EU Structural Funds: implementation and their impact on the economy of the Czech Republic

During the first decade of its membership in the EU, the Czech Republic received through the EU Cohesion Policy valuable financial resources to reduce regional disparities and catch up with the economic level of the more advanced EU member states. Now, after ten years of membership in this integration group, it is time to evaluate and analyze the implementation structure of the Structural Funds in the Czech Republic, but also the impact of this instrument on the economy of our country. The aim of the doctoral dissertation is to evaluate to what extent the implementation structure of the Structural Funds in the Czech Republic meets the needs of economic and social development of the Czech Republic. The amount designated for the cohesion policy in the Czech Republic is quite high, so it is appropriate in this connection to examine the efficiency of this financial resources.
The use of the financial resources from the EU funds for development of the town of Písek

The aim of this thesis was to present an overview of the Regional policy of the European Union and of the effects of this policy in relation to selected the town. The main aim was to evaluate the finances resources of the EU funds gained by the town of Písek in the period 2007-2013. Reaching the target was preceded by a theoretical basis, which explains basic terms related to cohesion policy and describes of effects of this policy in connection to the development of regions EU. On the main aim were followed sub-goals, who were achieved accross of the selected methods and procedures in a particular parts of thesis. The main goal and sub-goals were fulfilled. Sub-goals were to describe and analyze implemented projects to town of Písek, to analyze the use of finances from the funds of EU and to assess whether the projects were implemented in accordance with the aims of strategic plan of development town Písek. The last sub-goal of the formulation own proposals for the future of town of Písek were presented at the end of thesis.
The Support for Competitiveness of Higher Education Institutions through Structural Funds

The aim of the thesis is to analyse and define how the Structural Funds can support competiveness of higher education institutions in the Czech Republic. The opening part provides a summary of the European Union Funds and the Operational Programme with emphasis on the Education for Competitiveness Operational Programme (ECOP) focused on improving the quality of and modernising systems of initial, tertiary and further education and improving the conditions in research and development. An analysis of concrete projects supported by the ECOP is introduced in the second part.
The use of subsidies for the construction and repair of local roads in the South Bohemia Region

In the context of this thesis was analyzed the current state of the use of subsidies for the construction and repair of local roads in the South Bohemia Region in the period 2007-2013. The outcome of this work are four proposed measures reflect comments mayors to grant titles. These measures lead to increased efficiency grants and disclosure of municipalities in the region.
Impact of an investments co-financed from EU Structural Funds for the development of th rural microregion

The main target of this diploma thesis is to confirm the hypothesis that the project "Ski resort Lipno regional winter sport centre" has an unquestionable and a region wide impact on social and economical development of the municipality Lipno nad Vltavou as well as on the whole micro region Lipensko. Within the assessment of social and economical costs and benefits and based on a set of methods used to evaluate projects of ROP NUTS II Southwest which was also a financial source of this project, it was possible to prove the existence of significant and positive impacts on social and economical development of both municipality Lipno nad Vltavou and the whole micro region Lipensko (new jobs, increase revenue of other tourism subjects in this area etc.). Total social and economic effect of the investment is financially positive. It was confirmed by means of the cost- benefit analysis. Present value (PV) is 330 million CZK, net present value (NPV) of the project is about 133 million CZK. Economic rate of return (ERR) reached 11.47 %, profitability index (NPV/I) reached 0.67 CZK net discounted profit per 1 CZK invested in 8 year payback. All these values are positive and it is possible to state that this project has a great value added and it brings good societal benefits.
The use of funding from EU resources for construction, renovation and equipment of schools in South Bohemia

The subject of my Master´s Thesis is Use of funding from EU resources for construction, renovation and equipment of schools in South Bohemia. The thesis consists of two parts a theoretical and practical one. The theoretical part contains a description of basic terms concerning Structural Funds and Operational Programmes (OP) that schools gain financial means through. Special attention is paid to OP Living environment, OP Education and competitiveness and to Regional Operational Programme South-west, too. The theoretical part includes a procedure from planning, over realization and monitoring to checking of the project applying for support of funds of the European Union. The practical part is focused on use of theoretical knowledge in practice and on analysis of present state of using grants by schools in the South-bohemian district. A factual example how a school applies for financial support and what requirements must be submitted and met by an applicant is given at the end of the practical part. Results of this Master´s thesis can help to comprehend problems concerned and to simplify for schools administration connected with applying for European grants.
Monitoring and auditing in structural funds of EU

This thesis explores the question of the decentralization processes between institutions and other parties involved in auditing and monitoring of the structural funds of the EU. I evaluate the present functional relations of these subjects using document analysis. The thesis follows two levels of analysis, which are compared in the end. The first level concerns the general setting of the systems of relations between union bodies and member states. The second one presents specific situations in the operational program Prague Competitiveness. The thesis disproves the initial hypothesis and claim that the relations on the supranational level tend to be more deconcentrated than decentralized, whereas the system at the national level shows more decentralization characteristics in this specific case.
The success of projects funded by the EU

This thesis is thematically focuses on management of projects financed from EU funds. Goal of this work is in the theoretical part to explain the principles of EU regional policy and possible approaches to project management. The practical part is intended, based on a questionnaire survey, to assess the admissions to the management of projects by recipients of grants from the selected operating program. The thesis is divided, apart from the introduction informing about resolving issues and problems conclusion summarizing lessons learned, to a total of five parts. The first part deals with the principles of economic and social cohesion. The second part explains the continuity of operational programs for structural funds. Approach to the life cycle of the project and project management including management of the subsidy are subsumed in the third part. The fourth section describes the process of project management included a grant from the Operational Program Enterprise and Innovation. Last fifth part evaluates ques-tionnaire survey among recipients of grants from the ICT in enterprises focused on the suc-cess of such supported projects. The paper summarizes the principles of EU regional policy and structural funds, explains the procedures for project management involving the administration of grants and by re-search providing insight into the methods of project management and its impact on the success of projects supported from the ICT in enterprises.
The analysis of the CzechInvest agency's activities during last years with focus on the Operational Programme Enterprise and Innovation

This thesis aims to describe the activities of CzechInvest, the Investment and Business Development Agency, during the last six years with focus on the ongoing Operational Programme Enterprise and Innovation. CzechInvest has participated in administration of this operational programme for the last six years. This thesis is dedicated to the enterprise and enterprise promotion in the Czech republic. It describes the programme support from Structural funds (EU) and concentrates on the Operational Programme Enterprise and Innovation. The analysis is aimed at the programme, sectoral and regional structure of the projects mediated by CzechInvest. It evaluates the size of the support and the programme structure of the support from the Operational programme, that was provided for the small and medium-sized enterprises.
The Impact of Public Support on Development of Enterprises in the Czech Republic

Diploma thesis The Impact of Public Subsidies on Development of Enterprises in the Czech Republic examines the real impact on profit, revenues and debts. Counterfactual impact evaluation method is used on companies subsidised from structural funds. These indicators were examined by difference-in-difference method based on the selective research of 1738 companies subsidised from OP Entrepreneurship and Innovation and control group of the same size. The impact of public support on the profit of subsidised companies was quantified as 608 -- 5 547 ths. CZK and the impact on sales as 14 713 -- 42 511 ths. CZK. 1 CZK used for subsidies increased the profit of supported companies by 0.05 -- 0.44 CZK and sales by 1.16 -- 3.35 CZK. Hypothesis that the growth of supported firms increased their debt has not been proved. Also a slight positive effect of support on growth in return on equity was identified.
