Seniors´ opinions on care allowance

Since January 1st, 2007, Act No. 108/2006 Coll. On Social Services has been effective. Amended later, it establishes procedures for the care allowance acknowledgement and other proceedings. The care allowance is paid in four stages. Under the Act, care allowance should be used to provide the necessary care for the applicant. Since the year 2007, the data collected have shown that care allowance (especially in the first stage) is not always used for the care provision by registered care providers, and the money paid from the state budget is not refunded via the care providers back into the system, as originally intended. The thesis deals with the development of care allowance and problems that care allowance brings about. The answers to the research questions were identified using a combination of qualitative and quantitative research methods: a secondary data analysis and a semi-conducted interview. For the data analysis the information from the system OK SERVICES, in which the data associated with care allowance are processed and recorded, was used. The semi-conducted interview was conducted on the basis of prepared questions. The first portion was identification questions, the following questions were the prepared open questions that could have been adjusted during an interview with regard to a particular respondent. The basic research group of respondents for secondary data analysis consisted of the care allowance recipients at senior age living in the municipality with extended powers Český Krumlov. Interviews were conducted with selected senior citizens from the basic research group. The sample corresponds with the socio-demographic profile in the basic research group. The thesis can be used as material for the purposes of the MLSA, for community planning at the regional and municipal level, and for the employees of municipalities with extended powers, who are in charge of the care allowance agenda.
The problems linked with the senior allowance allocations

The thesis deals with various issues related to the allotment of elderly people care allowance. The introduction describes the current state of social policy and services; basic concepts used in this field were defined. The concept of old age and its epiphenomena were briefly and expertly characterized. The main part of the thesis is devoted to ways of obtaining, processing, allotment and functioning of the allowance for the care of elderly people in the region of Milevsko. Given the specifics of the individual Czech regions, it was necessary to describe generally the Milevsko region and to characterize the Department of Social Affairs at the Milevsko Municipal Authority, which pursuant to Czech legislation, carries out all activities associated with the agenda of the allowance for care in the defined region. The objective of the thesis was to map in detail the issues of the allowance care at various stages, i.e. from filing an application till its execution and to describe partly the subsequent use of the allowance. The details of the early stages of processing applications are described, i.e. where there are still many problematic issues. During my work on the problem, I cooperated closely with the staff at the Milevsko Municipal Authority, competent staff at the Department of Social Affairs and a selected sample of senior citizens in the locality. To achieve the set objective, I used the strategy of qualitative research, the method of interviewing and the technique of semi-controlled non-standard interviews of selected clients ? senior citizens ? with the staff of the Department of Social Affairs. The analysis of social and medical records of the client group, along with legislation for the care allowance, was used as an additional method. The outputs of the used techniques were recorded in detail and summarized using tables. The research results yielded many interesting findings; in particular it is still a relatively low general public awareness of the care allowance and it was demonstrated that the most important source of information for senior applicants was a social worker. What needs to be constantly improving is the awareness of senior citizens and their family members of what types of care and compensating aids or activities can be covered by care allowance. It is also necessary to explain to senior citizens and their families how to use the care allowance, such as checks by social workers. According to the findings, I can confirm that the care allowance is a very important factor that helps significantly to offset the dependence of senior citizens, although its amount is questionable. Another finding was seen in an irreplaceable role of the family, family members who provide the care of the elderly and the efforts of all who are involved in ensuring senior citizens can function in their natural environment, which I think is an extremely positive finding. In any case, ?horror? scenarios of abusing the care allowance were not confirmed, which confirms the fact that the control mechanisms in the legislation are relatively well adjusted. Improvements, according to the conclusions of my thesis, must be included in the inquiry stage of processing the care allowance; there is a need to combine general social methods with an extremely sensitive and personal approach to individual applicants in order to achieve optimal use of the care allowance for individuals who could stay in their natural environment as long as possible. Another area of potential development can be seen particularly in the interaction between the actors involved in the process of allotment of the care allowance, e.g. through automated processing of the agenda using electronic forms.
Senior Citizens´Knowledge of Social Care Provided in the Countryside and in the City

This bachelor thesis tried to find out how much information the senior population living in rural areas has about social services, then to detect differences in information in the rural and urban areas. The need of the social services is still increasing thanks to the growing number of the senior population. The aim of the theoretical part is to describe specific signs of ageing both in terms of physiological changes and on a level of the psyche and so emphasize the overall involution process ongoing in the old age. Furthermore, a situation of an old person in the society, a field of social services and mainly services for the elderly were sketched. The final part of the theoretical part was focused on the place of the research: the town of Klatovy and one of its microregions, the Plánice region. Various organizations providing social services were mentioned and the total number of the senior population in those two addressed localities. The basic respondent sample, necessary to ensure the validity, was addressed by means of a questionnaire method in the quantitative research. The total return was 51%. From the questionnaires obtained there was confirmed a higher awareness of the seniors as well as social services availability in the urban areas in comparison with the rural areas. Furthermore, the research showed that the most common way how the seniors pass information about the social services among themselves, is an informal way, through their friends. A higher number of respondents expressed that they would like to obtain the information from their nursing doctor. It would be appropriate to provide the results of this thesis to social service providers in the localities where the research was carried out. This information could be beneficial for them due to the possibilities to improve the quality of the social services in the future.
The care allowance within the Benešov region.

The bachelor thesis is engaged in the care allowance within the Benešov region. The aim is to introduce the care allowance issue to the reader since its beginning, mention the history and explain the continuous development in the period of January 2007 - February 2010. The bachelor thesis includes theoretical part, practical part and appendices. The care allowance and its legal regulation are defined in the theoretical concept. Other chapters explain the care allowance recipient and his/her needs, care allowance proceedings, social investigation issue, work of medical advisory service and control of the care allowance{\crq}s use. A chapter defining the issue of municipalities and social workers of the chosen municipal office is also a part of the theoretical part. The issue of clients using care allowance with regard to casuistry is introduced in the practical concept of this bachelor thesis. Appendices contain instances of final reports of conducted social investigations, summary of acts considered in the social investigation of an adolescent applicant, records of control of the care allowance use, Benešov{\crq}s municipal office statistical data on care allowance.
Acceptance of applicants for Home for elderly people by social services law

Not a single senior went to the home for the elderly because he or she did not want to be a nuisance for his or her children or other relatives, or at the time of putting in application he or she wanted to be sure of not staying without help, or he or she was not capable of looking after his or her farmstead or covering the costs of a large flat. The inhabitants accredit the primary responsibility for the care of the elderly to the state; it is a stereotype in thinking of most of us: I am old or ill/you are old or ill and I need/you need help, I will go/you will go to the home for the elderly. In the introduction part I deal with the problems of the old age. I describe the ageing as a progressing line of changes in a human from both the biological and psychological aspects. The number of ageing and old people in the world is increasing. These people need help. The Act No.108/2006 Coll. On Social Services, as amended, ensures the fundamental frame of the help needed. The thesis is especially focused on the provision of help in social institutions, homes for the elderly. The objective of the research was to find out about the conditions of admissions to the homes for the elderly. The chosen methodology was non-standardized dialogue with the workers of social departments of selected homes for the elderly and the secondary analyses of the data gained from the web pages of the institutions. It was found out that the age of the institutions residents is increasing. The average age of the residents of all homes for the elderly is 80.5 years. The need and dependence on the help of other person is increasing with the age. Owing to the ageing of population the number of rejected applications to the homes for the elderly is massively increasing. I suppose that the number of applicants could decrease by the coverage of sufficient number of quality terrain services.
Assessment of Health Status of Citizens for Purposes of Social Security Benefits {--} with Focus on Care Allowance

Social Security is the main instrument of social policy that serves to balance social inequalities and helps address adverse social situations. This thesis provides a basic overview of individual retirement and sickness insurance allowances, state social support benefits, social care, poverty relief allowances and the offer of social services. The thesis also deals with the Medical Assessment Service and the health assessment of persons for purposes of individual social security systems. The main attention is paid to the care allowance, the benefit addressed to persons who are, mainly due to poor health status, dependent on the assistance of another person in regular daily self-care and self-sufficiency. The research is focused on care allowance recipients who live in homes for the elderly, in nursing homes and in their own households with their families or separately. The objective of this thesis is to survey the provision of social security allowances, activities of the Medical Assessment Service and the issues of the health assessment process for the purposes of the care allowance entitlement. Another objection is to determine the quality of life of people receiving the care allowance. A part of the thesis is a questionnaire by which the course of the care allowance entitlement was assessed, the reasons for applying for the care allowance and the manner of the care allowance use are described, and the health status assessment of respondents and quality of their lives were determined. The information obtained from the questionnaires was evaluated and recorded in graphs. It was found that 93.6% of respondents use the care allowance for payments for care services, personal assistance or to pay the rent and services in senior homes, i.e. payments of services related to the security assistance and support to the allowance receiver. The first hypothesis, assuming that the care allowance is mainly used to cover expenses related to the security assistance and support to the allowance receiver, was confirmed. It was also found that, with the exception of respondents living in nursing homes, the respondents´ quality of life did not change when they were drawing the allowance. The second hypothesis, assuming that the care allowance improved the respondents´ quality of life, was not confirmed. The considered replacing the current 36 self-care and self-sufficiency operations with 10 areas of basic needs of life might be a simplification and an increase in effectiveness of the health condition assessment for the purpose of the care allowance admission.
Impact of statute 108/2006 Sb., about social services, to senior´s taking social sevices

By raising living standards and the health care level, our citizens live longer lives, which is a favourable criterion of social climate. To ensure the funding of necessary social services to senior citizens, the Social Services Act No. 108/2006 Coll. can be applied to provide seniors with care allowance. Care allowance is a state benefit provided to individuals in difficult social situations, who are dependent on assistance from other individuals. The purpose of this benefit is to allow a person to arrange for a necessary assistance according to his/her own deliberation, either within a family or through a social services provider in the form of a particular social service, or by means of another person or a legal personality. The theoretical part of my thesis is focused mainly on aspects of aging, the Social Services Act, and primarily on the care allowance. In the practical part I mainly dealt with the impact of Act No. 108/2006 Coll. on drawing and use of social services by seniors. I wanted to identify the attitude of the elderly to social services. How and to what extent they use the services, if they receive a care allowance and if they properly understand its purpose. For my research I chose the method of a questionnaire survey. In the course of the months of June and July 2010, 100 seniors living in the Prachatice region were addressed. The research has proved that seniors feel sufficiently informed about the range of social services in their neighborhood and that they are satisfied with their quality. The research has shown that social services are being used far more by the elderly who receive a care allowance. The most popular are residential care homes and out-of-home care. A large proportion of the elderly also use unofficial services, provided by a close relative. Most seniors who do not draw a care allowance do not use any kind of social services. The results also show that women care about social services in a much larger percentage than men. I would like to see my work used for further research on this topic and also for educational purposes. It could help social services providers in the assessment which groups of potential clients they should focus on and so to increase their awareness of the range of social services available.
The exercise of public administration in healthcare and social area by local self-regulatory autorities

Since 2007, the Act No 108/2006 Coll. on social services, which radically changed the social area, has been in force. A completely new benefit, care allowance, on which the paper is focused, was implemented. The allowance belongs to persons with reduced self-reliance and it is intended for provision of social services that the user needs. Social services can be provided both by registered providers and by private persons. The objective of the paper is to map the groups of citizens who apply for assessment of the degree of dependence and how they use the care allowance. For the performance of the research, the technique of secondary and content analysis of the document files of the Municipal Office in Milevsko for the period January to August 2008 was chosen. The research has shown that the most common recipients of the care allowance are people over 70 years of age, who need assistance of others due to their age and state of health. It has also shown that such assistance is in most cases provided by close persons. This means that the resources expended on care allowance do not return to the registered providers. Some recipients combine private care with registered services, most often with community care service. This occurs mainly at the 1st and 2nd degree of dependence. At the 3rd and 4th degree of dependence, registered providers are more often used. Practice has shown that this Act was a step in the correct direction. At the same time, however, problems have also emerged. These include in particular increasing expenses for social services, failure to use the allowance for social services, some children with serious illnesses who are not eligible for the care allowance. For these reasons, the Act should be amended.
Social Services in the Old Age and in case of Diseases

My work evaluates the impacts of Law of social services on the care of retired people, taking the needs of elderly people in respect. A greater attention will be paid to the support called "care allowance ". An internal part of this work is the analysis of costs of individual family members incurred on the care of the retired person, including the costs connected to the care at home compared to costs of the stay in a social or health facility.
The revision of social services

The revision of social services is valid since 1st January 2007. The main tendency is a change of financing method and more effective delivering of social services destined for persons in disadvantageous social situation. The revision has been going through many changes during its force. This changes help to stabilise the system of financing. The main ambition of this study is to describe results of revision to state budget and of social services providers. This study describe marketing leading of social services institutions too.
