The possibilities and limits of using the method of mystery shopping in the measurement of the public services quality

Thesis on the topic of the possibilities and limits of using the method of mystery shopping in the measurement of the public services quality is intended to introduce the method of mystery shopping and to evaluate the possibility of its use in the public services quality measurement through its application. Quality is a broad term which is associated with many definitions. Public services have many specifics compared to the private ones, dominated by the lack of profit and focus on meeting the public interest. Even the definition of quality and performance standards in the public sector differs from those in the private sector. Mystery shopping, which is heavily used in measuring the level of service quality in the private sector occurs rarely in the common practice of public services. The public sector is declaratively for several decades focused on the quality of its services. We can identify a clear commitment to achieving quality perceived from the perspective of actual customer which is represented by the approach of good governance, promoted by the UN, to the National Quality Policy and Strategy of national policy to quality strategy Smart administration. Sport as a Public Service: Equity and Efficiency of Local Sport Facilities

Title: Sport as a Public Service: Equity and Efficiency of Local Sport Facilities In the Czech Republic, clubs traditionally played a key role in providing sport facilities. In recent years, the role of local authorities in sport has strengthened. Hence, there have been changes in the management of sport facilities in the context of new trends in public administration and sport participation. The thesis analyzes and evaluates current modes of provision of public sport facilities as the consequence of these changes. The examined issue is narrowed down to the two theoretical concepts - sport equity and efficiency of sport facilities. These are perceived as a part of the performance of sport facilities (see Liu et al., 2009 or Kung and Taylor, 2010). The first part of the thesis aims to test the effect of different forms of management of sports facilities on the sport equity score in the framework of institutional analysis (Houlihan, 2005). On the basis of the original instrument for measuring of sport equity, the survey is carried out. The research sample (N = 193) is made up by the municipalities with extended powers, except for regional cities and Prague. The second part of the thesis has the character of an action research. A comparison of ways to ensure autonomous services in public interest by municipalities with extended powers

The main aim of this work is to analyze approache of different methods providing public goods in the public interest by municipalities with extended powers in the Czech Republic. In addition to the characteristics of individual methods the work focuses on legislation, particularly the new regulation on public procurement under the Act no. 134/2016 Coll., On public procurement. The aim of this study is to compare internal regulations of local governments for the procurement of small scale, beyond what the law requires. It refers to the release of the required transparency in these processes and the associated increase in administrative burdens for procurers and suppliers of public procurement.

Property of the municipality of Hluk. Bachelor thesis. Brno: Mendel University, 2016. This bachelor thesis deals with the assessment of economic activities of the municipality of Hluk in the years 2010 - 2014. The aim of the work is to review the property management provided by municipal public services and propose potential improvement of the situation. The first part is comprised of the theoretical research with terms concerning characterization of the municipality, property, budget and public services; and the theoretical description of a financial analysis and methods of questioning. The practical part starts with a short familiarization with the municipality; followed by particular kinds of property in the municipality; and finally, horizontal and vertical analysis of assets and liabilities and brief analysis of the municipal budget. The final assessment of the questionnaire survey, maneuvered conversation with the mayor and other municipal representatives and drawing up SWOT analysis lead to recommendations to the town and proposals for improvement.

The Master´s Thesis is focused on the State Contributory Organization, Czech Centres, which was established to promote the Czech Republic abroad. The theoretical element is focused on issues of the nonprofit public sector in the Czech Republic - definitions of the term nonprofit sector and public services. The emphasis is put on the characteristics of contributory organizations, funding, efficiency and selected specifics of the management of the contributory organization. Attention is also focused on other cultural contributory organizations. The practical element analyses Czech Centres. This part describes the core and complementary activities, funding, efficiency, motivation of employees and possibilities for cooperation on projects. The second part pays close attention to the activities of cultural diplomacy of Czech Centres.

This Bachelor thesis deals with a suggestion of new public services for citizens of municipality Valašské Klobouky depending on its financial situation. The first part is devoted to a definition of theoretical terms, such as municipality, government municipality, structure of budget and public services. In the second part will be presented basic characteristic of municipality Valašské Klobouky. There will be analysed incomes and expenses of the municipal budget for previous years. Following a financial analysis, a SWOT analysis and an evaluation of questionnaires, there will be presented suggestions which will lead to the development of public services provided by the municipalities.

The object of the bachelor thesis is to describe and analysis public services that are provided to municipalities Drnovice u Lysic depending on its financial situa-tion. In the theoretical part the basic concepts such as municipality, budget, budget process and public services. The practical part deals with the basic characteristic of the municipalities Drnovice u Lysic, analysis of income and outcomes in the municipal budget from previous years. Subsequently results according to the selected method are carried out and based on the acquired information specific design have been formulated witch a municipality may deliver in Drnovice u Lysic.

This thesis is focused on the topic of financing local government, especially the financing of municipalities. The theoretical part is devoted to explaining basic terms such as government, local government, community or public service. Analyzes the structure of the municipal budget and the budget process. The practical part applies the theoretical knowledge on the town Pelhřimov. The first part is devoted to exploring the city Pelhřimov. Then analyzes the town's budget for the last three years and the results of a questionnaire survey among local citizens. The results are proposals to improve existing services and the introduction of new ones.
