Transformation of children's homes into a new type of facilities

TITLE Transformation of Children's homes into a new type of facilities ABSTRACT The aim of this study is to map the evolution and current state of the system of care for children and families at risk in the Czech Republic and the Slovak Republic, the educational-psychological perspective on the issue and to outline a vision for the future development. It is based on literature review particularly in the fields of work with children and families at risk, social pedagogy, developmental psychology, historical and current system of care for children at risk in our country and the Slovak Republic. The study contains knowledge of the author's experience in residential care and the first year experience in pilot project which aims to transform children's home into the facility providing support and field services for families at risk. The purpose of the practical part of the paper is to prove feasibility of the proposal using the case reports of children placed in children's home. Causes of long staying of children in the institutional care

This diploma deals with the care of vulnerable children in the Czech Republic and in the domeins of foster care and residential care. The main emphasis is in the views of the actors involved and their perception of children, parents, foster parents and applicants for adoption in the space between the biological family, institution and foster care. This thesis attempts to describe the causes of the long stay of children in institutional care, according to some participants. The main methods are interviews with key stakeholders who are selected on the basis of rapid analysis of stakeholders. The research questions are at work identifying the main causes and sub-system problems from the perspective of actors, is devoted to their interest and proposed solutions. Theoretical basis are the stakeholders and their roles, how their behavior, relationships, roles and interests affect the functioning of the system and resolve the problem. Developmental psychology and socialization of individuals are used to explain the problem. The diploma describes the current state of the system of care for vulnerable children in the Czech Republic, family policy and outlined the proposed solutions of the Ministry of Labour and Social Affairs, considerable space is devoted to temporary foster care for the person and social worker.
Problems of substitute family care in the Czech Republic

Theoretical part of this thesis deals with description of substitutional family care and its types. Importance of family care for child's development is emphasized at the beginning of the thesis. Further legislation of the substitutional family care and also terms of its mediation are described. The theoretical part deals with history of the substitutional family care in our country and also in other countries. Then some weaknesses of the substitutional family care and its system are mentioned. Second part of the thesis contains research with several chosen caseworkers who work in branch of the substitutional family care. Detection of respondents' opinions about education and personality predispositions for good practise of profession is the aim of the research.
The attitude of inhabitants in the location of České Budějovice to accepting gypsy children to a substitute family care

In spite of a fact that parentage is taken as a natural part of life, unluckily the number of families without children is growing up. How to resolve this situation, if the pair is wishing for the baby and they can not have it? One of the feasible solution is substitute family care. Both sides - a pair wishing for the baby and children growing up in institution - will be happy with this method of solution. This bachelor thesis is divided into two parts the theoretical part and the research. The point of the theoretical part of my bachelor thesis was to explain what the substitute family care is and to describe forms of substitute family care. Next point was to describe how life of gypsy minority in the Czech Republic looks like, to describe stereotypes of majority to this minority and describe problems of a gypsy child in substitute family care. The point of the practical part was to find out an opinion of community in the South Bohemian region on taking gypsy children to substitute family care, to find out their prejudices against gypsy people and if this prejudices influence the choice of accepting gypsy children to substitute family care. I did quantitative research which contained my own answer sheet, which consisted of 14 questions and with this answer sheet I was trying to achieve the best stated goals. Questions were divided into questions finding out the opinions of the respondents and identification questions. In sum 205 answer sheets was hand-out and 197 was returned to me, so rate of return was 96%. I set two hypoteses: Hypotesis 1 is: "Gypsy children are accepted more into foster care than into adpotion." Hypotesis 2 is: "The number of probability of acceptance of gypsy child is less with more prejudice of people." The more prejudice people have, the smaller number of probability of acceptance of gypsy child is. The research shows that in community the prejudices are very extent and because of that people are not willing to accept gypsy child to substitute family care. The next confirmed fact was that people would rather accept gypsy child into foster care than adopt him forever. This bachelor thesis woud be helpful to employees of OSPOD in deparment of substitute family care to recieve a real image of intolerantion to gypsy minority, next would be helpful to claiments applying for a substitute family care to recieve helpful information and as well for the students as a study material.
Assisted Custody and its Role in Substitute Family Care

Abstract Keywords: Children, Parent, Foster Parents, Assisted Custody, Foster Family Care The present thesis aims are to find out what opinions and attitudes have foster parents to an assisted contact. Whether they are informed of the possibility of mediation, or how many children in foster care with their biological parent encounters. it should be examined how foster parents learnd about the possibility of assiseted contact and if the service is currently used, or whether it will be used by foster parents in the future. In this work we were determined by one question which is in the line with the target of the work. The question is: Are the foster parents having a child in foster care afraid of the loss of the child in relation to assisted contact? From a methodological point of view was applied qualitative research. Technology for field data collection was elected a semi-structured interview. The results were evaluated by cluster method. The results achieved in many parts coincide with literature, but new facts were also found. The research showed 7 clusters, which proved to be more common in the testimonies of the communication partners. The research was carried out thanks to probe into the lives of foster families, including the most intimate details of their life together. It was found that most foster parents do not distinguish foster care as a temporary treatment, but the child is perceived almost as an adopted child. It is difficult for them to think about the loss of a child or to meet a child with a biological parent. The outputs of the thesis can be used as a basis for further studies and research in this area. They can also be used as a teaching or supporting material in the subjects of social studies.
Substitute Family Care in the Czech Republic

The bachelor thesis deals with the issue of substitute family care in the Czech Republic. This thesis is divided into theoretical and practical part. The first chapter of the theoretical part is concerned with a historical overview; it focuses especially on the Roman private law. The second chapter provides a brief explanation of basic terms. Foremost the relationship between parents and children is defined. In the third chapter, substitute family care is mentioned and mainly adoption, which is the most ideal form of substitute family care, is discussed. To make a comparison, I also mention foster care and institutional education. The practical part consists of three topisc. Firstly, an analysis of the survey, secondly an analysis of an interview with a social worker and finally there is a comparison of the two institutions - Klokánek v Janovicích nad Úhlavou and Dětský domov Staňkov.
Comparative analysis of the foster care system in the Czech Republic and Denmark in 2015

The subject of this bachelor thesis is to analyze the system of foster care in the Czech Republic and identify areas for potential improvement on the basis of comparison with the foster care system in Denmark. Firstly, this thesis deals with the historical development of foster care systems in mentioned countries and their social background. Furthermore, this thesis compares systems of foster care in several aspects. Comparison shows that there is more power left to the non-state actors in the area of foster care in Denmark. Denmark also has more types of foster care and spends more money on this area. Denmark, in comparison with the Czech Republic is characterized by individual approach in determining the level of foster care and greater variability of individual contributions. Based on this comparison there are suggested improvements for the Czech Republic.
Importance of foster care in the social legal protection of children

The topic of my thesis is importace of foster care in the social-legal protection of children. The thesis deals with the issues of foster care, professional foster care and also of the transformation of care for children in need. The aim is to describe changes in the foster care that brought the amendment of the Law on the social-legal protection of child and adoption of the new Civil Code. Another aim is to determine the effect of strengthening the professional foster care to the number of children placed in institutional care. In the beginning of the thesis is defined the concept of family, social-legal protection of children, alternative family care and its forms like foster care, professional foster care and adoption. Another part of thesis deals with amendment to the Law on social and legal protection of children and the new Civil Code. In this part I describe the most important changes that the Law on the social-legal protection of children brought and I also describe changes that brought an amendment to the civil code. The adoption of the amendment to the social-legal protection brings a number of changes in the activities of the social-legal protection of children and the exercise of social-legal protection of children in general. The last chapter deals with the statistic of foster care. This part compares the number of children in professional foster care and institutional care.
Foster care for a transitional period - the phenomenon of the current alternative family care

Short-term foster care is a fairly new form of substitute family care. Despite it having been incorporated in law since 2006, short-term foster care have only begun being employed seven years later. Only then the details of its administration were laid out in legislation. Purpose of this form of substitute family care is to prevent a placement of children into institutional care. It's possible to look at the professional foster care from different angles and thus assess it differently. Certainly, it has its positive and negative aspects as well as possible problems. It's undeniable that a well-functioning family is the best environment for raising and caring for a child. Forming an emotional bond is one of the most discussed factors contributing to the proper development of children placed in short-term foster care. Experts as well as the general public are looking for answers to the questions whether or not it's in the interest of the child to form an attachment to someone who's with them only for a short period of time, which children is professional foster care best suited for, whether children living in short-term foster care placements are less prone to suffer from emotional deprivation than children placed in institutional care or whether the duration of this form of foster care is sufficient. More questions arise over the degree of health care provided to infants placed with a professional forster family as well as over the level of risk of these children suffering traumas and stigmatizing experience compared to children living in institutional care. The objective of this thesis is to survey and assess the experience gained so far from implementing short-term foster care and to try and describe based on (previously) established facts how the children benefit from this form of substitute family care. In order to meet the set objective I chose a qualitative research strategy, the interview as a method, a semi-structured interview and a secondary analysis strategies. The results show that the most common reason for placing a child in this form of foster care is the impending adoption, i. e. it's mainly being used for infants whilst adoption placements are sorted out for them. To a lesser extent there are other reasons, respectively a minimum of older children are placed with professional foster families. Given these facts, it appears necessary to regard the short-term foster care differently depending on the age group of children placed in it. Undeniable merits of all cases of short-term foster care are an individual approach to each child that minimizes emotional deprivation and development of trauma, the development of the attachment behaviour and enough stimuli to influence a child's development. In the case of older children these are an experience of living in a well-functioning family and a positive educational impact. Developing an attachment between the child and the foster parent and then losing it because of the child's departure from a family is more risky for older children than newborns and toddlers. Claim that no attachment is to be formed between the child and the foster parent proved entirely unrealistic. The lack of permanent medical supervision can be seen as a disadvantage of professional foster care especially from the perspective of child welfare workers. Children placed for adoption often come from not monitored pregnancies or parents at-risk, i.e. these are children with unknown history whose development can therefore be risky, so they require a professional medical care in the first weeks of their lives. Research results have also indicated foster parents' positive motivation to professional fostering, an undisputed enrichment that this occupation brings their entire families and a satisfaction resulting from the meaningfulness of their work. My work analyses the legislation changes in the area of social and legal protection of children in the Czech Republic that have been introduced over the last two years. This work focuses on impacts of these changes in the practice of transferring children to substitute care as well as ethical aspects directly connected with this process. Laws impacting the social and legal protection of children are being compared in order to understand the legal rights of children. The consequences of the legislative changes have a direct effect on the processes of handing children to substitute care. The work is not only concerned with the practical impacts, but also with the ethical side of the problem which was identified as the most important in my thesis. Case reports from my own practice provide a complementary evidence to the reader to better understand the process of placement of children into substitute care both at professional and ethical levels.
