European Funds - The Evaluation of Their Use in Cross-border Cooperation between the Czech and Slovak Republic

The diploma thesis concerns the use of funds of the European Union (European Social Fund, Cohesion Fund, European Regional Development Fund), especially in terms of the cross-border cooperation of the Slovak and the Czech Republic. The main goal is to investigate where these European funds are allocated, which areas are preferred to be supported in these countries by the financial assistance of the EU. To discover exact fields that need this kind of supply, it was essential to study basic strategic documents of both countries and urban patterns of the cross-border territory. The first chapter describes the structural and regional policy of the EU as a whole, gives examples of three main funds and their performance in the Czech and Slovak Republic. The second part deals with all the operational programs of both countries in connection with the three main objectives of the EU and previously remarked funds. It records the most serious economic problems and suggestions for solutions in both states as well. The third part is dedicated to dominant characteristics of the cross-border region, it describes The Program of Cross-Border Cooperation Slovak Republic-Czech Republic in the former period 2004 -- 2006 and particularly offers a detailed analysis of this program in current period. The last chapter gives instructions how to elaborate projects and it specifies all the steps needed to implementation of the projects. The end refers two examples of real projects put in practice in the cross-border region.
Regulation of small-sized contracts in operational programs

The bachelor thesis is focused on the procurement of small-sized contracts from operational programs. At the same time it outlines the framework of topical operational programs and explains the mechanism of drawing financial resources from funds for the 2007-2013 program period. The thesis contains a thorough analysis of the "Binding procedures for procuring contracts subsidized by EU funds, not falling under the application of Act no. 137/2006 Coll. on public procurement tenders in the 2007 - 2013 program period", issued by the National Coordination Authority. The analysis compares limits in individual categories, time limits for applying to tenders, required number of applicants and other aspects of the selection procedure and searches for the reasons of difference between individual operational programs according to their specialization.
Use of the feasibility studies in the EU projects financed by structural funds

The bachelor thesis aims on the practical use of the Feasibility Study in the projects supported by the European Union. Theoretical part presents the regional policy of the EU and current financial resources available for the Czech small and medium enterprises. It focuses on the importance and structure of the feasibility study, which is part of the applicant's project application. The analytical part of the thesis describes three real studies from three different Czech companies - SMEs operating in the printing industry. The applicants co-financed their projects from the operational program OPPI, subprogram ICT in enterprises. The bachelor thesis analyzes the impact of the feasibility study on the implementation of individual projects. The main goal of this work is to answer the question whether the information included in the feasibility studies describing the progress of the project corresponds to the real situation during the implementation.
Comparison of utilisation of European funds for regional development in Czech republic and in France

The aim of this diploma thesis ?Comparison of utilisation of European funds for regional development in Czech republic and in France? is to show how these two different countries use the European funds for regional development and to compare the utilisation of the European funds. Only funds used for the regional development are described and compared. These are the European regional development fund (ERDF), the European social fund (ESF) and the Cohesion fund (CF). The thesis is dividend into two parts. The theoretical part deals with the description of the state of Czech republic and France in the European union, funds (ERDF, ESF, CF), Regional policy and its objectives. The practical part describes the practical use of the fund in Czech republic and in France, operational programmes and their main objectives. For more detailed description are choosed the operational programmes aimed at the social integration, jobs and education. The most important chapter is The Comparison of utilisation of European funds for regional development in Czech republic and in France. The thesis ends with the chapter suggestions and recommendations and the chapter conclusion offers the summary of the most important data.

Subsidies from the EU on human resource development - Case Study

The bachelor thesis deals with the EU Structural Funds, the EU's regional policy, its history, principles and legislation. The thesis focuses on both past and current the operational programs. The greatest attention is devoted to running programs on human resources, particularly the operational program in Prague - Adaptability. As one of the two operational programs in Prague, which applicants can take advantage of the subsidy. The work has three objectives - analysis of the real project, which was realized during the previous programming period of Structural Fund. Experience and challenges gained by applicants of grants (questionnaire) and the existence of countries with similar economic development as the Czech Republic, where the capital city fell into a different objective than other areas of the country.
Common regional operational program of the EU

The impact evaluation of European regional policy's existence and performing has been often discussed but still unsolved task. The budget of European Union provides member countries with financial support to their projects which have sometimes very doubtful effect. This paper concerns about the system of grants drawing from the European structural funds within the frame of Common regional operational program. This program along with the other ones contributed to fulfillment of the regional policy's aims in the period 2004 -- 2006. The project that has been carried out within the Common regional operational program in Šternberk is analyzed on the background of development and characteristic of EU's regional (structural) policy. This analysis is focused on the criteria which are taken into account when the town applies for the grant and also on the indicators needed for an ex-post control. Finally the paper brings to light some impacts of the realized project on the life in the town and also proposes the indicators that should be followed up from now on to generate an exhaustive evaluation.

This diploma thesis describes the policy of economic and social cohesion, its development, objectives, principles, its instruments, legislative and institutional framework. Its concrete focus is on the methods of strategic planning and programming. The main task is to evaluate cohesion policy, find mistakes relating to its implementation in the Czech Republic in the period 2004 -- 2006 and explore whether the Czech Republic is to avoid these mistakes in the period 2007 -- 2013.
EU funds in the Czech Republic in the programming period 2007 - 2013

The aim of this work is to offer a brief overview and a brief assessment of the programming period 2007-2013 in the Czech Republic. First, it is abbreviated as described implementation system of implementing the funds European union in the Czech Republic for the previous programming period, then devoted the bulk of the current programming period and eventually more specific indicate the method of execution from the operational program environment. Implementing the system in the Czech Republic is very large, due to the fact that we have in the current programming period of 24 operational programs, and therefore it is desirable in the case of the Czech Republic should in the next programming period permitted to draw funds from EU funds in order to simplification, thereby better orientation in the system for future applicants. The work was ingested method of analysis, comparison, induction, deduction and synthesis.
