Effective Economy of the Municipality and the Investmant Planning

This master’s thesis deals with an effective economy and planning of investments in a municipality. The first part of this work classifies the municipality and its entities following with a general description of municipality economy, classification of investments and their division according to the related criterion. A second part of the thesis introduces a specific village Černožice and its plans for investments. A practical part talks about a specific project „Vybudování stavebních parcel Čáslavka“ where all technical details, estimation of a price, underground utilities, following the sale, possible financial resources for the project and cash flow are described. Eventually, the conclusion of this work describes an economic analysis of the project as a whole.

Bachelor‘s thesis „Analysis of local fees in municipality Vyškov“ focuses mainly on local fees. The theoretical part is devoted to the various local fees and their purpose. In this part deals with the budget and revenues of municipalities. The practical part is determined by the local fees in Vyskov. The practical part solves the possibility of increasing the maximum statutory rate of one of the local feees and the impact of this increase on the budget of Vyškov.
Budget Analysis Demonstrated on a Selected Municipality

The aim of the thesis is to analyse the budget of a selected municipality with an emphasis on budget execution and to evaluate the development of the budget in the period from 2009 to 2019. The main objective of the theoretical part is to describe the individual status of the municipality, its competences, and bodies of local self-government units. Another objective of the theoretical part is to characterize the financial management of municipalities using financial management tools and the budgeting process. In the practical part, the bachelor thesis analyses the basic instrument of financial management, i.e. the budget. A sub-objective of the practical part was to analyze the individual revenues - tax, non-tax, capital and transfers received, which are further divided by items. Further, also to analyze the expenditure - capital and current, which is also divided by items. At the same time, using horizontal and vertical analysis, the reasons for changes in the budget over the period are described. In the practical part of the thesis, the analysis of the budget performance of the given municipality is also elaborated. The thesis concludes with a questionnaire filled in by the inhabitants of the municipality. Finally, recommendations for the development of the municipality or changes to the published budget are included.

The importance of small-scale public procurements in municipal budgets

This Master´s thesis is dealing with small scale public procurements. Small scale public procurements are a specific category of government contracts since they not as rigorously regulated by law as the sub-limit and over-the-limit contracts. The analysis is dealing with small scale public procurements in selected communities, specifically it studies the ratio of the value of small scale public contracts and the total value of public contracts. The analysis is extended with an example of two selected cities. In the final section, a regression analysis is conducted, which, similarly to previous chapters, studies the relation between small scale public procurements and population of selected municipalities.
Finances of Territorial Units in the Czech Republic

Diploma thesis Finance of territorial units in the Czech Republic applies to analyze the self- governing budgets, especially municipalities. The thesis has the theoretical part and the practical one. An approach and function of public budgets and finance are described in the theoretical part. Following part of the thesis is devoting to the Czech budgetary system with the focus to municipal and region budgets. There are analyzed categories of income and expenditures. Budgetary expenditures are compared between municipalities and regions according to allocated field of application, according to the amount of capital expenditures. Another chapter is engaged in current issues in the municipality funding - there were changes in the system of tax distribution from the central government. The second issue is the growing indebtedness of Czech municipalities. The thesis tries to find some recommendations and solutions. The last chapter applies the financial and property analysis for the city of České Budějovice. An economy of the city is assessed according to chosen indicators, ratios and comparisons with budgets and assets between the years 2006 and 2011.
Optimal Choice of Financial Resources for the Carrying out of Construction Investment

This diploma thesis focuses on choice of financial resources for realization of construction investment in a public sector, classifies investments based on multiple criteria and describes funding sources including Czech and European grant programs which are suitable for carrying out a construction investment. Next chapter introduces an organization structure of a village with focus on budget structure and establishment of the budget. Village Jaroměřice and organization Svazek obcí skupinového vodovodu Malá Haná are introduced for purposes of the practical part of this work, which describes their planned construction investments and identifies the best source of funding.

This bachelor's thesis studies the financial situation of village Zasova in years 2002 – 2006 using selected methods of the financial analysis. The financial analysis evaluate the past, present, and the hypothetic future of the financial management of the village. The results of this work are the proposals for possible solutions that should lead to the improvement of financial situation of the village future years.
