Twitter as a tool of EU public diplomacy during Ukraine crisis

Online social networking services recently become one of the most important tools of communication. Also national states understand their advantages and they try to actively use Facebook, Twitter and other social networks. The purpose of my thesis is to find out how the European Union and especially the European External Action Service is able to use Twitter as a tool of public diplomacy. This research is focused solely on Twitter communication during the Ukrainian crisis from its beginning to the end of the term of the High Representative Catherine Ashton. The thesis is divided into two parts. The first part introduces the research topic from a theoretical perspective, there is a description of the main features of public diplomacy and digital diplomacy. Then the thesis presents several examples of the successful use of Twitter for public diplomacy. The second part contains an analysis of the European Union's activities on Twitter during the Ukrainian crisis. The greater part of the analysis examines only the Twitter account of the European External Action Service. The main topic of this master thesis is instruments of the EU external representation specifically in case of the European Neighborhood Policy. As the theoretical part this thesis uses forming the external united position of the European countries after the World War II through the key documents adopted in the framework of the European integration, ending with the adoption of the Lisbon Treaty that creates the contemporary instruments for the external representation of the EU. The research question of this thesis is whether in the context of the European Neighborhood Policy is the united position of the EU Member States. The case study of the European Neighborhood Policy combines elements of both quantitative and qualitative research.

The topic of this bachelor thesis is the European Diplomatic Service, officially called as the European External Action Service (EEAS). The EEAS is a functionally autonomous body of the European Union. It is placed under the authority of the High Representative of the Union for Foreign Affairs and Security Policy and shall support him in fulfilling his mandate. The goal of this bachelor thesis is to define the main principles of organisation and operating of the EEAS. The thesis is divided into four chapters - Diplomacy (formation, characteristics,goals, basic definition of terms), external activities of the EU members, external action of the EU, EEAS.

The thesis brings and systematizes the knowledge of European diplomacy and analyzes its influence on the functioning of bilateral relations of the EU Member States. It is based on the historical development of the external representation of the EU including the latest changes under the Treaty of Lisbon and the work of the European External Action Service led by the High Representative for Foreign Affairs and Security Policy. Particular attention is given to the EU delegations as well as the filling of various positions within the diplomatic corps of the European Union. The issue of the need for and the effectiveness of national embassies and maintenance of bilateral relations by diplomatic means is dealt with separately.
