The budget fot the award of public works contracts

This master's thesis follows up a theme of budgeting for valuation of public construction contracts. It examines in details how to draw up a budget and optimize it to the concrete public construction contract. The thesis is structured in three fundamental chapters. The opening chapter describes theoretical grounds of public construction contracts from the contractor's point of view. Also basic methods how to draw up a budget are described in the first chapter. The second chapter covers a description of a systematic approach how to draw up a cost effective budget, throughout structural cost saving activities. In the third chapter the systematic approach is put in place on concrete public construction contract. The goal of the thesis is to draw up a competitive budget which won't be rejected from the competition for its exceptionally low price at the same time.
Bank guarantees of contractor of construction order

The thesis deals with the topic of bank guarantees in the construction industry focusing on the contractor of the construction commission. The aim of this paper is the definition of bank guarantees in legal and economic terms, and on the basis of available literature, and also a proposal for the application of a bank guarantee in construction contracts. This thesis includes an overview of the products offered by national bank institutions in the field of bank guarantees and their comparison. The thesis contains an overview and description of bank guarantees used in the construction industry. The thesis focuses on a bank guarantee for the proper execution of the work (for the correct execution of the contract for work). There is described the progress of the guarantee from the contract for work until the warranty exercise and any dispute over the amount paid under the guarantee. Further, the paper deals with the use of bank guarantees in practice from the point of view of construction companies, focusing on the guarantee for the proper execution of the work. The thesis also describes solutions in the field of bank guarantees of construction companies, ways of surety, credit limits and bank charges for bank guarantees. In conclusion, there are described terms of the bank guarantee in the contract for work for the specific construction contracts and a method of preparation of the bid price for the contract with regard to where the cost appears applying the bank guarantee at the contractor's bid price. The contribution of this thesis is a comprehensive overview of bank guarantees in the construction industry and their application intended for a contractor of the construction commission.

The first is about the theory of project management and construction organization, the second part analyzes the contracting authority and the contractor of the construction contract and solves the process of awarding and obtaining a public contract. The third part is about the documents needed for the management of the construction contract.
Calculation of the Purchase Price by the Investor

This master thesis is focused on the draft procedure for the compilation of the purchase price of a building by the investor and the impact of the height of this price on the period of the recovery of investment. The basic content of this thesis is the making out of the optimal purchase price for the investor in accordance with the lowest purchase costs but also with regard to the minimisation of the risks connected to the breach of the obligation of the contractor. Further in this thesis there is made a research of the influence of the purchase price on the recovery with the help of the economic effectiveness indicator – net present value (NPV – Net Present Value). The theoretical part of this thesis is applied to a case study – the property of a sales hall.
Parametric budget estimation - Innovation of the method of determining bid prices in a construction company

Today's trend in construction is the emphasis on the most extensive unification. There are a number of building systems and technologies that can be clearly defined in terms of their technological solution. This trend opens up opportunities for innovative pricing approaches, or prices at which their construction products are offered by construction companies to their potential customers. From the customer's viewpoint, the offer price for the building, determined by the construction company, is the dominant part of the purchase price of the building work. The traditional way of determining the offer is the itemised budget. Creating itemised budgets is costly for companies and time-consuming, especially due to the costs of specialised budgets and their hardware and software equipment. The main idea of the dissertation is the effort to innovate in the area of budgeting of building structures designed for housing in the Czech Republic. The dissertation focuses more on the innovation of bidding in construction companies in the form of parametric budgeting. Parametric budgeting is an innovation based on parametric cost estimation methods. The principle of parametric budgeting correlates statistical analyses by calculating the cost of model cases with specific cases using the regression functions set for a given data set. A link between model and specific cases is spatial, technical, technological and material parameters. The dissertation’s overall objective is to evaluate in particular whether parametric budgeting makes it possible to increase the efficiency of the bidding process in enterprises. In the thesis are used calculation methods to determine construction costs in the form of item budgets. In addition, mathematical methods are used to determine the regression function of a particular data set for creating and examining cost estimation relationships. In the dissertation are used investment procedures to determine simple payback period, cash flow, etc.
Cost Optimization of Investment Plan

This diploma’s thesis deals with a cost optimization of the concrete investment plan, which is a public procurement called Hospital in Hodonín reconstruction. In the theoretical part of the thesis there is information about construction (investment) project, about its organization and legislation focused on contract for work. The practical part contains cost optimization of concrete project. In the end the final evaluation of the procurement for competitive tendering and the confrontation with other contenders’ procurements are made.
Comparison of methods for valuation of buildings in the Czech Republic and Russia

There is a close cooperation between Russia and the Czech Republic. Trade takes place in construction industry both with the supplies of investments as well as in other areas and activities. It is quite clear, that the experts need to understand the rules of pricing in construction industry in the respective countries. Apparently, methods of valuation of building projects in Russia and Czech Republic need to be compared. Thesis tackles the problems of life-cycle of construction projects and valuation of buildings in Russia and the Czech Republic. Problems under construction have been analyzed. Dissertation explains the questions of methodology and valuation procedures, and with this related legislation, sorting systems, normative documents. The problem of calculating of unit prices of construction work has been explained. Theoretical part is complemented practical examples of comparison of building estimation in Russian and Czech estimating system. The main result of the work is the comparison of methods for valuation of buildings in Czech Republic and Russia in construction projects. The assessments of methods for valuation of buildings in these countries and their comparison with the selected criteria have been made.
Price Analysis of House External Insulation

Subject of this bachelor thesis is a price analysis of house external insulation. Theoretical part describes prices, costs, calculations and ways of financing building materials and a construction work. Practical part describes ways of an external insulation, thermal insulation properties and heat insulations. It also analyzes house external insulating and compares two options of insulation depending on a payback of an investment to the insulation and saving a heating fuel and a complexity of funding.
Optimal construction costs of production with regard to the price

The thesis deals with the optimum production costs with consideration of price. In the theoretical part the Public Contract Act, entry documentation and periods for offer formation are described. The next part is focused on costs and calculations. In particular, direct and indirect costs, variable and fixed costs, standard calculation pattern as well as dynamic calculation are described. The practical output of the thesis is production costs setting by means of supplier enquiries about material and constunction and assembly works. The practical part also concludes cost calculations to a fictitious company.
LIFE CYCLE COST MODEL OF AN APARTMENT BUILDING

Doctoral thesis Life cycle cost model of an apartment building includes the process of modeling, starting with the theoretical definition and ending up with testing it for practical usage, the error measurement and its recalling abilities. The aim is to construct a model for simulating the life cycle costs of an apartment building during the phase of purchasing it followed with the simulation of life cycle costs having the conditions defined in advance. The method of the model construction shall be found in stating an appropriate representative, setting the entrance parameters and defining the condition under which it is supposed to work. The last step is to test the created model in order to find possible mistakes. Mathematically-statistical methods shall be used for setting the model. Another researching method comprises of creating several exemplary studies which shall correct the costs model and expand its applicability.
