An economic analysis of selected pre-election promises of 2006 and their impact on public spending
Zámorský, Tomáš ; Písař, Pavel (advisor) ; Ryvolová, Ivana (referee)
My thesis consernes with election promises analysis, which are part of every pre-election campaign. The aim is to verify the fact, that many of these promises is not, because of financial reasons, possible to realize. I focus on two known political parties: ODS and ČSSD. I make a comparision between real and hypothetic postures of state budgets, which will come, if the surveyed promises will come valid. Through this analysis I try to verify the political business cycle theory, that speaks about inadequate government expenditures in the election time and their impact on next years. The main idea of my thesis should be, that politics becomes nowadays a business, when politicians "buys" votes, to get to their prospective professions. No less important idea is, that nationals should not trust visible and grand gestures. They should follow their own intellect and see even that, what is not so visible.
Analysis of costs on HIV positive´s treatment
Hermannová, Monika ; Písař, Pavel (advisor) ; Chalupníček, Pavel (referee)
Virus HIV was first diagnosed in 1986 in the Czech Republic. Since then, over a one thousand of people have been infected. The treatment of such patients is very expensive owing to high prices of medicaments. These are influenced especially by high costs of the development of new drugs. The question of financing the costs of treatment of infected people is becoming more and more up-to-date as their number increases every year. In my thesis, I analyse the contemporary situation in terms of the number of patients and costs expended annually on their treatment, as wells as on prevention against the contagion. Further, I focus on concrete ways of treatment in relation to their financial severity and effectiveness. A part of work is also the quantification of public and private sources of financing of the HIV positive treatment. Finally, I attempt to predict the growth of costs associated with the expected rise of the number of diseased and its impact on the health system. The paper will also contain an international comparison.
Dualism in Italy
Báčová, Pavla ; Písař, Pavel (advisor) ; Stočková, Olga (referee)
The main purpose of my bachelor thesis will be to confirm the backwardness of Southern Italy in comparison with the north of Italy by use of macroeconomic indicators which are mainly published by ISTAT and other organizations. Furthermore, I will try to confirm the fact that the backwardness of the south of Italy is largely caused by the influence of Mafia - would Southern Italy be an equal partner of the north or would it possibly be more prosperous in the absence of Mafia? This analysis will be complemented by the actual steps taken by the Italian government and various southern Italian regions carried out to improve the current situation. Further, I will propose my own procedures of how to fight this extraordinary phenomenon or at least, how to find a way to reduce it. In the next part, I shall discuss the progressive development and causes of dualism in the north and south of Italy, by means of which I will, after a more thorough examination, try to sketch an idea of why Italy is, despite being a unified country, continually split into two completely different regions.
Return on investment in passive houses and their subsidies
Malinová, Kateřina ; Písař, Pavel (advisor) ; Šmíd, Jan (referee)
Recently one of the most discussed themes is climate change and green parties come into a political scene. They further policy of ecological taxes which increase prices of energy. The consumers react to this increase of price and the demand of energy-saving style of life is increasing. That's why the passive houses are so popular in Europe especially in Germany, Austria and Switzerland. Czech Republic reacts against it with a grant programme "Green savings" which was debatable at the beginning. It is because of a condition that grants can be utilized only by people who will have a passive house built by suppliers from the List of Qualified Suppliers which is state on websites of Department of the Environment. That passive house is usually more expensive even if you get the grant. I would like to find advantages and disadvantages of The Green Savings programme. The main goal of Bachelor Thesis is finding out if is profitable to invest into passive houses development in Czech Republic in term of investment return. As good efficient example I use the seminar building of Centre Veronica Hostětín which is the first public building in Czech Republic.

Nordic countries and their restrictive alcohol policy with a focus on Sweden
Manová, Tereza ; Písař, Pavel (advisor) ; Loužek, Marek (referee)
The Nordic countries are known for their restrictive policies towards alcoholic beverages. For many years they have experienced high levels of alcohol consumption per person. These countries, therefore, decided to tackle this problem by monopolizing the alcohol trade, however, this carries with it many other unexpected consequences such as reduced quality of alcohol, increase in prices, etc. In my work I will try to find out whether these strong restrictions or alcohol trade monopolization successfully lead to the goal of reduced consumption of alcohol per person. The introductory part focuses on a historical search of market regulation -- the advantages and disadvantages, and also industry monopolization, which plays an important role in the Swedish alcohol policy. The thesis analyses the first restrictions that originated in the 1850s, partial prohibition established in 1917 and the current "new alcohol policy". I will try to describe the basic principles, and what instruments were used to set the alcohol policy. The conclusion of the thesis describes what potential changes may occur in the collapse or privatisation of these monopoly sales. The aim of this work is to determine whether this policy has been successful and whether more states should follow it
Srcappage and its incidence on the economy of Czech Republic
Marcol, Aleš ; Písař, Pavel (advisor) ; Ježek, Tomáš (referee)
The main aim of this thesis is an analysis of incidence of scrappage on the economics of Czech Republic. I will sum up all the arguments from both protagonists and opponents of scrappage and reasons why is most of all economists against the scrappage. This thesis is especially Czech Republic-oriented, because scrappege is quite a new idea, but I'm also going to use the facts from other counties, in which the scrappage has ended. I will try to find the answers to the most frequently asked questions concerning the scrappage, if the scrappage is really dissocial, if the scrappage only postpones future problems, which could be much more bigger, if the scrappage is only a zero sum game and, if the government donations to new cars only forces the poorest people, who cannot afford to buy a brand new car, to contribute to the richer people and if the government has been taken captive by the middle sphere.
How important the smokers are
Zděnková, Radka ; Písař, Pavel (advisor) ; Chalupníček, Pavel (referee)
In my bachelor's work I would like to deal with the question whether smokers represent a benefit or a loss for the society. I will describe the opinions of various economists on this problem, the way they estimate the costs connected with smoking including the external costs - the costs connected with health harming, costs used for health care, the loss of labour productivity etc. - how they deduce the costs level and what recommendations - in this area -are given to the government - e.g. the level of taxation. Further on, I would write about the way these economists estimate the smoking revenues, what these revenues represent - revenues of excise tax, profit taxes of tobacco companies, the savings in the retirement system and the health care system due to the premature mortality of smokers etc. - and what their estimated level is. I will mention the controversial issues and the ways they are solved. In the practical part of my bachelor's work I would like to calculate the level of the costs connected with smoking and it's revenues particularly in the Czech Republic. By comparing these two numbers I would answer the given question i.e. whether smokers represent a benefit or a loss for the society.
