Expenses for Public Green Space as a Function of Various Parameters of Municipalities in the Czech Republik for 2011

Greenery in towns and cities are an important part of our lives and influences us in many positive ways. In the Czech Republic, the establishment, restoration and maintenance of public green areas within the competence of municipalities. As with every other public service there arises a problem with the quantity and quality of its provision. This paper deals with the relationships that developed in 2011 between spending on public greenery and various parameters of the municipalities. These relations are implemented by means of two hypotheses. The first is based on economies of scale, and assumes that the larger the municipality, the smaller expenses should be provided for public green areas per inhabitant. The second hypothesis is based on the work of Carruthers and Úlfarsson (2008) and says that a higher the population density reduces the per capita expenditures of city govenments. The validity assessment of the hypotheses is done by use of the statistical method of regression analysis. This, however, did not confirm the validity of any of them. Thus there is no indirect relationship between the size of the municipality or population density and public expenditures on green areas per capita. The reason why there is no relationship lies primarily in the great freedom of decision-making of individual municipalities, as far as public green is concerned.
Influence of EU funds on the development of municipalities and rural areas in the Central Bohemian Region

This thesis focuses on the way in which municipalities receive funding from the European Union and assesses the impact of the funds on the municipal budget. Through the analysis of source materials, interviews with relevant officials, who process project applications and my own opinion, I have defined problems which the municipalities have to solve during the preparation and implementation of certain projects in the practical part of thesis. Small municipalities cannot effectively draw money from European funds due to the lack of human capital, low number of grant titles, red tape, small use of the principles of cooperation between the private and public sectors, and last but not least the need for pre-financing the projects. Grant recipient must participate roughly ten percent of the total cost in financing the project. Although this number may seem small, many municipalities must take the co-financing commercial loans, whose withdrawal is reflected mainly in the capital budget. Interest on loans burdens the municipal budget, the municipality debts and worsen financial health indicator of the municipality. However most projects would have not been realized without the help from European funds. Grants from the European Union significantly contribute to the development of the municipality.
The Influence Of Tourism On Local Development In Selected Region - Táborsko (Chýnov)

My graduation thesis is aimed at the definition of the examined tourist destination Tábor, precisely the Chýnov, and to do analysis of the offers and demand of tourism in selected area. Then determine the impact of tourism on local development, to define the multiplier of tourism for the area and determine the impact of tourism on the budget of municipalities. An output of the thesis are small measures which point to development of the tourism in Chýnov. One of them is an environmental package for a city, or a proposal of own green symbol with a picture of a bat.
Assessment of evolution of tax revenues in the budget of the municipality (town)

This thesis deals with the assessment of income and expenditure, with the focus on tax revenues. For this assessment were used budget of two cities, city of Brno and town of Čelákovice. To illustrate the potential differences were deliberately chosen a different cities. The period covered the years from 2001 to 2010. The theoretical part of this thesis is focused on the status of municipalities and their management. It also includes a description of the budgetary process at the municipal level. Here is detaily described an individual parts of the territorial budget, revenues and expenditures. Given the focus of work is part of the description of tax revenues, together with their evolution in time. The practical part is the use of theoretical knowledge in practice. For this were used the final accounts of Brno, which are available on its official website and information about the city budget from a web application Čelákovice ARISweb and ÚFIS.
An analysis of share of taxes on the municipal economy

My master`s thesis is going to deal with the financial economy of lower territorial self-governing units -- municipalities. I will pay attention to the revenue economy and especially tax revenues that consist of approximately half of total revenues of municipal budgets. In connection with tax revenues I will also focus on budgetary determination of taxes, its process and taking place intensive discussion related to possibilities its further direction. In theoretical part I attempt to sum up an economical and legal starting points of municipal status, municipal budget and its structure. In practical part I make the analysis of the municipal economy from the size category 2 -- 5 thousand inhabitants. Municipalities in this size category cash on the average the lowest tax revenues from the common taxes per capita. According to their own words they are getting to the edge of the economic potential. The aim of this work is to carry out the analysis of the municipal economy of given municipality where such danger can happen.
Regional development from the point of view of public finances

The aim of the thesis is to work out a project study directed at the development of a selected village with the analysis of its municipal budget. Subject of analysis is a village of Homole near České Budějovice. Municipal budget represents the implement of management and realization of regional development.
Analysis of Prerov's budgets in years 2006 - 2010 and the impacts of economic crisis 2008/2009 on its budget

This paper analyses the budget and financing of the municipalities in the Czech Republic, focuses on the budget structure of the municipality, elaborates on the specifics of municipal financial management. On the example of Prerov town and its financial management this paper shows these aspects in reality. Prerov's financial management analysis is based on the monitoring of its final accounts from the years 2006 -- 2010. In the years 2008 -- 2009 the Czech Republic was affected by global economic crisis. This paper aims to discover what was the impact of the crisis on the Prerov's financial stability and debt.
Predikce příjmů obecních rozpočtů

The subject of my bachelor thesis is the elaboration of a case study that deals with the preparation of the revenue side of the budget of the municipality Hodslavice. The main aim of my work is to determine the accuracy of the actual estimates of the municipality and to compare the accuracy of predictions of several statistical methods. I use these statistical methods: simple moving average, exponential smoothing, transformation moving average, regression against time with an exponential trend. Drawn from the analysis, I found that for the prediction of each type of revenue, there is a more accurate method than expert's assessment of the budget administrator in Hodslavice, but there can not be applies a single method of prediction for all types of revenues. The most accurate method for predicting taxes of individual revenues is exponential smoothing. However the differences between the predictions by this method and the expert's estimation of the administrator of the budget are minimal. Regression against time was the best in forecasting tax corporation income and value added tax. For real estate tax and non-tax revenue, which the municipality has at least some competence in influencing the future level of revenue appears to be the most accurate method of simple moving averages.

This thesis analyzes the development of the financial management of the municipality on the example of the City of Jihlava. The theoretical part deals mainly on the status of municipalities in the Czech legislation and budgeting in municipalities in the country. Development of individual components of income and expenditure is monitored and analyzed in the practical part for the period 2003 - 2010 and is compared with development in municipalities in the country. The text is added for greater clarity, a number of tables and graphs.
