The influence of EU on the internal political situation of neighboring countries within European Neighbourhood Policy

The main aim of this thesis is the analysis of European Neighbourhood Policy, which was established in 2004 in connection with the eastern enlargement of European Union. The main goal of European Neighbourhood Policy is to create an area of stability, prosperity and welfare with its neighbourhood countries. Partnership is based on the commitments to create an area of rule of law, good governance, respect for human rights, promotion of principles of market economy and promotion of sustainable development. Political cooperation is complemented by EU financial aid to neighbourhood countries. Thanks to financial support the neighbourhood countries should implement the necessary reforms, which later help to establish shared values. This thesis seeks to examine what is the impact of EU to internal political situation of neighbourhood countries. The hypothesis assumes that the higher EU financial aid to neighbourhood countries increases its influence on the internal political situation at neighbourhood countries.
The Impact of the Israeli - Palestinian conflict on the Union for the Mediterranean (2008-2011)

This thesis aims to analyze why and how did the Israeli-Palestinian conflict influence the Union for the Mediterranean in the first three years of its existence. The new organization was meant to provide a fresh impulse to the Euro-Mediterranean partnership, by focusing on pragmatic co-operation and newly introducing a concept of co-ownership and institutionalization. However, the initial thought of achieving the pragmatic cooperation through greater political engagement and visibility soon proved fatally wrong, with the Gaza war and its aftermaths. The first part briefly describes a history of EU policies towards Mediterranean, Barcelona Process and European Neighbourhood Policy. It also presents the attitude of all main actors - European states, Arab states and Israel - to the idea of regional cooperation in the Mediterranean. Second part introduces the Union for the Mediterranean and points out weak points of its structure, using the analysis of founding declarations from Paris and Marseille. The last, third chapter, uses the chronology of Israeli-Palestinian conflict to analyze its effects on the UfM structure. Diploma thesis "the European Union's influence on the Middle East" is focused on problems of the European Union and its role and influence in that region. From this thesis is evidence that Europe or the EU took and still take interest in the Middle East and that its influence on that region from 90's of 20th century is getting bigger because of emergent common policy of EU in face of that region. EU increasing influence on the Middle East will be looked about EU foreign policy on the Middle East aimed at its economic and politic or security aims. This thesis is stressed at power-political and human-cultural structure among regions like the basis for understanding of complete influence the EU on that region. In next step the research characterizes foreign policy of the EU on the Middle East from the view of rise and development, actors, instruments and economic and politic or security aims. From the view of economic aims the thesis point out the energetic links focusing on oil and natural gas. European Union - A Normative Power? Testing European Neighbourhood Policy in the Mediterranean

Normative Power Europe theory presented by Ian Manners defines the European Union as a normative actor in international relations. According to him, EU's ability to change what passes for "normal" in international relations originates from its internal set-up which the EU uses to shape its environment and international norms in its own image. After first studying Manner's tripartite analysis and defining normative goals, means and impact of the normative policy, the thesis then proceeds to test normative theory in the European neighbourhood, particularly in the Euro-Mediterranean Partnership, by analysing EU's democracy and human rights promotion in Tunisia. It identifies discrepancy between EU's goals and means and discovers that on the one side, Euro-Mediterranean cooperation improves socio-economic development, however on the other it impedes the political one. This finding reflects incoherence and inconsistency of the EU's policies in the Mediterranean and arrives to the conclusion that EU is not a normative power in its neighbourhood policy.

The Relations between the European Union and the Mediterranean: the potential and risks

The Mediterranean region is due to its geographical location and historical ties to the European countries from the period of colonial administration one of the key areas of external relations of the European Union. The objective of this thesis is to characterize Southern and Eastern Mediterranean countries in terms of what positives they can offer to the European Union in the field of economy and trade and in terms of what risks, on the contrary, their mutual cooperation can bring to the EU. Firstly, the paper compares the individual Mediterranean economies in the areas of economy, energetics and migration, then it analyses the trade relations in the Euro-Mediterranean region and deals with the progress of the Euro-Mediterranean Free Trade Area. Finally, the paper tries to assess some possible benefits and potential risks of the cooperation of the two regions within the Euro-Mediterranean Partnership.
Mediterranean: characteristics of the region and relations with EU

This work provides basic information about the Mediterranean area and its relations with EU. Mediterranean area includes eleven states: Morocco, Tunisia, Turkey, Algeria, Egypt, Israel, Syria, Lebanon, Palestinian occupied territories, Jordan and Libya. First chapter of the work focuses on the economic situation of recent years and main problems which characterised this region. Second part concerns the external relations of the Mediterranean with EU. In November 1995, fifteen EU member states and twelve Mediterranean states (ten after Cyprus and Malta joined the EU) agreed on the Barcelona Declaration. This Declaration, which founded the Euro-Mediterranean partnership, aimed at achieving peace, stability and growth in the region. It covers political, economic and social cooperation and represents a turning point in Euro-Mediterranean collaboration. The most active state from EU in developing euro-Mediterranean relations is France. French priorities and interests in Mediterranean area are described in the last chapter of the work.
International Context of the Mediterranean Union Project

This work focuses on the Mediterranean Union project proposed by Nicolas Sarkozy during the French presidential campaign in 2007. It represents a comprehensive portrayal of the Mediterranean region which has been due to its unique characteristics the center of attention of various international parties involved. These have been trying to take advantage of the Mediterranean Sea potential namely since the end of the 20th century and, at the same time, to introduce stability by means of various integration groups and further projects of cooperation. The Barcelona Process was the most complex partnership project within the Mediterranean territory which was launched by the European Union in 1995. The Barcelona Process or the Euro-Mediterranean Partnership nevertheless has not brought any significant achievements, with the Israeli-Palestinian conflict being considered the greatest impediment to its success. The work stresses the significance of the new project of the Mediterranean Union, which should learn a lesson from all the previous and, in many aspects unsuccessful, integration efforts and try to find a different way which would lead to achieving stability and cooperation of the countries within the region. In 2008, the Union for the Mediterranean developed from the Mediterranean Union project, which should reassume within the most possible extent the Barcelona Process. At the same time, the new integration approach should not consist of setting general goals but of formulating specific goals and their gradual implementation, which could lead to the unity of the region in the end. Complex political issues, however, still pose the major threat today.
