges and notaries.
Local police and their powers in the field of supervision over the safety and uninterrupted traffic flow on highways

The competency of municipal police related to road safety This thesis deals with the competency of municipal police focused only on the issue of road safety surveillance. The main purpose of the study is to present basic orientation in particular authorizations to represent public law when enforcing road safety regulations. The study is composed of three main chapters devided in relevant subchapters, each of them dealing with different aspects of the administrative law. The first chapter briefly describes the origins of enacting the municipal police as a municipal body, pointing out the past difficulties, followed by the summary of the law regulation establishing the municipal police and controlling its activities by the municipal self-government. It also defines the municipal police as a part of the administrative law. In the main second chapter the single competencies are described, divided into subchapters by its source according to the Municipal police Act and the Road traffic Act. The permition to control speeding and testing the drunk drivers are most widely described, followed by the issue of towing vehicles. Human behaviour in crisis situation

This dissertation thesis is based on behavior of human in crisis situations, and the focus is on stressful situations that police officers are involved in. The thesis defines basic concepts issues, analysis not just of the stressful situations, but also reaction to them, furthermore characteristics of the studied group and it lays out some of the general recommended stress management techniques. Performance of the municipal police in the Czech Republic are so specific, that the foreign principles were mentioned only marginally, and only because of the complex transnational perspective. The practical part of the final paper is focussed on identifying the most stressful situations that threaten officers and policemen in their work. This empirical research was conducted at pre-selected locations, so that they can compared with the capital city Prague to the results of smaller towns, villages at several locations in the Czech Republic. In addition, techniques were examined for coping with stress for the municipal police, and from the perspective of the individual police officer. In conclusion, there are specific recommendations to the data found in the survey.

Markéta Radová: Chování člověka v krizových situacích. Diplomová práce je zaměřena na chování člověka v krizových situacích, blíže se zaměřuje na stres u strážníků obecní policie. Definuje základní pojmy problematiky, rozbor stresových situací a reakcí na ně, charakteristiku zkoumané skupiny, a uvádí obecné doporučené techniky zvládání stresu. Výkon obecní policie v České republice je natolik specifický, že zahraničí principy jsou v práci zmíněny jen okrajově, a to pouze z důvodu komplexního nadnárodního pohledu. V praktické části je práce zaměřena na zjištění největších stresorů a stresových situací, které strážníky nejvíce ohrožují při jejich práci. Empirický výzkum byl proveden v předem vytipovaných lokalitách tak, aby mohly být komparovány výsledky zjištěné v hlavním městě Praze oproti menším obcím na několika místech České republiky. Zkoumány byly i způsoby zvládání stresu jak z pohledu obecní policie, tak z individuálního pohledu strážníka. V závěru práce se nachází konkrétní doporučení k údajům zjištěných v dotazníkovém šetření.
Training for police officers as the key to their professionalism

In my thesis, which deals with education of police and municipal police officers, I am trying to capture the specifics of both these educational systems. The aim is to analyze the education system in its present form with respect to increasing legal awareness of persons with whom the police in their work come into contact with. Bachelor thesis also focuses on the issue of continuing education, developing social skills and their further use in practice. I would like to point out today's perception of the police as a necessary component to enforce legal standards. The work deals with the history and education of members of security forces, with a focus on professional ethics and access of citizens to the police as a folder that significantly affect their rights and freedoms. At the same time point out the current perception of the police as a necessary component to enforce legal standards. The thesis is focused on the specifics of training of police officers from the Police of the Czech Republic and municipal police officers depending on the performance and usability of educational services in their practice. It deals with the requirements that are imposed on the police in a theoretical and practical level and interrelations between theoretical and practical training for their profession.

This thesis deals with the tasks, activities, competences and education system of police and city police in order to comparing and proposing of the methodological tools for effective and efficient cooperation between the two components. Although each component has a very different structure and organization and substantive and territorial jurisdiction, activities of city police in some areas closely linked with the activities of police (supervision of public order in the city) or it is linked to the activities of police (reporting of crimes the police). Currently, there is necessary that the both components cooperated with one another, have functional channels and are constantly informed about important matters that take place within the activity of the components (police inform about search persons, about robberies, burglaries). Similarly, the education system and its form in the police and local police is very different simply because the police as a component of the state is organized from the central level, while the individual city police is controlled from the local level. Therefore depends on the decision of who controls the local city police, what kind of above standard training would provide police officers and what funds can allocate to this training. Currently, many city police have more available funds for equipment, instrumentation or training than the police, but on the other side missing some permissions that would help them operate more efficiently. The minor modification of an existing legislative authority of the municipal police would often resolve cases without the same time necessary police assistance The aim of this thesis is to outline how the city police could cooperate with the police more intensively and effectively in cities, provided that they solved some minor problems, and also propose optimal level of police officeres training in cities.
