Analyzing the Effectiveness of Social Policy with a Focus on Poverty in the Czech Republic in 2005-2017

The bachelor thesis deals with the effectiveness of social transfers in reducing income poverty and income inequality in the Czech Republic in the context of social reforms and the economic situation in 2005-2017. Efficiency in the thesis is the percentage reduction at risk of poverty rate by means of social transfers and old-age pensions, which is then compared with the correlation analysis with the corresponding social benefits to determine the dependence on these benefits for hypothesis testing. The hypothesis, The growth of poverty alleviation spending, decreasing their effectiveness, has not been confirmed, although the height of correlation coefficients between social welfare spending and the social transfers efficiency are in most cases low, signifying a nearly negligible degree of dependence and hence an increase in Social policy expenditure does not necessarily mean an increase in efficiency. The contribution of the thesis and its uniqueness lies in the chosen methodology, which examines the amount of expenditures on social policy areas according to the risk and needs with the effectiveness of the benefits primarily intended for the individuals belonging to these areas.

DETERMINANTS OF POVERTY IN THE CZECH REPUBLIC Abstract In this thesis we present the determinants and the current state of poverty in the Czech Republic in 2014. We clearly set out the definition of poverty and delimit various concepts of poverty, that is the old and the new concept of poverty, the subjective versus the objective one, the absolute versus the relative concept, as well as the direct and the indirect plus the prescriptive and the consensual poverty. We also introduce various ways to measure poverty. A substantial part of the theoretical section focuses on the introduced methods and definitions of particular indicators (the at risk of poverty rate, the relative median at risk of poverty gap, the Gini coefficient, the income quintile share ratio, the material deprivation rate). We have used the method of logistic regression and the processed data which were gained from the project Životní podmínky 2014 (The Living Conditions 2014) and EU-SILC 2014. At the same time, still in the theoretical part of the thesis, we also dealt with the causes of poverty and the attitudes towards the poor as sociology, psychology and ethics view them. WORKING POOR IN THE CZECH REPUBLIC Abstract Even though poverty is not the death or life question in developed countries it is necessary to pay attention to it. The topic of poverty, social cohesion and social exclusion plays now an increasing role in the EU agenda; working poor started to be explored in 1990s there. Working poor are people poor despite working. Work should serve as a protection of poverty, it should guarantee better living standard to employed people in comparison to those dependent on social protection. Therefore, it is necessary to pay attention to the issue of working poor, to identify them, to find out the reasons why they are poor and to develop measures to help them not to be poor. This thesis brings a comprehensive view on the working poor in the Czech Republic. The focus is on the poverty rate as well as characteristics of working poor. Methods for measuring this phenomenon have not been fully developed yet, there is still not a consensus on the most suitable methods. Different methods are introduced, compared and critically evaluated in the first - theoretically oriented - part of the thesis. Housing situation of young people in the Czech Republic

Housing Situation of Young People in the Czech Republic Abstract The thesis contributes to a discussion of a social stratification and inequalities in society. The aim of the work is to review a housing situation of Czech households, with the emphasis on the age of the head of household, from several complementary perspectives. Housing conditions of young households are described by the concept of the financial and physical affordability of housing on the basis of objective data about their income situation and the cost and quality of housing. Therefore, we can identify households that have limited access to adequate housing e.g. because of their social background or current social position in the society. The paper also examines the subjective opinions of respondents on the quality and the financial burden of housing. To achieve these objectives, data from the Statistics on Income and Living Conditions (EU-SILC) of the Czech Statistical Office are analyzed for the years 2005-2011. The analysis also contains the regional perspective, which is used to compare the housing affordability for households living in the different areas of the Czech Republic. Income poverty in the Czech Republic and social transfer system effectiveness in its elimination in years 2005-2013

The dissertation deals with the issue of poverty in the Czech Republic, especially with its economic, political and historical context of development, theory and practice of its measurement and possible international comparability, both in scale and in terms of the effectiveness of social transfers system. The effectiveness is understood as reducing the extent of poverty represented by the at-risk-of-poverty rate used e.g. in Europe 2020 Strategy. The aim of the dissertation is to analyze the problem of income poverty and its development in the Czech Republic with a special focus on the effectiveness of the social transfers system in relation to reducing the extent of income poverty. The effectiveness is analyzed separately in case of social transfers as a whole, and in case of social transfers excluding old-age and survivors' pensions. The emphasis has been placed on international comparisons and on the poorest layers of the population represented by the study of the lower poverty lines than the standard one. Based on empirical analysis of survey data from the EU-SILC, it was disproved that the effectiveness of the Czech social transfers system was above average compared to the countries of the same welfare state model, the CEE region and the EU during the years 2005-2013. The Czech pension system plays a crucial role in the level of effectiveness of the social transfers system. The good position of the Czech Republic among the all three studied groups of countries in terms of effectiveness is maintained mainly thanks to its pension system.The current low level of poverty rate was achieved mainly thanks to the pre-crisis measures, respectively due to the specific timing of these measures package. The contribution of this dissertation consists in complex and systematized view of the income poverty in the Czech Republic, accompanied by the analysis of the effectiveness of the social transfer system. This analysis, owing to the time series (2005-2013), applied methods (methods of the European Commission vs. IZA method) and scope of the international comparison (welfare state model, CEE region and EU), has no similarity in the Czech scientific literature so far.
Social groups of households in the Czech Republic compared with other countries of the European Union

In this bachelor thesis I am deal with households and lay stress on variety of social groups in these households. The aim of bachelor thesis is to research and compare structure of individual social groups of households, their income and expenditure, too. In the theoretical part I describe mainly basic concepts, such as economic household, national accounting, EU-SILC, income and expenditure of households. In the practical part I am compare indicators between social groups within the Czech Republic or the European Union. Beneficial is examining the dependence of the average equivalised net household income per 1 person per year in the country surveyed by EU-SILC on the one hand. And spending on household final consumption calculated at 1 person per year surveyed by national accounts of each country on the other hand.
The analysis of dependence of the material deprivation of the households in the Czech Republic on the selected indicators

The aim of this thesis is to analyse the material deprivation of the households with regard to the selected indicators, i.e. the costs that the household spends on housing, a region where the household is located, the number of the members and the dependent children in the household, age and sex of a head of the household, and economic activity and education level of the members of the household. The thesis aims not only to prove the dependence among the selected indicators but also to quantify this dependence by using the odds ratio. The individual effect of all variables was proven except of the one related to the number of the dependent children. It was also demonstrated that the factors constituting a threat for the households by a material deprivation rate vary by the different age groups. However, it can be concluded that across all the age groups, the material deprivation rate is determined by the sex of a head of the household, education level of the members of the household, and the costs that the household spends on housing.
