Greenery of public spaces in new residential areas (residential areas on the outskirts of the cities)

In the current post-industrial society, with increasing requirement of sustainability, greenery significantly participates in the spatial, operational and functional organization of the urban environment. The first part of the thesis introduces relationship between formation and structure of greenery in an urban environment from the historical point of view. Elements of greenery in an urban environment and on its margins filled a variety of functions: from productional and aesthetical to the recreational and ecological. Green areas have also gradually become an important public space. In the current urban environment, areas of vegetation arise mainly in the form of recultivation of post-industrial areas, adjusted smaller parks, greenery of business and entertainment centers, or greenery of residential units. The thesis is focusing on the last mentioned type, which should be in the closest coexistence with residential environment and on the possibilities of creating eco-residential units, which can become a substitute /or at least one of the possible options/ to mono-functional residential zones emerging on the outskirts of our cities and in the open countryside and act against the ongoing suburbanization and its negative effects. The text of doctoral thesis is trying to find qualitative aspects of greenery which supports the creation of living, attractive and sustainable public spaces. Comparison and evaluation of selected examples from abroad /Austria, Germany, Holland/ and also from the Czech Republic brings us the definition of the necessary and optimum qualitative properties of greenery in public, but also semi-public spaces of residential complexes. These examples of good practice may be used - as a whole or in parts – as inspiration for the development of residential projects in the Czech Republic, either in preferred brownfields areas or in carefully selected areas of new development. The final chapter emphasizes the inseparability of the creation of public spaces and greenery in residential areas from the sustainable development of the area in terms of a penetrable and compact city.
The History and Activities of the Town and Country Planning Department of The Ressearch Institute for Building and Architecture in Brno

The dissertation explores the history and activities of the Brno-located Town and Country Planning Department of The Research Institute for Building and Architecture (RIBA) since its foundation in 1954 until its abolishment in 1994. As a part of the department functioning, a description of its main research tasks and publications, which had played an essential part while formulating theory and methodology of urban planning after the 2nd World War in Czechoslovakia, are introduced. Special attention is paid to tasks and publications whose authors and research workers applied interdisciplinary approaches and – in spite of the prevailing totalitarian regime – managed to apply their experience acquired abroad to produce highly influential works such as The Principles and Rules of Spatial Planning. Another objective of the dissertation is the creation of a complex bibliography of texts that were produced by the department (books, reports on the outcomes of research tasks that had been explored at the Town and Country Planning Department and that were released internally as handbooks serving research workers of the institute and other institutions focusing on building and architecture). Depictions of the Brno department of RIBA from the perspective of two of its significant representatives who have outlived the institution they had witnessed to be founded and to the functioning of which they had significantly contributed, become a key part of the text: Ing. arch. Vladimír Matoušek, CSc., the second head of the Town and Country Planning Department of RIBA and Ing. arch. Dušan Riedl, CSc., a theoretician of architecture and urban planning and a top expert on Czech national herritage. As the topic has not yet been subjected to scholarly research, the main objective of the work is to create the very first complex text on the Brno department of RIBA and its activities. The circumstances surrounding the constitution of RIBA in the context of other similarly functioning research institutes are pursued with a special focus on the fields of building, architecture and urban planning as well as legislative embedding of its foundation and functioning, its organization structure, staff, definition of taskmasters and the way the tasks were approached, relations to other institutions in the field, publishing activities and transfer of theoretical research outcomes to practice. The text also deals with the state of present-day research of architecture and urban planning. Archive material and publications released by the institute represent a predominant source of information about RIBA activities. They are now stored at the archive of ABF Foundation in Prague (the foundation has been administering both the archive and library of the Prague department of RIBA since its abolishment), at the library of The Institute for Spatial Development in Brno (the institute administers the library of the former Brno department) and at the Moravian Land Archive in Brno. Both of the archives have been thoroughly researched by the author. Critical reflections upon the urban-planning department of RIBA occurring in contemporary publications and periodicals are another important source of information which help to specify the character of its activities (recent literature mentions RIBA scarcely, a complex evaluation is still missing). Oral history reported by former employees of RIBA, who had contributed to the first-rate quality of its research activities.
Development of problems in contemporary cities in South America * City of La Paz

Předkládaná dizertační práce je rozdělena do dvou samostatných literárních celků, z nichž první představuje komparativní analýzu měst Latinské Ameriky a druhý se koncentruje na úspěšný případ plánování rozvoje města Curitiba. S ohledem na lepší pochopení problémů, se kterými se města Latinské Ameriky potýkají, a zejména porozumění specifikům města La Paz, které je hlavním předmětem této analýzy, je nutné na problematiku nahlížet v historickém kontextu současného urbanismu. Zde nalezneme některé odpovědi na otázky původu problémů městského plánování. Nahlížení v rámci historického kontextu také poskytne základní směrnice vývoje měst Latinské Ameriky. Z výše uvedených důvodů je pro potřeby dizertační práce klíčové zkoumat tyto aspekty historie urbanismu, neboť zde nalezneme původ současné podoby latinskoamerických měst a jejich městského plánování. V další části práce je kladen důraz na analýzu případu brazilského města Curitiba, na kterém lze úspěšně zkoumat případné uplatnění principů strategického plánování zaměřeného na udržitelnost města. Curitiba se, stejně jako další latinskoamerická města, potýkala od poloviny do konce 20. století s překotným růstem, dopravními zácpami a snižováním kvality života. Městu se nicméně podařilo tyto výzvy překonat kreativními řešeními v kontextu udržitelného rozvoje. Cílem předkládané práce je definovat principy řešení na základě úspěšné urbanistické zkušenosti města Curitiba a aplikovat je na další města Latinské Ameriky, konkrétně na La Paz. Abychom mohli v rámci práce prezentovat návrhy řešení reálným problémům, se kterými se v současnosti La Paz potýká, je potřeba nejprve důkladně porozumět procesům urbanismu, které z historického hlediska toto město utvářely a transformovaly, a následně předložit analýzu, zda myšlenky a zkušenosti případu města Curitiba lze úspěšně aplikovat na město La Paz.
Indicatours of sustainable development social pillar at the local level

The aim of the thesis is to find the answer, whether it is plausible to monitor social cohesion of the municipality and how to measure this cohesion, which is one of the essential pillars of sustainable development. In order to find out, analysis of approaches and measurements of the sustainable development social pillar in international and Czech environment was carried out. Social pillar was identified and described also at the local level. Within the framework of the sustainable development social pillar at the municipal level three main thematic blocks are proposed: • Social environment quality of the municipality • Social-demographic population structure of the municipality • Contentment and participation in the public affairs These themes should be monitored by the set of indicators proposed in this thesis. It aimed to cover all dimensions of social cohesion which are significant and well-founded in the context of the territorial planning process. These indicators can be followed in the direct relationship with the population size and regional importance of the observed territorial unit at the local level and they are not separated from the concept of indicators monitoring at other – territorially higher – levels. Outcomes, analysis and interpretation of attained values could become the basis for the “territorial sustainable development analysis” (part of territorial planning instruments according to contemporary legal regulations), representing social pillar. All phenomenon and processes must be evaluated in the context with other sustainable development pillars and afterwards they should become another suitable instrument for measurement of the fulfilling the territorial planning aims.
Indicators of Spatial Sustainable Development

The aim of the thesis was to analyse indicators and data sets used in the field of sustainable spatial plannig. On the base of the analyses there were spatial indicators of the sustainable development designed. The basic condition to design new indicators it was the accessibility to the elementary datas. The other condition was to design very simply methodology that could be use also for measuring in very small location. The thesis designed idnicators in three main areas of the spatial planning: • landuse, • accessibility of the services, • inner city/town/village traffic. One of the demands for the new indicators set was it´s efficiency for all kinds of the cities in the Czech Republic. This demand was fullfilled by the 3 level methodolgy – the main indicator was measurable for all kinds of settlemets – small villages, small and middle towns and also for cities. The basic methodology (for small villages) was very simple. Indicators were computed from very easy accesible data sets. And this methodology could also be used for larger settlements without any problems. The second level – for small and middle towns – sometimes needs special surveys or special hardware and software. The top of the pyramid is the methodology for cities. In this level there are used detailed analyses and computing methods. The thesis designes the methodology and also checks the practical application up.

Analysis and evaluation of the placement of buildings under the Building Act

This study analyzed and evaluate the locating structures according to the building Act. The theoretical part comprises the building Act, forms of the territorial decisions with their detailed structure, general requirements of plots use and zoning permit process. In the practical section, examples about the placing of building with subsequent evaluation are included. Objectives and the result of the work are summarized in the end of this dissertation.
Assessment of the impact of planning on land prices in Žďár nad Sázavou and its surroundings

This thesis addresses the changes in land-use planning and their overall impact on the final price of land. Selected sites are in locations Dolní Rožínka and Žďár nad Sázavou, in the local area Stržanov. Both plots are established and customary prices recorded for individual phases of spatial planning. These phases are divided into agricultural land, other land-use plan that is designed for building and land intended to be built according to zoning. Final evaluation determines how different land prices in the three phases of spatial planning and price comparison of the two plots each other in different locations.
Assessment of the impact of planning on land prices in selected locations in the district of Šumperk

The aim of this master's thesis is is to assess the impact of land-use planning at the book va-lue and market value in two locations in the district Šumperk. In each of these locations is selected land appreciated in all grades of spatial planning as an agricultural land, land designa-ted for building spatial planning and in the final stage as building land. In each step are de-termined for each land price determined on the basis of valuation regulations and the market value. The analysis results are used to evaluate the difference in the prices of particular plots and to evaluate the effect of spatial planning on prices of stated localities.
