Evaluation of Company Financial Situation and Proposals for Improvement

The thesis Deals with evaluation of financial situation of Vodovody a kanalizace Břeclav which takes care of running the water supply system and the sewage system in the city of Břeclav. The evaluated period is during years 2012 - 2016. In theoretical part of the thesis some basic terms are identified as well as financial indicators and methods of financial and strategic analysis and also basic information about public contracts in the Czech Republic. In the analytical part I state basic information about the company, calculations of financial indicators and analysis of economy in the field of public contracts. Third part contains proposals for improvements to financial situation of the company.
System of procurement at the Ministry of Labour and Social affairs between 2011-2015.

The aim of the thesis is to evaluate the system of procurement at the Ministry of Labour and Social affairs between 2011-2015. The first part defines important terms in the issue of public procurement from different points of view. The second part deals with internal legislation regulating procurement at the Ministry of Labour and Social affairs and the procurement system analysis of over-threshold (below-threshold) procurement and small-scale public contracts. The last part analyzes the data of public contracts between 2011-2015. The right system adjustment of procurement at the Ministry of Labour and Social affairs is questioned.

The article deals with a practical influence of the amendment of law no. 55/2012 on public orders. It summarizes the main motives for the amendment of law no. 137/2006 regarding public orders, also makes notes about effects on the execution of public orders and its influence on the price of the building sector.

This thesis deals with procurement. It focuses on the characteristics of public procurement, the procurement and evaluation. It describes the steps in the procurement and identifies risks that threaten the individual phases of the procurement process. The practical part is concerned with comparing the order of candidates established on the basis of two different evaluation methods stanovenýh in the Law on Public Procurement.

Public procurement in the programming period 2007 - 2013 under the Operational Programme Education for Competitiveness

This thesis deals with public procurement within Operational Programme Education for Competitiveness during the period 2007 2013. The introductory part of the thesis contains a brief description of Operational Programme Education for Competitiveness and its implementation into targets of regional politics. The following parts are dedicated to the public procurement in general and then in a specific envoronment of Operational Programme Education for Competitiveness. The fundamental part of the thesis illustrates process of supervision of the public contracts (ex-ante and ex-post), results of the checks and most frequent mistakes revealed during checks with a brief analysis of their causes and suggested steps to eliminate them in future. Next part of this thesis is aimed at ineligible expenditures caused by mistakes in public procurements. The final part contains a closer look at area of public procurement in the frame of current programming period 2014 and 2020.
Factors affecting the number of bidders in public procurement auctions

Over a half billion Czech crowns is allocated by public procurement in the Czech Republic, whereas approximately 27% of all auctions in 2011 have attracted only one bidder. The purpose of this paper was to find out, how the public procurement can affect the number of submitted bids in the phase of processing the annoncment forms. The information about 12 433 procurement auctions from years 2006 -- 2011 were analyzed by econometric regression. The results were very positive, all the exogenous variables and tested models themselves were statistically significant and this enabled us to formulate reccommendations that, if followed, should help to improve the attractiveness of the auctions of the czech public procurement.
Analysis of the profitability of companies and their success in the procurement market in the chosen field

This thesis deals with an analysis of the profitability of ICT companies which are successful in the procurement market. The analysis examines if these companies are more profitable than the ICT firms that do not register any success in public tenders in the period of 2006-2010. Profitability is assessed by means of four profitability indicator ratios which are Return on Sales, Return on Costs, Return on Assets and Return on Equity. The content is divided into two main parts. Theoretical part is dedicated to characteristics of public procurement, introduction of the ICT sector and particularities of public procurement in the field of ICT. The second part is practically oriented. It consists of a data set specification for both categories of companies and an analysis based on statistical methods of correlation and regression. The result of this research is a comparison of firms' profitability and estimation of a regression model showing the impact of various factors on profitability indicator ratios.
The control of public procurement processes

This Thesis deals with he situation in public procurement processes in Czech republic. Thesis firstly analyzes the legislation of public procurement as well as theoretical explanation how supervisory process works and contains also brief characteristic of main supervisory bodies - Nejvyšší kontrolní úřad a Úřad pro ochranu hospodářské soutěže. The main purpose of this thesis is to find how effective and efficient the supervisory process is in real life. In order to to find it, I worked out a research on the basis of the law of providing information. The research was oriented on subjects, which according to supervisory bodies did not proceed the public procurements process as they should and some of them were awarded a fine. The main purpose of this research was to find out, what steps these subjects took in order not to repeat the situation and also if they draw personal responsibility or claim a loss. The results were analyzed if the public procurement process in Czech republic is effective and efficient, and if subjects in real life observe what is given in law.
