Legal Regulation of Capital Construction

112 Summary The present thesis analyses legal regulation of capital construction in the Czech Republic. It defines the term of capital construction as a legal, economic and technical activity involving comprehensive development and launching of investment units, putting it in the context of the current legal regulation of capital construction, included primarily in Sections 536 through 565 of the Commercial Code governing contracts for work. The thesis outlines the history of legal regulation, dealing with capital investment regulation in the then Economic Code, which was very detailed and of relatively good quality, but a product of its time and - compared to the current regulation - very imperative, denying the principle of an autonomous will of the contracting parties. The thesis mentions the then understanding of the contract for work, which - contrary to the present situation - did not exist as a single contract type but included a number of particular contract types. Differentiation between two stages of capital construction (preparation of capital construction and execution of capital construction) and the specific performance which was agreed used to be crucial for the choice and application of the specific type of contract. Decision-making and processes in regulation of water use

This PhD thesis, after a brief introductory historical exposé of water use (not only) in our territory and related sources of law focuses on decision making and processes in water use in contemporary Czech legislation. The topic is divided into three blocks, relating to integrated water management procedures, a general measure of water law and other acts pursuant to the Water Act. The introduction precedes the chapter on system of water authorities, which are crucially involved in the exercise of state administration under the Water Act. PhD thesis points to the split competence of the four central ministries (agriculture, environment, transport, defense) as a central water authorities and the other "residual" powers of municipal authorities of municipalities with extended powers as water authorities. The chapter on water management offices is also engaged in the scope of municipal and regional authorities and military domains office, as well as the recently canceled water authorities in charge of municipal authorities. Role of Public Finance during the Territory Regeneration

The title of the Diploma thesis is "The role of public finances in restoring municipal facilities and territory". The thesis assesses a participation of the public finances sector in a process of restoring the essential municipal facilities and territory damaged by disaster. It analyses the public investments released on prevention of natural disasters and intended to subsequent restoration as illustrated by example of flood. To assess an effectiveness of spending the public funds to disaster prevention, the example of flood has been chosen, because the Czech Republic is suffered especially from flooding. The outcome of this thesis is to evaluate the effectiveness of public expenditures in comparison with the experience of neighboring European countries and to formulate recommendations for improving the system of financing the destructive after-effects of natural disasters.

Modernization of the waste management system

The aim of this thesis is to suggest the right solution for the current situation of a disposal dump located close to the town of Lány in Middle Bohemia. There are two possible solutions how to continue with the project, either leaving the current state of the disposal dump or building an integrated centre for mechanical -- biological treatment of the waste. Taking into account economical calculations and other factors like time factor, investment amount, expected year profit, payback period, changes in european legislation and others, I have deciced to suggest one more solution. In my opinion the most efficient way for solving the situation is using financial support from Operational Programme Environment in a field Waste Management Improvement and buy composting and sorting line .

Co-financing of regional projects of the EU as an example Znojmo

This thesis deals with projects that were co-financed by the European Union (specifically from the Regional Operational Programme South-East) and implemented in Znojmo in the field of tourism. In the theoretical part is devoted attention to the issues and basic information about tourism, EU regional policy and the Regional Operational Programme South-East. The subject of the practical part is an analysis of the project "Discover Znojmo", the evaluation of the results of own survey and recommendation to improve the services. The survey was aimed at visitors of city and aimed to determine the level of satisfaction with a guidance and navigation system in relation to this project. In addition, the analytical part contains description of the project "Znojmo - City of Virtue". In the last chapter is designed in its own proposal, which should increase tourism in the region of Znojmo.

This thesis describes the position of local government units in the Czech Republic. It focuses mainly on decision regional bodies makers in delegated force and separate force. The theoretical part describes the basic concepts used in the work, decision making in public service and regional development and local government in the European context. The analytical part characterizes different regional bodies. They are evaluated in terms of its scope and powers of decision. There are identified risks that may arise from this organization. The system of organs is presented on the example of Region in the current election period 2008 - 2012.

Fundamental Principles of Public Administration Authorities Activities

The purpose of the thesis is generally characterized and defines the basic operating principles of public administration. These issues and the application of basic principles illustrated by the Administrative Court in practice. It describes the selected part of the new Administrative Procedure Code, act no. 500/2004 Coll. Administrative Code, which contains the basic principles of administrative law. The basic principles are contained in the provisions of § § 2-6 Administrative Code. New administrative rules can be characterized as a general code of public administration. Some principles are based directly on the constitutional status of government regulation and their relationship to the citizens. The aim of this thesis is the different principles and is described in detail for easy understanding. Another aim is to show and explain some basic principles into practice and show how to apply. For the development work I drew from the literature and applicable laws. Next I used the judgments of the Administrative Court. List of sources is provided in conclusion.

The Role of Government (Public Finance) and (anti) flood measures

The object of the thesis The Role of Government (Public Finance) and (anti) flood measures is an introduction into the theory of public finance and problems of natural disasters whose following solution or redevelopment can cause involvement of public sources. We pay the attention to protection from floods from floods and its efficiency, social responsibility for liquidation of damages and the role of private insurance. The output of the work is the refutation of efficiency of funds spent in a particular cause -- on anti flood measures which are funded from the program of Ministry of Agriculture 129 120 Support of Flood Prevention II, and assessment of flood efforts and the role of government during the reconstruction of the area.
