Crisis management after the use of so called dirty bomb, focused on integrated emergency system operation, especially Czech Police organ

The main goals of this dissertation were to discover wheather there exists some methodology for actions of the integrated emergency system in this king of emergency and to create planning for and responding to the emergency. This work includes a simple instrument for basic orientation for members of the Police of the Czech republic and members of other emergency services that may deal with the emergency arising after an explosion of a dirty bomb. The work presents a concrete model situation of the above mentioned emergency and the function of each emergency service, especially the Police of the Czech republic and description of their work, with the references to present legislation. This work points out the differences between theory and practice, which emerged after thorough examination of the single actions and facilities of each part of the integrated emergency system. It also contains suggestions for future solution.
An extraordinary event of dangerous substances leakage and informing public about the danger

At he beginning of my thesis some basic notions are explained and there is a brief survey and conditions of the creation of legislation regulating the discussed problems, i.e. emergency laws, laws regarding dangerous substances handling and Nuclear Act above all. In the second part I analyze the readiness of state and community bodies for non-military critical situations (emergency legislation, documents of emergency planning) and for the solution of extraordinary events, I emphasize the task and activities of the integrated emergency system. In the following text I focus in detail on the legislation related to the way of securing and handling dangerous substances and radioactive substances. These are the following acts above all: Act on the Prevention of Serious Accidents (duties of operators handling dangerous substances, participation of public and its informing, state administration), Act on Chemical Substances and Chemical Agents (classification, testing and registration, marking and packaging of chemical substances and agents, transport of dangerous substances), Act on Waste and problems of nuclear energy and ionizing radiation are regulated by the Nuclear Act (nuclear safety and readiness for accidents, measures in the zone of emergency planning). This legislation is completed and detailed by some orders and regulations. The practical part is focused mainly on realizing the level of public knowledge and public awareness, mostly in the surroundings of institutions handling dangerous substances, about the risks connected with the operation of these institutions and about the suitable behaviour of inhabitants in case of an emergency connected with dangerous substances leakage. In the introduction of the practical part I state the characteristics of the survey as a whole, I define the basic file of respondents (from the point of view of identification marks), I describe methods used. In the next part I briefly state the examined regions from the point of view of the occurance of emergencies of dangerous substances leakage. I used the form of a questionnaire for handling this. The questionnaire was focused on questions about real knowledge (toxic effects of some substances, marking dangerous substances, emergency numbers knowledge, axioms of the behaviour of public in case of en emergency of dangerous substances leakage, nuclear problems). In an enclosure to the questionnaire I ask about the interest of the respondents in these problems and their preferences as for a suitable way to be informed about the risks connected with the operation of these institutions. The results of the survey are detailed in the chapter with this title. At the end of my thesis I state some recommended forms how to improve the know-how of public in emergency of dangerous substances leakage. The end of my thesis and the discussion focus on results summary and comparison of the results of my thesis with the results of other authors.
Analisis information during extraordinary occurrences

The aim of this graduation thesis is to bring a concise survey and analysis of safety in-formation systems and their configuration in the relation to the chemical and refining plants. Initially, it processes the information in general, presents it's life cycle and types of commu-nication. It also describes communication models. The second part depicts use of information systems in common life. The third part depicts particular application of safety information systems in the real chemical plants. This part shows main design problems and application of such systems. Using several examples, the third part presents classification, description and topology of the safety information systems. The known theoretical principles and the results of their analysis were used for the design of the safety information systems for the chemical plants. Finally, this graduation thesis evaluates the current state with future forecast.
The analysis of irregular events

The theme of the thesis is to explore various information regarding incidents. It is about the Russian-Georgian war that took place in August 2008. Firstly, there will be defined terms such as information, information society, concept of disinformation and when it may occur. There will be quoted Russian, American and European mass media, from which most of the information were drown. Then, thesis will be dealing with the issue of war between Georgia and Russia. In conclusion, there will be solved the problem of misinformation. The aim of this work is to explore the information, analyse them and ascertain the truth.
Analisis information during extraordinary occurrences

The aim of this graduation thesis is to introduce the effective information processing during extraordinary occurrences. Initially, it processes the information generally, presents it's life cycle and types of communication. It also explains models of communication. The second part depicts extraordinary occurrences. It defines particular sorts of extraordinary occurrences and possible critical countermeasures. It targets the legal regulation, which defines these situations. In the last part, the author explains hers performed survey of public opinion on extraordinary occurrences, which she interprets both graphically and in writing. In conclusion, this graduation thesis evaluates the policy of the Czech Republic during extraordinary occurrences.
Analýza informací v mimořádných událostech

Práce si klade za cíl seznámit s efektivním zpracováním informací během mimořádných událostí. Nejprve se zabývá informacemi obecně, jejich životním cyklem a komunikací. Vysvětluje jednotlivé komunikační modely. Druhá část je věnována mimořádným událostem. Definuje jednotlivé druhy mimořádných událostí a krizová opatření, jejichž pomocí se tyto situace řeší. Zaměřuje se také na právní úpravu, která tyto situace definuje. Poslední část práce je zaměřena na konkrétní mimořádnou událost, a to terorismus. Rozděluje terorismus na několik druhů a detailněji se věnuje tomu nejnebezpečnějšímu. Superterorismus, jak je nazýván, se zaměřuje na zneužití zbraní hromadného ničení. Práce se snaží zmapovat dostupnost těchto zbraní, následky jejich zneužití a případnou ochranu. V závěru je popsána bezpečností situace v České republice a bezpečnostní opatření, které jsou vytvořeny pro případ teroristického útoku v naší zemi.
Analysis of Information in Chosen Emergencies

This thesis focuses on an analysis of information in emergencies. Initial background regards two terrorist actions, namely 11 September 2001 in the U.S. and 7 July 2005 in London. In addition to the well-known official versions, the thesis also describes the so-called unofficial versions of these events. Awareness of both versions may be used to assess the impact of various elements on the analysis of information in emergencies from the perspective of the "ordinary" public as well as various analysts, government and military officials. The thesis also introduces positions of individual entities on analysis of informa-tion directly in the course as well as following the above-mentioned incidents. Finally, after analyzing the available information, I suggest the solution of a different type of incident, which is set out in detail at the end.
Voluntary aid and the floods in the Czech Republic

The general purpose of this thesis is to evaluate the state of certain chosen aspects of the management of voluntary aid during the floods in the Czech Republic. It also aims at identifying the weaknesses of the system of management of voluntary aid. The processed data are divided into five logical groups. The thesis is primarily divided into a theoretical part, generally dealing with voluntary work as a significant and an indispensable element of the society and also with emergency events in particular the floods which affected the Czech Republic and which without the notable and distinctive voluntary aid could not have been coped with. The practical chapters are devoted to certain chosen aspects of the management of voluntary aid and focus on their specifics during the crises and character of concrete activities non-profit organisations which have taken a considerable part in coping with the recent floods over the last few years. The pivotal chapter of the thesis is the empirical research whose objective was the detection of single aspects of the volunteers' work and the management of voluntary aid during the floods in the Czech Republic. The adopted technique in collecting the data is the standardized questionnaires designed for two groups of volunteers and voluntary fire brigades, which are included in the appendixes of the thesis. The research has showed that there are certain drawbacks and deficiency in managing voluntary aid. Conclusion: The thesis proposes certain recommendations to improve the situation.
