This bachelor thesis deals with the problem of electoral fraud in Ukrainian early parliamentary elections in 2014. The incentive for choosing this topic was a negative historical experience with electoral corruption in Ukraine and the assumption that as during the last election to the Verkhovna Rada the situation with fraud would repeat again. The main objective is therefore to examine the process of early election and to answer the question if fraud actually has been noticed during them. The thesis is divided into four chapters. The first chapter is a theoretical description of the Ukrainian political system, definining the role of the legislative power and describes the system of parliamentary election. The purpose of the second chapter is to define and classify electoral frauds in order to use it for further investigation. The third chapter includes analysis of the parliamentary election in 2014, describes why they were held and answers the question why the previous government is considered to be illegitimate. The final chapter analyzes fraud that has been recognized during the pre-election phase, election day and during the process of vote counting and tabulation. For this analysis I use mainly legislative documents and reports of international organizations monitoring election.

The bachelor thesis is focused on the topic of the Association of regions of the Czech Republic. Association of regions of the Czech Republic in contrast to the Association of municipalities and cities of the Czech Republic, currently does not have the right of legislative initiative, still it tries to promote their interests, whether it is the submission of legislative proposals through its members, or about the negotiations with the Government. In some cases there are not the comments of the Association of regions of the Czech Republic accepted, although it may be tampered with the law on the autonomy of regions, as it was in the case of the adoption of Act No. 245/2006 about public non-profit institutional health facilities.

Krejčová, Jitka ; Vymětal, Petr (advisor) ; Štěpanyová, Gabriela (referee)
The main aim of the diploma thesis is to demonstrate different views on transparency and on instruments of strengthening transparency. Using my own developed methodology of evaluation the transparency of municipalities based on criteria analysis the thesis seeks to find out an answer to the research question: How much are municipalities transparent by themselves in the publishing of information to citizens and how easy or difficult is it for citizens to control the administration of the municipality? The thesis is structured into four chapters. The first one deals with theoretical definition of transparency and its instruments, the second one with functioning of municipal government and its possible control mechanisms. The next chapter represents the developed methodology. It served to analyze and evaluate the transparency of the three monitored municipalities in the case study of the Pribram micro region, the last chapter. For processing the case study and followed analysis I used the open data accessible for public on the municipal web portals of Pribram, Dobris and Sedlcany.
