Assessment of U.S. and Mexican strategies to combat the drug trade

Primasová Rachel Abstrakt The drug trade between Mexico and the US is an important issue. With Barack Obama's era, the perception of the drug trade has been changed. Obama chose to look at this problem as a health issue. His attitude was distributed via the National drug control. However, at the end of his presidency strategy's goals had not been fulfilled and numbers of overdose deaths have been increasing as well as the number of addicted people. In Mexico, Felipe Calderón chose a strongly repressive attitude via the National development plan. His attitude became the "drug war" that caused violence in the street and led to the extension of the conflict. Next president Enrique Peña Nieto promised to take a step back to peace. But in the end, mortality raised to the maximum and the drug trade continued to be a great security problem. Both the US and the Mexican strategies failed to fulfil their goals due to not approaching the drug trade as a complex issue and disregarding changing circumstances. The topic of the thesis are the activities of drug cartels in Mexico, which can act as a threat to the state. To assess the severity of threats was used the concept of security offered by representatives of the Copenhagen School. They divide security into five sectors and allow us to do a deeper analysis. This is a case study where a few cases are examined in depth. The main objective is therefore to assess whether the activity of Mexican drug cartels is an objective threat to the state. As part of our work, we set a secondary goal. It consists in comparison the approaches of former Mexico presidents Felipe Calderón and Enrique Peña Nieta in the context of the fight against drug cartels. We will therefore concentrate on common but also different features in the respective policies of both actors.

"El sexenio de la guerra" : legitimization of Mexico's drug war in the presidential discourse of Felipe Calderón

The gravity of the problem of drug trafficking in Mexico became clearly visible in the 1990s in connection with the political changes in the country and geopolitical transformations in the region. It became obvious that the drug cartels formed a key part of the system and of the everyday reality. Felipe Calderón, a new president from the PAN party elected in the disputed election of 2006, chose to dedicate his presidency to the fight against organized crime in order to regain legitimacy lost in the electoral process. His open confrontation strategy brought success at first, however, the praise it received was soon replaced by criticism. Negative consequences such as human rights abuses, militarization and ignorance of other problems of the society overcame any possible successes of the military campaign. During the six years of his presidency Calderón strived to obtain support for his strategy by using various legitimization strategies. The aim of the author of this thesis is to introduce some of the existing methods and to show how Mexico's Drug War was legitimized in the context of the strategies within the "call to arms" genre. Mexican government and its fight against drugs: Analisys of current situation

The approaches of the mexican presidents Felipe Calderón (2006 -- 2012) and Enrique Peňa Nieto (2012 -- present) to the so called "drug war" in Mexico are the main topic of this bachelor's thesis. The "drug war" fully broke out in Mexico in the year 2006 and it has been a considerable threat to the country's stability and security. Main object of the thesis is to find and judge differences between the two president's approaches to the fight against the drug trafficking organizations. It also tries to answer the question if president Nieto is returning to the old practeces of the political party he is a member of and which used to tolerate the drug cartels in the past or not. The thesis firstly explains the strong position of a president in presidential political systems, next it sums up the historical developement of mexican political system and its current shape and afterwards it describes the programs and the main decisions of both of the presidents. In conclusion, programs and actions concerning the fight against drug trafficking organizations of president Calderón and president Nieto are compared and the main differences among them are expressed.
War on drugs in Mexico

This thesis concerns with the issue of war on drugs in Mexico. The paper analyses development of drug trafficking, reasons of its origin and the role of the United States. Also it observes drug policies of both states and their common programmes and operations. One of them is the Mérida Initiative, programme of financial assistance for Mexico to combat the drug trafficking. The aim of this thesis is also to present actual mexican drug production and drug cartels. The final part pays attention to few last years when the mexican war on drugs escalated and offers possible solutions of the situation.
