Territorial Administration in the Czech Republic - the direct election of mayors

The starting point of the diploma thesis is a discussion of the direct election of mayors in the Czech Republic. The aim of the thesis in this context is to assess whether the direct election of mayors is appropriate in the normative framework of territorial administration of Czech municipalities and if so, under what circumstances. A partial aim of the work, intended to lead to the fulfilment of the main aim, is the description of the formal role of mayors in the administration of municipalities, the description of the manner of appointment of mayors into their positions, as well as the description of the anchoring of the position and election of mayors of municipalities in selected European countries. Another partial aim is the description of starting points for the direct election of mayors, stemming from the attitudes of mayors of selected municipalities. The subject of study will be the normative setting of the mayors position in the regional administration in the Czech Republic and simultaneously the manner of their election. Another subject of study will be the attitudes of various mayors in relation to the issue of their formal position and election. The data on the mayors attitudes will be obtained by the focus group technique. The criterion for the selection of respondents will be the municipality size. The purpose of the work is to generalize the data obtained and to assess it on the basis of the prevailing opinion.

Regional Policy and its Role in Development of Pardubický Region

The Czech Republic through its European Union membership obtains a possibility at development projects to draw on financial support from the European funds. This diploma thesis deals with the regional policy in context of the European funds and the regional policy effect on the Pardubice Region development. The Regional policy (including its principles, tools and targets) and an evaluation of draw on possibilities of European subsidy instruments for regional development (in framework of Regional Operation Programmes) are described in the first part of the thesis. The second (main) part deals with an analysis of the projects realized in particular counties of the Pardubice Region during programme period 2007 2013. This analysis is realized with theoretical and practical experiences and based on available data and documents from Regional Council NUTS 2 Northeast. The main part of the thesis also contains a particular projects comparison based on information which had been obtained in interview with managers of the projects. This comparison gives information related to the impact on regional policy in the Pardubice Region.

Transboundary eel (Anguilla anguilla) management plans

In the bachelor thesis are collected and compared data obtained from available materials that deal with the issue of declining state of European eel (Anguilla anguilla) in European waters. Population decline was recorded already in the 80s of last century and throughout the range, which includes most inland and coastal waters of Europe and North Africa. The first chapter describes the species of Anguilla anguilla, developmental stages and migration cycle, who during his life this species pass. In the following part of the work is information on the Council Regulation (EC) No. 1100/2007 of 18 September 2007 establishing measures for the recovery of the stock of European eel. This regulation requires the individual Member States of the European Union to draw up plans Management of European eel on their territory if the area falls between habitats eel. The next section discusses the management plans for the Czech Republic, England and Wales, the Netherlands, Denmark and Spain. The management plans are then selected individual chapters devoted to the definition of the basin, which measures for the recovery of the eel population concerning the procedure for determining the target escapement levels of 40 % of adults with eel in marine waters and further concrete measures implemented by means of the watercourses which should be the target level achieved. The final part is devoted to the discussion, which are summarized and compared the measures used by Member States in the individual management plans. Furthermore, this part contains data on the eel population after the introduction of primary measures for its renewal.

Realization of farm with a focus on poultry

This thesis deals with the origin of a family farm. By creating a business plan and issues connected with it, its priority is an organic poultry farm, which will produce poultry meat and eggs. Another service beyond the farm production will be creating conditions for a developing branch, which is agro-tourism and other services related to the operation of the farm, so that it leads to the economic development and profit. The farm will arise by rebuilding of an old house with a large barn and adjacent 10ha of lands inherited from grandparents. There will be built a multi-purpose building called the poultry farm from which the poultry will have access to pasture. The property includes another 1 ha of forest from which the wood will be used as a building material and firewood. The work is divided into two parts: theoretical and practical. The theoretical part especially focuses on explaining the concepts that are important to understand the business plan. Then there is the legislation concerning the organic farming, a tangle of laws, public notices and regulations that must be followed in order to meet the conditions for the organic farming. An integral motivational service of the country and the European Union for farmers and not only for those who are environmentally-managing farmers, is support and grants for the years 2014 - 2020. A very important step not only for the starting farmers is a market analysis in the given branch, as well as a SWOT analysis that will show us the positive and negative aspects of the business. The conclusion of this section deals not only with the concept of agro-tourism, but also with its market position as well and possibilities of its use and further development. In the practical part there is a description of a business plan and individual periods of the project including financing. Finances will flow from own and foreign capital, or the possibility to apply for support through non-refundable grants. The establishment of the farm will have an impact on the labor market, as there will be 5 newly created jobs and the community will fit into the wider public awareness thanks to the activities that the farm will develop for the purpose of product promotion and further development. Furthermore, there are itemized individual items that lead to the final evaluation of the effectiveness of the business plan. By processing the theoretical and practical part of the thesis the requirement of the thesis objective is met - to design a prosperous family farm focused on poultry keeping with a hypothesis if it is currently possible to be competitive while importing poultry meat and eggs from abroad. It can be concluded that the business plan is viable.

Evaluation of use of European Union structural funds in the selected region

The thesis Evaluation of use of European Union structural funds in the selected region is focused on the strategy of drawing funds from European Union structural funds and evaluate the efficiency of utilization of selected companies in the Northeast region. Work refers to a procedure that is required in obtaining a successful approval of projects submitted by companies in the area of subsidies. Evaluated the company's ability to draw funds from the structural funds and the positive impact of investment projects on socio-economic development of the Pardubice region, environment, sales and added value of the company. Finally, we evaluated all of the programming period starting in 2004 until possible improvements to the current program 2014 2020.

The Comparison of the European Central Bank and the Czech National Bank

At the same time his work also mention the European System of Central Banks and the Eurosystem, as an integral part of the management issues and implementing the policy of the European Union.

Breeding of Eastern Rosellas in European Climate Conditions

Summary This work is aimed at parrot breeding of genus Rossella in Europe, in different climatic conditions than the conditions in the Southeast and South Australia where the birds come from. Here, you can find overview of their occurrence in nature, evaluation of biotope, feeding and information on breeding in human custody. Eastern Rosellas (Platycersus eximius) live in pairs and each pair is very protective of their own nesting teritory. Outside of the nesting season, Rosellas are moving around the land in small groups. In nature, these parrots eat grain from grass or weeds, seeds from bushes, trees and of course fruit. The nesting season starts around february and lasts until august. In nature Rosellas nest in hollow trees, branches, tree stumps, columns, on top of fence post and even in rabbit holes. The best option when it comes to breeding Rosellas, is an outside aviary, which best represents their natural habitat. European winter causes them little to no trouble, the same goes for severe frost, which allows for year-round stay in the outside aviary. Rosellas have the similar eating habits as their parrot brethren, meaning sunflower seeds, millet, panic grass, canary and oat. An important supplement in their daily diet is green feed(ing), fresh fruit and vegetable, branches to nibble on, mineral substances, and fresh drinking water. During the nesting season and while with young, it is necessary to feed the birds an egg mixture, it is an important source of protein. Breeding of Rosellas is fairly effortless, they can easily nest even in small spaces. Ideal size of their bird house would be 25 x 25 x 60 - 70 cm with a fly-in entrance of 7 - 8 cm. It is necessary to hang the bird houses as high as possible in the protected part of aviary. Female lays 5 - 7 white colored eggs, on which she sits 21 - 22 days. Young birds leave the nest in age between 28 - 35 days and then, are are partly fed additional 10 - 14 days by the male. Among the most frequent diseases of this species of pet birds belong those non contagious, e.g. hypovitaminosis, uricosis and, furthermore parasitical ones and pathogens as well as other contagious diseases or feather abnormalities, such as the so called French defeathering. Breeding of Rosellas does not require an experienced breeder. With proper care, Rosellas can live up to 25 - 30 years and remain fertile their whole lives.

Budget of the European Union in the field of justice and home affairs

The Master Degree Thesis focuses on analysis of the EU budget. The main area of interest is justice and home affairs. Planning of the EU annual budget is preceded by creation of the Multiannual Financial Framework which is a planning tool and also a safeguard of predictability of the EU expenditures. Also EU priorities are mirrored there. Annual budget itself is divided into six headings. The thesis is dedicated mainly to the third area Security and Citizenship. Also an EU agency CEPOL (European Police College) is financed from this area. The second part of the thesis is dedicated to CEPOL. The EU agency CEPOL occupies important position in the field of education and training of senior police officers and also law enforcement officers. It provides educational and training activities which suppose to contribute to improving of EU Member States´ cooperation in fighting against the most serious forms of international crime. The flagship of CEPOL is European Police Exchange Programme. Thanks to the exchange programme, the participants gain experience based on their needs and preferences. CEPOL supports qualitative rather than quantitative education. The third part of the theses tries to find out whether the financial resources spend on the Exchange Programme are used effectively. This issue is examined by using a questionnaire and subsequently its evaluation.

Competitiveness of the European Union

This thesis entitled Competitiveness of the European Union deals with the issue of competitiveness as one of the significant and dominant aspects that influence economic entities and political leadership of individual member states and the central institutions of the European Union. The aim of the work is in accordance with the assignment, which is an analysis of the factors of European Union's competitiveness against other major world economies and identify the strengths and weaknesses of the EU. The aim is also to assess the contribution of the policy of the EU institutions in improving of competitiveness. The theoretical part of the thesis describes the issue of competitiveness and a conflict of opinion trends concerning the very concept of competitiveness and its measurement. The second part is dedicated to the selected economic factors affecting competitiveness. In the practical part is used a regression analysis to identify the economic factors most acting on the EU economic growth. Follows the forecast of selected economic factors until 2020. The comparison of the competitiveness of the EU with the BRICS, USA and Japan is made by using obtained data. At the end of the practical part is summarize the influence of EU policies on competitiveness through the assessment of the Global Competitiveness Index.
