Indebtness of Czech Republic

Thesis deals with the indebtedness of Czech households and its causes. In the processing were used the available information and data sources on the subject, at the same time were compared with surveyed data from ongoing practice. On the basis of observed data were made the conclusions of this work - public debt is not characteristic only for the citizens of the Czech Republic, covers a large number of households, regardless of the age structure, the balance of the mortgage and consumer loans may not be related only to the level of income, because it affects the people who are financially well hedged too. Poor age - Growing over-indebtedness of persons in advanced age

Western countries are facing an increasing poverty among seniors related to the demographic revolution and lengthening of life span. The so-called over-indebtedness is one of the "modern" causes and also consequences of poverty. This thesis discusses the relationship between over-indebtedness and poverty with emphasis on senior population (65+). An empiric analysis is employed to explore causes and consequences of over-indebtedness. The increasing over-indebtedness is already being targeted by public policies, however their effectiveness is low. Sufficient material and personal resources are lacking as well as not being optimally utilized. There is only limited cooperation between civil and public-law sectors. Communication with the private sector in a way of common goal setting is also deficient. In a fierce market-driven economy, elderly people become a weak link and find themselves in situations conflicting with morals, human and civil rights, and adequate quality of life in a modern society. This state of affairs threatens social integrity and demands a solution. Three participating groups were surveyed: the elderly, the employees of advisory centers and the non- bank financial institutions. Various approaches to solving the problem are discussed. System of procurement at the Ministry of Labour and Social affairs between 2011-2015.

The aim of the thesis is to evaluate the system of procurement at the Ministry of Labour and Social affairs between 2011-2015. The first part defines important terms in the issue of public procurement from different points of view. The second part deals with internal legislation regulating procurement at the Ministry of Labour and Social affairs and the procurement system analysis of over-threshold (below-threshold) procurement and small-scale public contracts. The last part analyzes the data of public contracts between 2011-2015. The right system adjustment of procurement at the Ministry of Labour and Social affairs is questioned.
Analysis of subthreshold public contracts on services

The thesis deals with a topic of subthreshold public procurement on services in the Czech Republic in 2014. The main point of the thesis is to evaluate the effectiveness of the public procurement by analysing selected sample of the subthreshold public procurement on services in 2014. At first there is a brief description of general and legal requirements for the public procurement functioning. Secondly an analysis of the sample of the public procurement is made applying criteria as type of contracting entity or type of procedure. Then the influence of these two patterns on number of offers from contenders and also on savings of public financial assets is examined. Results of the regresion analysis say that there is a positive effect of the openess of procedures on creating the savings of the public financial assets.
Investment Decision Making of State and Local Governments

The topic of this dissertation thesis is collection, analysis and evaluation of information about investment decisions making within public administration bodies. The investment decision making is examined in relation to allocation of public funds on investment activities and projects. The main goal of this thesis is to analyze and evaluate the current status of the investment decision making within the public sector. Subsequently the goal is to offer new or updated knowledge related to these issues, and bring recommendations to improve the investment decision making of public administration bodies. At first, there are described current knowledge in the field of investment decision making. This is followed by an analysis of assessment methods used for evaluation and selection of investment projects. The work is completed by recommendations for investment decisions making in the form of a normative model. The model should increase benefits of public investment expenses for society. There are used data obtained through a questionnaire survey of 430 subsidized firms, 169 state organizational units and state funds and 130 cities, boroughs and counties. Another important source of information was secondary data of selected ministries and agencies, legislation and literature.
Analýza vztahu mezi vojenskými výdaji a ekonomickým růstem

The dissertation thesis deals with the relationship between military expenditures and economic growth. The data sample contains European countries and there are three growth models used in the thesis (the Feder-Ram model, the Augmented Solow-Swan model and the Barro model). Two hypothesis and one research question are set in the dissertation. The first hypothesis says that there is a relationship between military expenditures and economic growth. Consequently, the second hypothesis says that the relationship is positive in case of relatively richer countries and negative for relatively poorer countries. Turning to research question, it asks which model better describes the relationship (if it exists) between military expenditures and economic growth.
Analysis of the resources provided through the "local action groups"

The purpose of this Bachelor thesis is to find financial allocation postpaid funds from Local action group Lípa pro venkov o. s. and qualify transaction costs. Theoretical frame is focused on policy of rural development and an explanation of the LEADER method with a specific example. Further there is a brief description of transaction costs and a method of their research in the text. Research objective is divided into 3 parts. In the first part the sector analysis is examined and in the second part it is the industry analysis of postpaid funds. Last part deals with administrative costs of LAG and on the recipient side the induced costs with the aid of questionnaire survey are calculated. Cost Management and Budgeting in the Government Sector

Dissertation deals with the issue of cost management and budgeting through the methodology ABC / ABM. Using the ABC model allows for higher transparency in the costs in state organisational units. At the same time more effective cost management, including budget, through causal relationship between processes in organizations and their costs. Dissertation redefines the process of creating a model for state organisational units and analyzes the influence of various factors on the level of individual cost categories. In summarizing the outcome of the ratios based on the number of employees used to calculate the costs they are not very useful. The results of the regression analysis will confirm that a significant impact is mainly used asset value and technological developments.
Public contracts below threshold: an analysis of terms, evaluation and selection

The thesis aims to examine effectiveness of the system of public procurement in the Czech Republic and emphasisizes its evaluation criteria. Evaluation criteria in public procurement are an essential part of the selection process and play thus a highly important role when selecting the winning bid, or rather the the winner awarded with the public contract to be implemented. The paper focuses on below-threshold procurement in building area. Below-threshold public contracts can be divided into two groups according to the pre-set evaluation criteria. Either is there a single criterion for evaluation of the bids accepted, i.e. the key criterion is the lowest bid placed or more sub-criteria are applied, i.e. the key criterion is economic advantage of the offer. In order to determine/identify, which way of public procurement is more efficient, different characteristics of the evaluation process in each of the groups are compared. In the final part these partial results are generalized and thus allow formulating a few recommendations for practise/real-life recommendations.
Perspectives of public contracts in the context of revision of the European Union’s law

Diploma thesis with the topic "Perspectives of public contracts in the context of revision of the European Union's law", provides a summary of the most important changes brought by the transposition of the European Directive to the Czech Law. This thesis is based on the Public Contracts Directive 2014/24/EU, dated 26th February 2014, which replaced the previous Public Contracts Directive 2004/18/ES, and Directive 2014/25/EU, which replaced the Directive 2004/17/ES. The thesis deals with the reasons leading to the change of all mentioned Directives as well as with the "technical amendment" of the Public Procurement Act No. 137/2006 Coll., which has been in effect since the 1st of January 2014.
