Social-geographical analysis of perception and public opinion of wind power plants in the Czech Republic

A plan to increase a share of energy production gained from renewable sources has been proclaimed and ratified in most of the European countries. The usage of so called clean energy has become a global challenge that raises big controversies on a local and regional level though. Wind turbines turned out to be the most controversial phenomenon for both the scientific and public community. The aim of the paper is not to discuss options of localization of wind turbines and their potential impacts on the landscape and environment on a base of any „obejctive“ criterions and protection limits but to analyze and evaluate this phenomenon from the point of view of subjective perception of social actors (residents and visitors) of concerned localities.
Wind turbines and the NIMBY syndrom: the analysis of factors affecting perception and public attitudes towards wind energy development

Though public opinion polls prove generally high rate of positive support for the usage of renewable energy sources including wind power plants this support significantly decreases in relation to concrete building projects. This phenomenon used to be explained mostly by the NIMBY syndrome describing the fact people support certain idea or plan at an abstract level but they oppose to its implementation in their own vicinity. The aim of the lesson is to sum up and evaluate contextual, political-institutional, social and other factors beyond the NIMBY attitudes and point out that local opposition to wind turbines has generally more complex, multidimensional and socially-constructed nature.

In order to meet the requirements of the real-life situations, human perception need to be neither accurate nor detailed. Much more important for the active, exploring observer is instantaneous providing the relevant data that can better serve to the behavior. Not only the observer cannot perceive the complete scene, in fact he do not perceive much more than is relevant for his aim. In order to gain the relevant information from the visual field, the scene as well as the objects within are mentally adjusted, refined, some information are accentuated another suppressed. The principle role of human perception is to provide the information usable for visually guided action, not to be perfectly accurate and detailed reflection of the reality. In this context, the human visual system might be the inspiration for the creators of machine vision systems.

The project following transdisciplinary approach comprising geographical, sociological and environmental-psychological view of the issue is about to be theoretically and empirically concerned with a question of subjective perception and construction of space and creation of territorially tied collective identities. Using the method of mental mapping and other behavioural-geographical, sociological and psychosemantic methods a spatial structure of awareness of local and regional identities, preferences, values and attitudes will be investigated. The factors affecting creation of subjective sense of places and relations (identifications) with places will be analysed and classified. The main result should be a set of mental maps (cartographic syntheses) delimiting and representing a model area (region) at different spatial hierarchical levels based on selected aspects, characteristics and subjective criteria.
Percepce reformy územní veřejné správy na území České republiky z pohledu starostů obcí

The paper is dealing with the perception of the current territorial public administration reform in the Czech Republic by mayors. The results of the questionnaire survey from June 2006 are based on opinions from 322 Czech mayors. The questionnaire was especially focused on perception of the reform and its results among Czech mayors – whether they believe that the current territorial public administration reform has fulfilled its main objectives (especially: bringing the execution of the public administration near to the residents, decreasing the number of the officials in the sphere of the public administration) or not. The results of the survey show that the majority of mayors perceive the reform negatively – the main objectives of the reform were not fulfilled according to their opinions.

The article is focused on relatively complex regional analyses of Králíky microregion. The analyses are focused on natural condition, location, historic evolution and on the present regional and environmental pocitics affecting the regional development. The results of public enquiry focused on perception of microregion are presented, too.
Perception of small Moravian towns by their inhabitants

The paper that is based on the data obtained from the author´s own research focused on the issue of perception and image of the small towns, presents certain established results from questionnaire surveys aimed at analysis of perception of small Moravian towns from the particular point of view of their inhabitants, specifically perception of the town image, evaluation of different environmental and social dimensions of the living space and their changes, analysis of perception of the quality of life, anxiety and future prospects, and classification of the present most significant problems in life of inhabitants of the small towns.
Intermunicipal cooperation and its perception among mayors

Approximately 80 % of municipalities in the Czech Republic have less than 1 000 inhabitants and this fact has negative influence on efficiency of the public administration. The paper deals especially with the issue of the intermunicipal cooperation which is one of the most important issues during the 3rd phase of the current territorial administration reform. The analysis is based on the dates from the own questionnaire survey. In June 2006, 600 Czech mayors were asked what they thought about intermunicipal cooperation and what were their proposals, ideas and opinions.
