The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.

The problematic aspects of financing of cities and minucipalities in the Czech Republic

In 2000, respectively 2003 the Czech Republic finished the first and the second stage of public administration reform, which is closely linked with the issue of public financing, especially the financing of municipalities. This thesis analyzes the problematic aspects of the financing of municipalities in the Czech Republic in terms of the status of municipalities in the political system. Municipal budgets are the means by which local governments fulfil their objectives, policies and ensure the development of their municipalities. It is a highly topical issue. Political leaders of local authorities are not due to play the differing roles and provide different level of public services, united in the opinion of the form of financing of local budgets. Municipalities do not have such a strong unified voice in ensuring its priorities. These different interests are reflected in the programs of political parties. The question of financing municipalities would probably disintegrated ODS and TOP 09 together with STAN in the coalition in cas of the absence of other contradictions. The issue of local governement funding goes beyond the scope of political science. It is multidisciplinary, interdisciplinary topic. The topic of this diploma thesis is The regional establishment in the Karlovy Vary region. The main aim of the thesis is to delineate the character of the decision-making process in local self-government based on the analysis of the regional party system and comparison of the results of regional elections within the election period from 2000 to 2016. The thesis consists of two parts, theoretical and practical. The theoretical part is focused on description of the basic concepts, which are related to regional development, creation and work of the region, regional election process and evaluation of the socioeconomic indicators in the Karlovy Vary region. The following practical part is focused on analysis of the regional party system, coalition formation process and comparison of the results of regional elections in the Karlovy Vary region in the period 2000 to 2016.

The Development of Local Government in the Statutory City of Olomouc.

This master´s thesis deals with issues of  a local government. The research will focus on the city Olomouc. The goal will be to characterize main socioeconomic indicators of the city and evaluate their impact on the development and functioning of the local government. The next step will be identify the actors of the political process in the village and analyze their relationships and define the nature of the decision-making process of local governments on the basis of a comparison of the results of municipal elections. Research approach, that tries to take into account differences in the content and decision-making of local authorities in cities with different Population sizes. The work is proposed  as a case study. Two basic engineering approaches such as study of documents and interviews will be used for collecting of data.Other standard methodological procedures, especially comparison will be used in this work too
Political aspects of management and the development of the chosen municipality (case study of Vinařice u Loun)

The theoretical part explains and describes concepts related to communal politics matter. For example, government municipalities, municipal authorities, community development, municipal management, municipal budget, municipal elections, electoral law etc. The practical part describes characteristic of Vinařice u Loun village from demographic and socio-economic perspective - according to the current municipal budget draft, compared to the budget structure with another, equally large municipalities. Furthermore, there has been described a detailed description of local interest and local government, and the last municipal election to municipal council (2014). The main objective is to define the nature of the decision-making process of local government and compare the management of the village from 2000 to the present (2016). The Masters thesis characterises a case study (as already mentioned in the title of work). For data collection, analysis of documents, interviews and comparison of data were used.
The Development of Local Government in the Municipality of Klatovy

This thesis is entitled The development of local government in the municipality of Klatovy. The main aim of this work is to analyse municipal policies and political mechanisms in local self-government within the election period since 2014 to 2018, and to identify unique aspects of self-government particular to this locality. This project has been divided into two parts: theoretical and practical. The theoretical part outlines basic concepts relating to municipality, local self-government members, municipal election processes, formation of coalitions, and civil and political participation. The practical part is focused on the town of Klatovy: socioeconomic indicators, summary of election results since 1994, characteristics of local municipal policy during the election period since 2014 to 2018, self-government members and relationships between them, and their co-operation in the running of the municipality. This work also focuses on current problems in local municipal policy and possibly solutions.
Local political partisanship in a local government environment (town Kutná Hora)

The thesis deals with the local political party line in the environment of regional government. The work is focused on the town of Kutna Hora (Central Bohemia). The first part, the literature search, is the theoretical definition of basic concepts that deal with the local political party line in four categories according to the size of the municipalities. The most important is a definition of medium-sized municipalities, which corresponds to the currently investigated Kutna Hora. Then there is a definition of the characteristics of communal system, voting behavior and formation of municipal coalitions. The literature search is followed by the practical part, where there is the acquired theoretical knowledge applied to the local government of Kutna Hora. The focal point is based on the identification of local political participants (local organizations of political parties and other political organizations, interest groups, etc.), their electoral successes, the internal decision-making mechanisms, relationships and activities. The essential finding is that it´s not possible to apply expressly the assertion of Katz and Maira that the number of members of local organizations of political parties is steadily decreasing in western democracies, to the local government of Kutna Hora. The number of members in particular political entities of Kutna Hora is relatively high. Mutual relations of political entities of Kutna Hora however are based on personal sympathies and aversions. The local political system can be assessed as fully competitive, based on the principle of government and opposition.
The Development of Local Government in the Municipality of Písek

The diploma thesis deals with local government municipal politics in the city of Písek. The work is focused on the development of local government in the period after 1989 to the present. The subject of the work is an analysis of the local political system as well as its activities in the field of municipal development. The work is divided into theoretical practical. The theoretical part explains the basic concepts that are related to local government and communities alone, such as municipal government, municipal elections controversy. The practical part then characterizes Sand historical, demographic socio-economic perspective. It also focuses on communal politics in this city, dealing with local political entities running the council controversies that arise here. The practical part includes analysis also municipal elections between 1994 and 2014 and describes the development of local government after the last elections in 2014.
