Protection of inhabitants and areas located below waterworks

The Czech Republic has a very dense network of waterways and a lot of lakes and small ponds. Floods belong to the most frequent natural disasters in the CR. Small water reservoirs in the flood protection system are of great importance. The retention capacity of those water reservoirs and feasibility to control water outflow are used. The aim of this study is to determine the state of preparedness to manage consequences of a possible failure and an accident on one of such water-works of category II, the pond Hvězda. Vulnerability of the area is assessed in terms of preparedness of state and local government authorities responsible for special flood consequences management. Meeting this objective is possible through compliance with the methodological procedure. The procedure implies studying legislation and normatives applied to the area, flood protection, population protection and crisis management. And it also involves evaluation of responsible institutions and the status of their documents concerning planning, and making comparisons with legislation requirements. Another objective is a proposal of my own solutions to the identified failures management. This is a project of planning documents completion, to be specific, a plan for the area below the water-works protection. The plan is a general conception and allows itself to be used for any water-work. The thesis also includes a brief elaboration of educational material in the form of a presentation, designed for involved authorities that are supposed to compile the plan, or to participate in its compilation. The objective, content and the method of the plan preparation are outlined. It is useful to inform the entities involved in the special flood management such as the Fire Prevention Unit, the Integrated Rescue System components about this issue. This thesis offers a solution to a specific problem, which is protection of inhabitants and areas located below water-works against a special flood impact. It also suggests the future view of an area vulnerability assessment, which consists in a comprehensive hazard mapping and its evaluation according to a unified methodology in the CR territory and assuring its compatibility within the EU.
Floods in the South Bohemia Region

Floods in the South Bohemia Region The first chapter provides general information including the current legislation of the Czech Republic pertinent to crisis management, floods, crisis situation and crisis state definition, and the categorisation of events/disasters, including flood. The important role of urbanism which affects the course and consequences of floods is also discussed. The second part deals with the issue of floods, their origin, classification, floodprotection measures and forecasting as connected with the Czech Hydrometeorological Institute whose functions and procedures are described. The main part presents results of the field survey carried out in the municipalities affected by floods in the South Bohemia. I describe, compare and analyze the last great floods in the years 1997, 2002 and 2006 in the Czech Republic, or the South Bohemia Region. Their intensity, progress, meteorological reasons and damages which they caused are evaluated. I generalize the factors with a direct influence on the extent of damages, including social and economic impact. In conclusion of this part, the danger of floods in the world is also mentioned. In the final part of my thesis, climatologists{\crq} opinions on global warming and the possible causation of this threat with floods are presented. The result is the confirmation or invalidation of the working hypothesis which I set for my thesis.
Natural Resources as Objects Endangered by Accidental Dangers and as a Possible Origin of Risk for the Economic Capacity of the Region

The author of the thesis deals with the evaluation of the South Bohemia region from the potential risks connected with natural resources point of view that would affect negatively the economic capacity of the region. In the first instance there are defined the insurance terms, specifically aimed at the natural disasters area. Water, like the water element, has been chosen from the natural resources to be the main danger for the South Bohemia region. In the thesis there has been charted the previous flood course in the region of České Budějovice and also the last big flood from August 2002. The impact of this disaster has been demonstrated in the practical part of the thesis on the changes in proceeds and attendance in the South Bohemian sights of historical interest and also on the proceeds of the local enterprisers thanks to the impact of the floods on the tourism in the region. In the thesis there has also been respected the approach of three chosen insurance companies and the sums of money paid out in connection with the flood damages. At the end of the thesis there has been described The Project of the Strategy of Protection from the Floods in the Area of the Czech Republic, as a possible solution for reduction of impacts of devastating floods. It is a document developed by The Agriculture Department together with The Environment Department. This document formulizes the possible and necessary steps and plans for definition of particular programs of prevention from floods with respect to the legislative, operating, technical and environmental point of view.

Possibility of being an exceptional incident in south Bohemia Paper mill in Větřní This paper is drawn up to cover key events included within comprehensive system of emergency safety measures in JIP a.s., Větřní operations. Based on current knowledge, human safety is defined as the safety of human system, which considers the following protected interests:  People, their life, health and safety  Environment  Property and public welfare  Technology and infrastructure Today, many different classifications have been so far produced to describe phenomenon, where in various areas of humankind activities occur situations that are not regarded as of ordinary conditions. Unifying terminology employed in this respect uses the phrase ``emergency event{\crqq}. This can be defined as ``destructive effects of powers and events caused by human activity or nature{\crqq}, but it also includes break downs (caused again by human activity). These can all put in risk people, their health, property or environment and require salvage or cleanup activities. This paper focuses on selected areas of potential emergency events response. Its aim is to establish a document which summarizes information on emergency events potential risks and launches the emergency event recovery system to be employed under an actual emergency. This paper refers to current applicable legislation in force, which I believe covers all needs in respect to major emergencies as well as the salvage and cleanup issues.
The plan of the municipality population evacuation focused on flood

The topic of my bachelor thesis is {\clqq}The Plan of Evacuation of the Local Population Focused on Floods{\crqq}. This issue was elaborated for specific conditions of the administrative district of the municipality with extended powers of the town Soběslav. At the present time, there is a lack of legal framework for elaborating evacuation plans from witch single bodies of local administration could proceed when elaborating evacuation plans of local population on specific conditions of single municipalities. At the beginning of my bachelor thesis, I summarized the theoretical basis for elaboration of evacuation plans of local population focused on floods. In doing so, I drew on legal orders regulating the area of protection of population in case of extraordinary accidents and critical situations. Particular findings for proposal to an evacuation plan of local population were obtained partly from information on the course of floods in 2002 and 2006 in the area of the administrative district of the municipality with extended powers of the town Soběslav and partly from experience of single bodies involved, particularly from flood commission. On the basis of the analysis of these sources, I connected information on the course of flood situation with demands on material and technical provision following from the structure and number of population living in the flood area of the town Soběslav. The result of this procedure is a proposal to increase of efficiency of evacuation process which, in my opinion, could by achieved by placing evacuating and receiving centres in one building. I also believed that by thus an uncoordinated process of evacuation could be prevented and time dwells in its course could by minimized. The proposal involves particular information and data on information, order, medical, and transport provision of the evacuation and on option for emergency lodging and boarding. I particularly tried to propose a plan of evacuation of population that would by clear and well arranged, and fully meet local condition of the town Soběslav. I also suppose its possible use by the Department of Environment of the municipal office of Soběslav as one part of the basis when specifying and updating the current plan of local population or the town Soběslav during flood. Besides I attempted to deduce some generally true rules for elaborating evacuation plans that could be a guide for elaboration of evacuation plans of local population of all municipalities in danger of floods.
Natural catastrophes and commercial insurance

The bachelor thesis deals with the analysis of natural catastrophes and coverage of their consequences by commercial insurance. At first, the general development of natural disasters in the world and the subsequent evalution of past two years in terms of catastrophic events and their impact on the insurance market. Then the situation in the Czech republic in terms of natural catastrophes is mentioned. These are mainly floods, especially from the years 1997 and 2002. Furthermore, storms and the other natural hazards are mentioned. In the last section the basic insurance products of selected insurer covering consequences caused by natural events are analyzed.
Catastrophes and posibilities of covering them with commercial insurance

This bachelor thesis is concerned with analysis of natural catastrophes and man -- made disasters and their covering. It focuses on disasters trends and their characteristic features. It describes the methods of covering risks caused by theese disasters and also mention some products which can be used in settlement of claims. One part puts brain to floods, their prevention and funding of damages.
Flooding Risk and Ways to Eliminate Its Consequences

The first part of the paper focuses on the global warming effects on the extreme weather events frequency. The second part tries to specify the role of the critical institutions managing the flooding risk in the Czech Republic. The following chapters are all aimed at the fundamental questions of the paper: Insurability conditions, position of the individual insurance companies, necessity of the insurers - reinsurers cooperation and alternative risk transfer (ART) methods endeavouring to deepen the capacity of the traditional reinsurance markets.

Assessment of investment efficiency depends on level of costs and damages, which floods can cause in the future. This work is focused on water course Drahtinka, whereon have been designed flood measures. I have judged these measures and I have tried to design the best solution.

Tato bakalářská práce se zaměřuje na aktuální problematiku působení přírodního živlu povodeň na území České republiky se zacílením na rizikové oblasti, kterou jsou nejvíce k tomuto náchylné.Cílem práce je snaha analyzovat současné možnosti obnovy a budování udržitelného rozvoje v těchto lokalitách, které lze dle soudobých technických i eknomických prostředků před živlem ochránit, ale navzdory tomu zůstanou stále rizikovými. Problematika je v rámci druhé části této práce domonstrována na případové studii lokality Karlín, která je jednou z nejrizikovějších částí metropole Prahy a zároveň příkladem jedné z nejvíce se rozvíjejích pražských městských částí posledních let.
