Tato bakalářská práce se zabývá problematikou ochrany obyvatelstva na území České republiky. Cílem této práce je zhodnotit poskytované informace obyvatelům na webových stránkách obcí a krajů na úseku ochrany obyvatelstva. Dílčím cílem je zjistit úroveň vzdělanosti obyvatelstva v této oblasti. Za účelem naplnění těchto cílů je proveden rozbor webových stránek vybraných obcí a obcí s rozšířenou působností a dotazníkové šetření úrovně znalostí obyvatelstva na dané téma. Nejdříve jsou definovány pojmy civilní ochrana, civilní obrana a ochrana obyvatelstva. Dále je navázáno koncepcemi, které nastiňují historický vývoj až po současný stav ochrany obyvatelstva na našem území. V další části jsou zmiňována postavení a úkoly samosprávných orgánů a fyzických osob v tomto systému. Zásadní součástí práce jsou úkoly ochrany obyvatelstva a jejich charakteristika, které jsou nezbytnou součástí znalostí v této problematice. Konkrétně se jedná o: varování, vyrozumění a poskytování tísňových informací; jednotný systém varování a vyrozumění; ukrytí; individuální ochrana; evakuace; nouzové přežití. V návaznosti na teoretickou část, která vychází z literární rešerše dokumentů řešící danou problematiku, práce pokračuje empirickou částí, která vychází z analýzy a porovnání obsahu informací na úseku ochrany obyvatelstva na webových stránkách vybraných obcí. Z této analýzy vyplývá, že množství a kvalita informací poskytovaných na webech obcí je nedostačující (k nalezení bylo pouze 53 % hledaných informací). Dále je provedeno anonymní dotazníkové šetření, ze kterého vyplývá, že úroveň znalostí obyvatelstva v oblasti ochrany obyvatelstva je nízká - nejčastější odpovědí na konkrétní témata z úseku ochrany obyvatelstva byla možnost "nevím" (88 %). This thesis deals with the issue of protection of population in the Czech Republic territory. The aim of this paper is to evaluate the information provided to the population on the websites of municipalities and regions in the field of population protection. A partial goal is to determine the level of the education of the population in this area. To achieve these goals an analysis of websites of selected municipalities and municipalities with extended powers is performed and also a questionnaire investigation of level of knowledge of population on this topic is held. First, the terms of civil protection, civil defense and protection of population are defined. Then the concepts which outline the historical development to the present situation of protection of population in our territory are presented. In the next part, status and tasks of self-governing authorities and individuals in this system are mentioned. The essential part of this paper is the tasks of protection of population and their characteristics which are indespensable component of knowledge in this issue. Particulary it concerns: warnings, notifications and providing of emergency information; unified system of warnings and notification; hiding; individual protection; evacuation; emergency survival. Following the theoretical part which is based on literary research of documents dealing with given issue, the paper further continues with the empirical part which on the opposite is based on analysis and comparison of content of information in the section of the protection of population on websites of selected municipalities. It is concluded from this analysis that the amount and quality of the information provided on the websites of municipalities is insufficient. Further the questionnaire investigation is held from which it is concluded that the level of knowledge of population in the field of protection of population is low - the most frequent answer to concrete topics from the field of population protection was "I do not know" (88 %).
