German-France Relations during the Reign of Helmut Kohl and François Mitterrand

Veronika Fuitová Vztah SRN a Francie v období vlády Helmuta Kohla a Françoise Mitterranda představoval dobu intenzivní spolupráce těchto zemí, a to zejména na poli evropské integrace. Kohl s Mitterrandem navazovali na tradici kooperace obou národů, která byla dílem Konrada Adenauera a Roberta Schumana. Tomuto smíření předcházelo dlouhé období nepřátelství, proto můžeme o poválečné době hovoňt jako o historickém zlomu v dosavadních vztazích. Klíčem k řešení situace v Evropě po druhé světové válce mělo být vytvořeníjednotné evropské organizace. Spolupráce SRN a Francie pokračovala i v následujícím období 60. a 70. let, stejnějako proces evropské integrace. Vztahy obou zemí však nebyly tak intenzivní a blízké. Co se integračního procesu týče, bývá toto obdobíoznačovánojako doba eurosklerózy. Počátek osmdesátých let a nástup Helmuta Kohla s Françoisem Mitterrandem přinesl nové oživení kooperace obou zemí, a to v oblasti hospodářské, vojenské i politické, předním polem jejich spolupráce se stala evropská integrace. Byli při tom vedeni jednak důvody pragmatickými, jednak navázali na ideje Adenauera a Schumana, kteří v ní viděli prostředek k vytvoření stabilního mírového evropského uspořádání. Svými iniciativami směřovali Kohl s Mitterrandem k posilování stávajících evropských struktur a rozšiřování spolupráce...

Die politische Fühgrung der ČSSR begann die Vorbereitungen der Verhandlungen mit der BRD auf Grund einer Weisung von Leonid Breschnew auf der Tagung des Politischen Ausschußes des Warschauer Paktes vom 20. August 1970. Bis dahin war die ČSSR einem wirksamen Druck der SED-Parteiführung ausgesetzt, die der Regierung Brandt feindlich gegenüberstand und von der Brandts Ostpolitik ständig warnte. Die Vertragsverhandlungen begannen zunächst mit Vorgesprächen, die von tschechoslowakischer Seite durch den Stellvertretenden Außenminister Milan Klusák (ab September 1971 den Stellvertretenden Außenminister Jiří Götz) und von deutscher Seite durch den Staatssekretär Paul Frank geführt wurden. Von März 1971 bis April 1973 fanden insgesammt sechs Vorgesprächsrunden statt, auf Drängen der tschechoslowakischen Seite wurde vor allem die Frage der Ungültigkeit des Münchener Abkommens zum Verhandlungsgegenstand. Der tschechoslowakische Standpunkt war, daß das Münchener Abkommen der Tschechoslowakischen Republik "unter Androhung von Angriffskrieg und Gewaltanwendung aufgezwungen wurde, daß es Bestandteil einer verbrecherischen Verschwörung Nazi-Deutschlands gegen den Frieden sei und eine schwere Verletzung der Grundregeln des Völkerrechts darstelle, und daß es deshalb von Anfang an ungültig sei, mit allen sich daraus...

The role of public policies in promoting Corporate Social Responsibility

The submitted dissertation holds the title The role o fpublic policies in promoting Corporate Social Responsibility (policy analysis o f 13 EU member states and the Czech Republic). The first chapter presents a general overview regarding the concept of Corporate Social Responsibility (CSR). The historical and theoretical backgrounds behind the idea of corporate responsibility are being discussed in this part. The second chapter concentrates specifically on the history and development of the CSR agenda within the European Union. The analysis is based on the main strategic documents the EU has issued in the past ten years in this specific area (e.g. Green Paper: Promoting a European framework for Corporate Social Responsibility from 2001 and others/ The third chapters presents an analysis of government policies applied in 13 chosen European countries with the aim of promoting and supporting CSR. Among the chosen analysed countries are for example France, Great Britain, Finland, Austria and others. The gathered information is then summarized in a comprehesive model that shows the ways and means governments in the European context apply in order to create an environment that stimulates companies to uptake CSR.
