Depoliticization of the state administration in the Czech republic

The Master´s thesis describes the development of public administration-civil service and depoliticization. It is focused on the period after revolutionary year 1848 until now. During this time the state system changed. Based on that and different regulations, the thesis shows differences and same things between each other. It compares with each individual period. The thesis deals in detail with the current legislation. There are highlighted parts related to depoliticization. In the end of this thesis is the sociological survey, which shows, how feel staff of civil service about new legislation. The result is that the current legislation is important for our modern civil service, but does not make any deeper changes meantime.
The Act Of Civil Service from the aspect of related legislation

The master thesis analyzes the Act No. 234/2014 Coll., On Civil Service, from the aspect of related legislation, Act No. 312/2002 Coll., On Public Officials of the Local Self-Government Units. When the Law On the Civil Service came into force, at the beginning of last year, two categories of officials were created. On the one side there are civil servants who are in service of the Czech Republic, on the other side there are officials who are employed by local self-government units. The analysis is focused on five areas, where it is possible to compare the method of legislation under both laws. After review of these selected areas, the application problems of the civil service are identified. At the end of the thesis, there are legislative proposals for changes that are inspired by relevant legislation.

The final part contains a recommended course of action to cut excessive state expenses and restore citizens' confidence in the control system.
Civil Service Act Focusing on the Clerical Exam

The topic of this thesis is the Civil Service Act (CSA) and all related laws and regulations, especially those regulating the clerical exam. The introductory part deals with the CSA itself, and is followed by a more detailed description of the clerical exam. The theoretical part is completed with a chapter dealing with the exam procedure at one of the state administration authorities (the Administration of State Material Reserves). The aim of this thesis is to offer the readers basic information on the CSA and, primarily, to provide them with a comprehensive overview of all requisites of the clerical exam including a view on its procedure in practice.
Legal status of civil servants in the Czech Republic

The Master's thesis is dealing with the issues of the civil service, which development and current situation show considerable heterogeneity of opinions and related political dispute. A closer look on current condition, is preceded by the outline of the characteristics of civil services' basic characteristics distinguished by current legal theory. A historical excursion since 1918 with respect to chronological and semantic order, has also been made. The crucial part of the thesis is devoted to the content analysis of the service pragmatics, the bill of The state officials and Service Act and its amendments. In the conclusion, the author defines four variants of possible solution to the current state of the civil service, which, among others, indicate, that it is desirable to revise effective Service Act by the Bill no. 71/9, with respect mostly to career elements and current situation of the civil service.
Municipality accounting analysis and development of asset management of Dačice

In this diploma thesis accounting and management with property in Dačice town is described. The purpose of this is to recognize dissimilarities in accounting between the year 2010 and the following one. In 2010 an accounting reform implementation started in the area of public finances. Analyzed accounting entity had to respect this reform and implement necessary changes in its management. Changes contained especially chart of accounts, the ways of accounting and recognition in closing of accounts. The other of this work was to describe property management in Dačice town. It was ascertained, that Dačice town manages appropriately with its property; in the monitored period positive values in fixed assets were recorded. Dačice town had to implement multiple changes in accounts management after 2010, which did not influenced its property management.
IT risk management in civil service

This bachelor thesis focus on issues of security risk management of information technology. Risk management is a comprehensive proces of which main part is a risk analysis. In this thesis is put the great emphasis on the risk analysis. Firstly, there is briefly introduced the history of risk management and the history of information security. Subsequently, there are fundamental terms defined. Important part of this thesis is definition of the civil service and some of its specifics. In the scope of practical part, there is described current situation of IT in the organization of the civil service and subsequently, there is executed the risk analysis of information security and countermeasures to reduce identified risks are suggested.

The diploma thesis deals with education of employees in public service and it focuses on the differences between state administration and local government. Representative of the state administration is Ministry of Education, Youth and Sports and representative of local government is Office of Town District Prague 13. Educated employees present a valuable capital and the basic assumption for efficient administration of services and organizational stability too. The goal of diploma thesis is to classify the structure and utilization of employee's education methods in state administration and local government, to determinate the differences and to fix recommendations. The theoretical part focuses on the importance of education, education as a HR activity, the forms and methods of employee's education and it presents legislation, which governs the area of employee's education in public service. The practical part presents the present state of employee's education in public service and used education methods and employee's satisfaction. This is based on obtained results of expert interviews and questionnaire survey. Based on this information there are descriptions of the main differences between the state administration and local government in the area of employee's education and there are mentioned suitable recommendations.
