Non-profit organizations involved in the solution of the COVID-19 epidemic in the South Bohemian Region

A short message with Governor´s activation order was delivered to all members of the Panel of Non-Governmental Non-Profit Organizations of the South Bohemian Region on 20 March 2020 during the first wave of the COVID-19 epidemic. The activation lasted 2 months until 27 May 2020. The role of Non-Governmental Non-Profit Organizations and their coordination done by the Panel was irreplaceable during the solution of the epidemic. All volunteers and association employees risked their health in favour of the citizens of the South Bohemian Region. They helped the most vulnerable ones of the society and they asked many volunteers from public to take part in the needed help. The diploma thesis focuses on analysis of participation of Non-Governmental Non-Profit Organizations in the South Bohemian Region during the solution of the first wave of the COVID-19 epidemic and on analysis of experience of executives and volunteers of Non-Governmental Non-Profit Organizations during the solution of the crisis situation. A qualitative research in the form of semi-structured conversations with representatives of the South Bohemian Non-Governmental Non-Profit Organizations was undertaken to answer the research questions. The data gathered by the research and by the inquiry were evaluated using SWOT analysis and so called Fuller´s triangle was designed for comparison. On the basis of evaluation of obtained data we can state that Non-Governmental Non-Profit Organizations were able to react quickly to the given situation and that the Panel of Non-Governmental Non-Profit Organizations of the South Bohemian Region ensured help and masks distribution, disinfection, it ensured public places disinfection, purchases delivery, providing coordination support for field and accompanying activities, South Bohemian Region information line operation, establishing of quarantine places for homeless people and creation of manual for work with volunteers. The executives and volunteers evaluated the first wave of the epidemic as a period of uncertainty, disinformation, and lack of personal protective equipment. The coordinator of the Panel of Non-Governmental Non-Profit Organizations of the South Bohemian Region stated that difficult tasks were given by the Region and that they were not prepared for them. The majority of NGO and NPO workers perceive the epidemic experience as basis for changes in the system of functioning of organizations in the future. The findings of the diploma thesis will be used as feedback materials for the Panel of Non-Governmental Non-Profit Organizations of the South Bohemian Region, Crisis Management Department of the South Bohemian Region and Crisis Management Department of the Fire and Rescue Service of the South Bohemian Region.
Analysis of knowledge of selected universities in the field of crisis management

Crisis management is topical issue, that is important to know and university students should have a basic overview of general events. Crisis management means a set of crisis management activities focused on the analysis and evaluation of security risks and the planning, organization, implementation and control of activities carried out in connection with crisis preparedness and resolution, or critical infrastructure protecture. Pursuant to Act No. 240/2000 Coll., On Crisis Management, amending certain acts, as amended i tis the coordinating body in preparation for crisis situations of the Ministry of the Interior. The aim of the diploma thesis is to analyze the knowledge of students of selected universities in the field of crisis management and compare their knowledge within individual fields. The theoretical part describes the basic issues of crisis management with basic concepts of crisis management. Furthermore, the basic components of the intefrated rescue systém and their activities are listed here. In the practical part, i tis examined through statistical methods, in the formo f a questionnaire, what students have knowledge and whether the COVID-19 pandemic has helped to improve it. This work should be an objective assessment of knowlinge in crisis management and whether the COVID-19 pandemic has helped to improve that knowledge. Utilizing this work could bring a lot of good for the work of health professionals who train first aid. In the context of first aid, the topic of crisis management could appear, about which no one has been interested so far and had no idea what it was.
The analysis of attitude and behavior of the population during an evacuation in the city of Písek

The bachelor thesis deals with the protection of the population and focuses mainly on one of its main tasks - evacuation. The theoretical part is based primarily on the literature and legislation, which are an integral part of this topic. The introduction of this section briefly describes the history and the development of population protection. The following is a definition of the term "integrated rescue system", a description of its components and documentation. Furthermore, the basic tasks of population protection are thoroughly characterized. At the end of the theoretical part it is discussed and the issue of floods, including the first records in the city of Písek, which is related to the research part of this bachelor's thesis. The aim of the research part of this work was a thorough analysis of answers from 27 respondents to a pre-prepared interview and subsequent evaluation and comparison of the answers. The behavior and knowledge of the inhabitants living in the flood area of the town of Písek during the evacuation during the floods were assessed. The interview consisted of two parts, where in the first informative part the respondents were acquainted with the topic of the interview and recorded data on the gender of respondents, their age category and whether they experienced floods in Písek in 2002. The second part, research, contained 8 questions evacuation during floods. All questions were designed to be comprehensible to each interviewee and they could answer them based on their experience. All interviews were anonymous and no additional questions were asked to respondents during the interviews. A comparison of the answers and their subsequent evaluation is given in the discussion. It was found that the inhabitants of the town of Písek are not sufficiently familiar with how to proceed and behave during floods. Their knowledge is not enough and it would be a good awareness to increase the evacuation during floods - for example, through professionally led lectures for the public or greater emphasis on teaching this area in schools. The conclusion contains another possible use of the bachelor's thesis in practice.
Use of the drone for fire protection units in the Pilsen Region.

This work focuses on cooperation between fire protection units and SIT Drones. The theoretical part of the thesis describes the legislation for flying a drone, its characteristics, description and the most common uses. The integrated rescue system, the Fire and Rescue Service of the Czech Republic and the fire protection units of the Pilsen Region are also described. The aim of the work was to answer the research question as accurately as possible. To answer the question, a survey was conducted, which consisted of personal meetings and a questionnaire survey. The results are shown in the work by tables and graphs. At the end of the work is the evaluation of this cooperation with their own knowledge and comments. The appendices of the bachelor's thesis contain photographs taken from a drone in cooperation with IRS units. The work is accompanied by a DVD with an appendix, which presents the cooperation of fire protection units in the Pilsen region with drones.
Using of an Automated External Defibrillator by Non-Medical Components of the Integrated Rescue System in the Liberec Region

This bachelor's thesis is focused on the using of an automated external defibrillator by non-medical components of the Integrated Rescue System in the Liberec Region within the framework of performing urgent cardiopulmonary resuscitation. The aim of this work is to evaluate the frequency, time course and results of interventions in cases of patients with sudden cardiac arrest, in which an automatic external defibrillator was used by the non-medical component of the Integrated Rescue System. The work is divided into two main parts. The first part is a systematized theoretical overview of basic information on the issue. The second part is focused on practical aspects and is created from data obtained from the basic components of the Integrated Rescue System. The data were examined by descriptive statistics methods. Based on the obtained outputs, a systematic overview of the outcomes of first responders to sudden circulatory arrest was created. This overview mainly includes data outputs focused on the frequency of activation of first responders, the time of their arrival at the scene, the success of resuscitation in the pre-hospital phase and the outcome of the patient. The information obtained was compared with the conclusions of foreign studies focused on the same area. The period for which the data were collected included the year 2017 after May 2021. At the end of the work, an evaluation of the key results is made and suggestions for further research related issues are given.
Municipalities and region websites - analysis of information provided to citizens on the field of protection of population

This thesis deals with the issue of protection of population in the Czech Republic territory. The aim of this paper is to evaluate the information provided to the population on the websites of municipalities and regions in the field of population protection. A partial goal is to determine the level of the education of the population in this area. To achieve these goals an analysis of websites of selected municipalities and municipalities with extended powers is performed and also a questionnaire investigation of level of knowledge of population on this topic is held. First, the terms of civil protection, civil defense and protection of population are defined. Then the concepts which outline the historical development to the present situation of protection of population in our territory are presented. In the next part, status and tasks of self-governing authorities and individuals in this system are mentioned. The essential part of this paper is the tasks of protection of population and their characteristics which are indespensable component of knowledge in this issue. Particulary it concerns: warnings, notifications and providing of emergency information; unified system of warnings and notification; hiding; individual protection; evacuation; emergency survival. Following the theoretical part which is based on literary research of documents dealing with given issue, the paper further continues with the empirical part which on the opposite is based on analysis and comparison of content of information in the section of the protection of population on websites of selected municipalities. It is concluded from this analysis that the amount and quality of the information provided on the websites of municipalities is insufficient. Further the questionnaire investigation is held from which it is concluded that the level of knowledge of population in the field of protection of population is low - the most frequent answer to concrete topics from the field of population protection was "I do not know" (88 %).
The crisis management of an administrative territorial unit and its activity during the dealing with a crisis

The bachelor thesis concerns the crisis management of the territorial self-governing unit Hluboká nad Vltavou. The aim of this thesis is to make a general and concrete evaluation of the current state of crisis management and to suggest possible procedures leading to improvement in the area of crisis management of self-governing unit. The topic was chosen because it is a crisis management currently potentially lack of experienced and professionally trained staff. The theoretical part introduces the reader to the administration and its functions, including basic concepts related to the issue and their characteristics. The practical part of the thesis analyzes the procedure of crisis management in the time of solving the crisis situation; The conclusion of the thesis is an evaluation of whether the procedures that comply with legal regulations have been chosen.
Ensuring the safety of Budvar Arena in České Budějovice in cooperation with the Integrated Rescue System

Sport games are part of social life and so it is important to ensure the safety for its participants and visitors. In Czech republic there are for such need many various law and other types of documents and regulations, which are decisive for the event planning. The goal of this Bachelor thesis is to analyze law, safety standards, security measures and knowledge of the visitors, who attend ice hockey matches in Budvar arena in České Budějovice, about the security area. The analysis of the available security measures during the ice hockey matches is included as well. To achieve the goal of this Bachelor thesis following research question was set: "Does the knowledge of the visitors of Budvar arena during the ice hockey matches match with the security measures for such event?". The theoretical part of this thesis deals with the law regulation, on which the security rules in Czech republic are based, while other documents are used as well. Bachelor thesis involves security terminology, sport theory focused on ice hockey, properties of chemicals stored inside the ice arenas. Theory also contains informations about the function of the stewards during the ice hockey matches and also risks and examples of emergency situations, which happened in sport arenas around the world. The research part of this thesis deals with the research question, which was answered thanks to the comparison of the available security measures for the ice hockey matches in Budvar arena and knowledge of its visitors gained through the questionnaire. The questionnaire was filled in by 100 people. The results are graphically portrayed. The answer to the research question is, that knowledge of the visitors of Budvar arena during the ice hockey matches and the security measures for such event does not match in 57,43 %. The results of the research part may be used as a source of information for the organizer of the sport events located in Budvar arena. At the same time, it may serve as a learning material in the security field.
The analysis of attitude and behavior of the population during an evacuation

The aim of this bachelor thesis is to determine and evaluate the level of knowledge and behaviour of the population living in the Vimperk municipality with extended powers. To achieve this goal, it was necessary to set a research question as follows: "Is the population's knowledge with regard to conducting evacuations at a good level?" In the theoretical part, the main aim is to describe the issues in the main topic. This was carried out by analysing documents, especially legal norms and professional texts. These documents described the evacuation problems in the public protection and fire protection areas. This section also listed several cases of large-scale evacuations, that have had to be carried out around the world. From both historical and modern events. In the practical part, the task was to find out the real knowledge of the inhabitants in the Vimperk municipality. For this purpose, a questionnaire was created, which we then distributed among the population. The questions mainly concerned knowledge in the field of population protection and they also partially concerned fire protection. Some questions were asked in such a way that they could be answered subjectively, so their result will not be included in the overall examined knowledge results. These questions assess the personal opinion of respondents. The questionnaire consisted of total of 17 questions, whereby 10 questions directly examined the population's knowledge and behaviour and 7 examined the subjective opinion of the population. Evaluation of 84 returned questionnaires showed that the knowledge of the population attains 88%. While the evaluation limit was set at 75%. This information indicates that the answer to the research question is positive. The knowledge of the population with concern to implementing evacuation in the Vimperk municipality is at a good level.
Specifics od Integrated Rescue System from the General Public View in Jihlava

The Bachelor thesis "Specifics of Integrated Rescue System from the non-professional public's view in Jihlava" pursues the issues of Integrated Rescue System and its bodies in the Czech Republic. The view on the Integrated Rescue System and the opinions about the Integrated Rescue System given by the citizens of Jihlava are considered to be the greatest aspect of this thesis. The theoretical part of the thesis introduces and describes basic and other bodies based on specialised literature. The main focus is on bodies operating in the city of Jihlava, the capital of Vysočina Region. The thesis gives detailed information from the historical pint of view within the whole country and also on the local bases. The practical part focuses on the non-professional public's view on the Integrated Rescue System through a semi-structured questionnaire. There were three hypothesis formed at the beginning of the practical part of the thesis. Following the gained research data these three hypothesis were verified and subsequently confirmed or disproved. The results of the research are presented by graphs, charts and tables for closed-ended questions and word processing of respondents' opinions for open-ended questions. Photographs showing symbols of main bodies of Integrated Rescue System are included in this thesis.
