This thesis deals with children from orphanages. The content of the theoretical part consists of the legislative framework of the issue, explaining basic concepts, description of historical development of institutional care and the scope of institutions of social and legal protection of children. The main objective is to monitor the situation of children's home of clients in the institutional education. Approach the situation before the regulation of institutional care during their stay in institutional care, not only in the orphanage itself, but also diagnostic facilities, and also after leaving the facility and must be included in everyday life. The practical part deals with how children stay in foster homes also affects their lives. Case Conference And Its Use in Social Work with Family

The bachelor thesis called "Case Conference And Its Use in Social Work with Family". This method is included in methods of social work. This thesis is devided into two main parts. The first one is theoretical and the second one is the practical part. At the theoretical part is described the case conference as a means of social work. This chapter is devided into objectives, principles, benefits and a possible risk of case conference. A preparation phase and a process are also described at this part. The practical (empirical) part uses a qualitation research where there were carried out five interviews with social-legal protection children social workers working at Vysočina region. The main objective of the thesis is to answer the question how is the case coference evaluated by social workers at some insitutions at Vysočina region.
The system of alternative family care in the Czech Republic and the reformation of social and legal protection of children from 2012

The topic of my thesis is alternative family care, its institutional form in the Czech Republic and its reform. In the beginning of the thesis I will define the concept of family, its forms and functions. Furthermore, I will characterize the concept of foster care and define the issue and history of its five main forms adoption, foster care, wardship, tutelage and institutional care. In the next chapters I will introduce the reform of the act of social-legal protection of children and describe the institutional structure of foster care in the Czech Republic. Concurrently, I will deal with the process of acceptance of the reform and mention some positive and negative comments on the issue.
The experience of foster parents and trustees in ensuring compulsory contact with the child's family of origin

These Bachelor Degree Theses describe facts connected with foster care and guardianship issues with emphasize on legal obligation to ensure a contact of the child with his original biological family. The theoretical part of my work starts with historical milestones of a foster family care in the world and in our country. Then I deal with the present state and I describe institutions that are engaged in the foster family care. The practical part of these theses is elaborated by the qualitative method using semistructured interviews with foster parents and guardians. I made a list of most frequently mentioned basic needs of foster parents and guardians as well as the children in the foster care and opinions of foster parents and guardians regarding the mentioned topic. These theses can be used as a material for work of intervention centres of the foster family care as well as for other specialists dealing with this area of the foster family care, eventually as an inspiration and motivating material for applicants for the foster family care.
Care of children growing up outside of the natural family environment as an activity of non-profit organisations in the Czech Republic

This thesis deals with the issue of vulnerable children. This topic is very current as a legal reform on social and legal protection of children was adopted in 2013 promoting the development of children in a family environment by professionalization of the foster care. The reform should help reduce the number of children in institutional care, as the Czech Republic ranks at the top of the list while assigning children into institutions, compared to other developed countries in the European Union. The aim of this work is to analyze the funding of foster care and care of children in orphanages by government and by private incomes. The theoretical part describes the state social policy concerning the care of vulnerable children and describes the types of non-profit organizations working in this area. The practical part analyzes and compares the types of the care of vulnerable children in terms of institutional arrangements and financing. The thesis also examines what the costs are for both a child in foster care and a child placed in orphanages.
Importance of foster care in the social legal protection of children

The topic of my thesis is importace of foster care in the social-legal protection of children. The thesis deals with the issues of foster care, professional foster care and also of the transformation of care for children in need. The aim is to describe changes in the foster care that brought the amendment of the Law on the social-legal protection of child and adoption of the new Civil Code. Another aim is to determine the effect of strengthening the professional foster care to the number of children placed in institutional care. In the beginning of the thesis is defined the concept of family, social-legal protection of children, alternative family care and its forms like foster care, professional foster care and adoption. Another part of thesis deals with amendment to the Law on social and legal protection of children and the new Civil Code. In this part I describe the most important changes that the Law on the social-legal protection of children brought and I also describe changes that brought an amendment to the civil code. The adoption of the amendment to the social-legal protection brings a number of changes in the activities of the social-legal protection of children and the exercise of social-legal protection of children in general. The last chapter deals with the statistic of foster care. This part compares the number of children in professional foster care and institutional care.
Non-Insurance Social Benefits as a Form of Support for Foster Families

Foster care is personal care for a child provided by a third person; it is one of the types of substitute family care that the Czech government funds, manages, brokers and monitors. The purpose of foster care is to provide a child with care in a natural family environment with nurturing relationships. Foster care provides material support for the child and reimbursement for those providing care for the child. The government accepted a legislative reform of foster care, effective January 1, 2013. Major changes included new provisions about the management of foster care services, and adjustment of the levels of government benefits for foster parents. The theoretical section includes a review of foster care characteristics presented in relevant legislation. The main purpose of this bachelor's thesis was to capture perspectives of foster parents on the government subsidies in the form of non-insurance social benefit. In addition, it aspired to clarify foster parents' opinions on the legislative changes of foster benefits. The empirical work was accomplished through a qualitative research strategy. Data were collected through semi-structured interviews. The collected data were analyzed through an open coding method. The sample of respondents was selected through purposive sampling from a foster parent register in the regional offices of the Úřad práce ČR in České Budějovice, including offices in Hluboká nad Vltavou and Zliv. The research findings showed that areas of family budgets that were affected by foster care are almost identical with areas, for which non-insurance social benefit are provided. These include expenditures for everyday needs of the foster child, but also increased housing and transportation costs that are part of the provision of foster care. Most of the respondents were satisfied with the level of foster care benefits. The responses, however, differed between the groups of temporary and long-term foster parents. These findings would warrant more attention to the legislative treatment of parental benefits for temporary foster parents and for those who receive a child from temporary foster care. Most of the respondents saw the changes in the level of foster benefits as good. The only exceptions are the perspectives on the level of compensation for caregiver and registered person respondents from both groups provided arguments for and against the set levels of compensation. It would be beneficial to treat foster care compensation as income from dependent employment. Currently, it is not clear for what purposes income from dependent employment is accepted. The findings could highlight additional needs to legislatively clarify and regulate practical issues that appeared after the implementation of the foster care reform.
Changes to rights to claim foster care benefits since year 2013

Foster care is a form of social care in the Czech Republic. A fostered children and foster parents receive from state a foster care benefits. Up until 2012 these benefits were set by Act No. 117/1995 Coll., on State Social Support. In 2012, Amendment No. 401/2012 Coll., transferred foster care benefits to Act No. 359/1999 Coll., for Social-Legal Protection of Children. With this change in law, there was also a change in the conditions of entitlement to claim foster care benefits and the establishment of efforts to professionalize foster care. The aim of my work is to analyse and compare the legislation of changes to foster care benefits from the perspective of the State Social Support Law and the Law of Social-Legal Protection of Children. I have tried to confirm or invalidate the hypotheses using quantitative research, this forms the empirical part of my work. Hypotheses were focusing on comparing the situation before and after the changes of Law for Social-Legal Protection of Children. As a technique I chose to study documents and using these documents I have provided secondary analysis. I have worked with the statistics of the Ministry for Labour and Social Affairs of the Czech Republic, the Labor Offices and the Regional Offices. The results of my findings have shown that more foster parents should be able to claim foster care benefits. Passing the bill on professional foster care has increased the interest in providing foster care, this must be seen as positive outcome. My research could be used as study material for other students of social science or for people who work in the area of social-legal protection of children. It could also be used as feedback for ministerial officials to sea the real situation since the changes in foster care law.
INSTITUTIONAL CARE
PAPÁČKOVÁ, Lucie
The aim of this bachelor thesis is to acquaint the reader with institutional care in the Czech Republic, performed in facilities belonging to the Ministry of Health, the Ministry of Labor and Social Affairs, and the Ministry of Education, Youth and Sports. Institutional care is one of the most important measures in which the State may intervene in family relationships. Minors have the legal right to secure a proper education and overall development. If the parents or family are unable to fulfill this legal claim, then the State is obliged to provide the child with an alternative rearing environment, either by assigning the child to the care of individuals or a facility for children requiring immediate assistance, and in the event of a necessity, also the most important measure: imposing institutional care. Priority is always given to individual care before institutional care, either with another individual, guardian, or foster parent. The Act also defines exactly where it's possible to proceed to extreme measures and impose institutional care. Given the severity of this measure, this decision only appertains to courts. No other governmental or non-governmental institution has such authority. This paper is aimed at introducing institutional care and the protection of children in the Czech Republic, especially highlighting the fragmentation of institutional care. The fundamental part of this paper describes the process of imposing institutional care, and especially its implementation in individual institutional facilities, differentiated according to the children's age, their physical and mental abilities, and the reasons why institutional care was decided on. The priority should always be the child's interest and welfare. This work also highlights the shortcomings of institutional care, particularly the lack of cooperation between the socio-legal protection of children and institutional facilities, the limited cooperation between government departments, the lack of suitable family recovery, and the small number of social workers and judges in the field. Finally, I also mention the achievements that brought about the transformation of institutional care, particularly the conversion to small family type facilities, surrounded by a network of services for the families of allocated children, the children themselves, and also other families who find themselves in a difficult situation. Not all children can be placed in foster care, not all families can be recovered. Especially for some older children and those who have gone through a specific life experience (abuse, repeated return from foster families), an institutional facility is an environment where they feel more secure and where they can fulfill their need to belong in a group of peers. In my work, I also want to draw attention to the current system of child care for children and youth, which does not address the period following the departure of young people from institutional care, although the stage of becoming independent is the most important for their future life.
Colaboration of Curator for Youth with Educational Institutions.

The author of this diploma thesis focuses on the issues of cooperation of the curator for children and youngsters with school institutions (especially schools). The aim of this cooperation and its subsequent description is to elaborate a multiple case study of selected students whose issues were so serious that the help of a curator was needed. The theoretical part of the thesis is focused on the behaviour of students that is so serious that it goes beyond the scope of regular pedagogical approaches conducted by the school. The system of institutional help, often at hand to schools in such situations, is described with respect to the function of the curator for youngsters. The practical part of the thesis provides the reader with a multiple case study of several selected students whose issues were so severe that the cooperation of a curator was required. A qualitative research was used to elaborate the study and the results were obtained by semi-structured interviews with the students' parents, teachers, specialized pedagogical centre workers as well as the students themselves.
