The Case of Colombia" deals with the engagement of the Colombian civil society in the peace negotiations with the Movement 19 (M-19) that took place in 1989-1990, with the National Liberation Army (ELN) in 1998-2002 and with the Armed Revolutionary Forces of Colombia (FARC) in 1999-2002. The examination of the selected peace processes revealed that the civil society had only limited impact on the negotiations. The involvement of the representatives of the civil society led to increase in number and extend of the objectives that were negotiated, decrease in the level of organization of the negotiations and while it did not reinforce the negotiating position of the main actors, it neither disposed with sufficient power to exert an effective pressure on the main actors of the conflict. The performance of the civil society was influenced by the external informal institutions - represented by traditional execution of power, clientelism, functioning of the political parties and continuing internal conflict - and by the internal informal institutions - namely by the characteristics of the colombian civil society and by the structure of incentives in the participative instances. The formal institutions - the Constitution and the laws - proved to have only...
Liberalization of mutual trade between the European Union and Sub-Saharan Africa
Prášil, Václav ; Urban, Luděk (advisor) ; NÁHRADNÍ, OPONENT (referee)
Diploma thesis "Liberalization of mutual trade between the European Union and Sub-Saharan Africa" evaluates the hitherto development of the economic relations between the EEC, or EU, and the countries of Sub-Saharan Africa. The analysis covers, after a short excursus to the period of the European colonization, the formation of contractual framework which regulated the exchange of goods between both continents. Special attention is given to the way how this trade regime was adjusted to the particular trends and external pressures often emanating from the international financial institutions. The Cotonou Agreement of 2000 is the reaction to the preceding critiques as well as a synthesis of numerous reforming efforts to boost the linkage between trade and palpable economic and political development of the third world countries. Its main measures have however so far been implemented with certain difficulties. The thesis also underscores the fact that the member countries of the EU themselves have diverse interests. After half century of bold initiatives and spectacular proclamations, it is evident that the original declared targets of the business cooperation between the European Union and the countries of Sub-Saharan Africa were not fulfilled. Certain tangible contributions of the cooperation, including the...

The chapter focusing on applying the externality theory on environmental issues leads the author to the conclusion that despite the fact that both tools setting price and volume can in economic theory, if set on an optimal level, internalize negative externality in an efficient way, in case of greenhouse gas emissions where a risk of sudden deterioration exists, setting an emission system, as a main instrument to mitigate climate change, together with additions measures, is beneficial. Analysis of international climate change negotiations and relevant documents from the point of view of international relations theory and regime theory in particular shows that institutionalization of cooperation in the field of climate change facilitates compromise...

The thesis is in its conclusions commenting on realistic voices within the EU leadership, taking into account concerns of developing countries about the rapid and complete liberalization of trade as legitimate.
