Presumption of illegitimacy of the state power
Gregárek, Matěj ; Kysela, Jan (advisor) ; Maršálek, Pavel (referee)
The thesis challenges the established "myth of easy legitimacy" and argues for more cautious attitude toward involuntary social arrangements by shifting the burden of proof in favour of the rigorous individual rights. Any State action shall be held for impermissible unless it is shown to be unavoidable - beyond reasonable doubts. With the assumption of existence of individual rights as a starting point, the thesis inquires into the attempts to derive State's legitimacy from individual rights. Finding this task virtually impossible, it comes to the conclusion that the only way how to legitimize the State is to compromise the individual rights somehow. Yet, to maintain some meaning of the rights, this compromise need to be restricted in scope, so the thesis analyses further the meaningfulness of "necessary and proper" provisos and the notion of "ideology" as a factor driving collective action and as the ultimate check of the State's power.
Symmetrical Concept of the State
Gregárek, Matěj ; Kysela, Jan (advisor) ; Maršálek, Pavel (referee) ; Sobek, Tomáš (referee)
Symmetrical Concept of the State Abstract: The doctoral thesis uses the perspective of Public Choice (political economy) on a descriptive level and the perspective of philosophical anarchism on a normative level to critically assess the concept of modern state (and its crises and legitimacy), as it is used in Staatswissenschaften and political philosophy. Common theme of both paradigms is insistence on symmetry of assumptions when analyzing the state; particularities of the state, as compared to other social institutions, do not play the role of explanans, but that of explanandum. Traditional concepts of political philosophy (sovereignty, will of the people, legitimacy) are consistently put in the context of the general social phenomena, from which they are (or should be) derived. The symmetrical approach asserts itself primarily against the fictional nature of some political concepts; in this thesis, fictional concepts are approached as assumptions of a "political model" and their unrealistic nature is not seen problematic so far as they stay within the model. However, at the same time, the question about the external (normative and practical) relevance (validity) of such a model arises. First part of the thesis argues for applicability - and in fact, indispensability - of the economic toolkit...

Charter Cities - Enclaves of Prosperity with Imported Legal System?
Procházka, Pavel ; Šíma, Josef (advisor) ; Gregárek, Matěj (referee)
The master's thesis discusses an alternative concept of development aid in the form of charter cities created by Paul Romer, American economist. It describes this mechanism, institutional framework and analyzes its potential to work in practice. Besides the first attempts to put model cities into practice, the thesis also points to a number of myths that have appeared around the project and which are the subject of study. Due to absence of direct charter cities the concept is compared (based on ex-post analysis) with cities and economic zones that were established with goal to achieve economic growth. Similar procedure is applied even in testing of basic assumptions of this model to find out whether this is a viable project.
"The current analytical procedures and policies of renewable energy production in the Czech Republic and some developed countries, the policy modifications that occurred between 2010 to 2012"
Juklíček, Jan ; Jílek, Josef (advisor) ; Gregárek, Matěj (referee)
This diploma thesis addresses the current analytical procedures and policies of renewable energy production in the Czech Republic and, mainly deals with the policy modifications that occurred between 2010 to 2012 which also influenced this policy. To give more explanation to the entire picture of the energetic situation in the Czech Republic we have to analyze the current potential situation of renewable and non renewable resources, the quality of electrical distribution network, the framework of available energy resources in the Czech Republic, the costs of producing energy and its impact on the environment. The current global trend in most developed countries is the development of renewable energy sources but, this is not the current case in the Czech Republic which has in its plans to reach its target set by the European Union for the year 2020 . But, instead the Czech Republic would like to set a different goal and decrease the use of renewable energy resources and increase the use of nuclear energy. The support of the analysis policy for renewable energy sources in the Czech Republic is measured in comparison with the European Union, the United States of America and the Peoples Republic of China. The main goal is to evaluate this policies support for renewable energy sources in the Czech Republic and for its possible improvement.

Paroubková, Martina ; Soška, Milan (advisor) ; Gregárek, Matěj (referee)
An analysis of the state interventions into a broadcasting market will be the aim of this thesis. A state is in the most of countries represented by a special broadcasting market commission. In my thesis I will focus on the commission's behaviour. In the first part of my thesis I would like to consider a theoretical background, history and actual legislation of the electromagnetic spectrum regulation, particularly the legislation of both types of regulation -- structural and content regulation. Conclusions reached will be applied to the situation in the Czech Republic. The thesis should answer questions as whether the members of the commissions are objective, independent in their decision-making and behave within the defined legal frame. Acting of the Czech commission will be analyzed on the example of "Radio Wave affair". This radio station was taken from analog broadcast after the pressure from the Council of the Czech Radio.

The work also analyses the transformation process in the V4 countries, because it very influenced the other fiscal development. The thesis seeks to examine and compare the economic policies of the governments of V4, which aim to restructure of public funds. The thesis also tries to link the knowledge obtained with the political cycle.
