Education funding - case study
Kabátová, Sylvie ; Urbánek, Václav (advisor) ; Pavel, Jan (referee)
The focus of this bachelor thesis is on the description of educational systems and the characterisation of education funding in the Czech Republic. In the theoretical section, education legislation and its position in the public sector, educational funding, budget and annual statement of the school and the normative method of educational funding is analysed. Major attention is paid to the area of regional education -- primary school. The practical section is comprised of a concrete example of primary school fading of the school Datyňská in Vratimov. The school management in the school years 2006/2007, 2007/2008 and 2008/2009 is also analysed. The results are evaluated and suggestions for savings in the school budget are given. Therewithal is a comparison of the primary school of Datyňská with similar school in Vratimov -- Masarykovo náměstí. At the end of the practical part, there is an illustration of the calculation of financial resources for ZŠ Datyňská from state budget. This calculation is implemented through the republic and regional normative.

Long-term hydroecological monitoring in the Krkonoše Mts
Tesař, Miroslav ; Šír, Miloslav
The cloud and fog water deposition proved to be important delivery mechanism for both water and pollutants in mountainous headwater regions. A fogwater study has been conducted in the Krkonoše Mts. since 1999 till the present time. The sampling site for the observation and evaluation occult precipitation in the Western region was established in the Modrý potok basin (1010–1554 m a.s.l., 2.62 km2) at the highest point of the watershed (passive cloud and fog water collector) while the bulk precipitation and throughfall samplers were installed near to the closure profile of the basin. Rain gauges are evenly situated at six altitudes of the watershed (from 1020 to 1365 m a. s. l.). In the Eastern region the both passive and active collectors were installed close to the Labská bouda chalet (1325 m a.s.l). The active collector (Eigenbrodt, Germany) is operated automatically by the PWD-11 sensor (Vaisala, Finland). Collected samples were stored in polyethylene bottles and transported as soon as possible to the laboratories of the Czech Geological Survey and Geological Institute of ASCR to the chemical analyses. The results for 1999–2011 will be presented in this article. A wide range of concentrations were encountered, most typically exceeding concentrations occurring in rain (so-called enrichment factors were evaluated) and the estimated wet deposition of the most important chemical compounds were calculated and compared with respect to weighted means of bulk precipitation collected in the open area. Based on the model predictions and on the water balance of the forest canopy the annual occult precipitation total for the Krkonoše Mts. was estimated by 20–25 % of the annual falling precipitation total. The research is supported by the Czech Science Foundation (205/09/1918).

Zhodnocení vývoje květinových výsadeb v objektech s kulturně-historickou hodnotou
Rapantová, Soňa
This bachelor's thesis is dedicated to the flower planting development in Smetana park. The study includes literary overview, picture documentation capturing the development of floral plantings and the detailed flower design including the budget and the foundation of flower bed technology. The poject is situated in Smetana Park in Olomouc. There was created a layout and planting plan around the fountain and ajdacent area/pit in the middle of the park. The floral planting plan alone was to respect the historical origin of the park. From results arise how demanding are the ornamental annual plant beds in dependence for maintenance. Due to their complexity and financial cost many city parks withdraw from them and replace them with perennial plants.

Sexual abuse of handicap people
Novotná, Jarmila ; Hogenová, Anna (advisor) ; Schlegelová, Jaroslava (referee) ; Šturzová, Jana (referee)
It should be noted that the differences that would characterize an individual's sexuality with disabilities, we know almost nothing or very little more. We do not know how many disabled living in the Czech Republic. These data are monitored and they were not in earlier times, ie certainly not since the First Republic of Czechoslovakia. We do not know so many of our citizens are discriminated against by the inadequacy of their sexuality, parenthood and partnership, and it estimates are really just talking about the abuse and mistreatment of disabled citizens in the Czech families and institutions. It is assumed that the portion of disability seated in a wheelchair because of spinal cord lesions trauma, congenital or acquired diseases in the Czech Republic is about 10,000 people. Annually, an accident, there is increasing around 400 more per year. This number is still increasing rapidly mainly due to accidents on the roads. This work aims to analyze current expenditures from the state budget in the years 2005 -- 2010 and the covering of public income. The first chapter deals with the public as a source of revenue for public expenditure. Following chapter explains the theoretical foundations of public spending. The first two chapters each contain a basic definition, a member of this type and structure of public finances. The third and final chapter is devoted to the practical part of my work. Here is carried out detailed analysis of revenue and expenditure of the Czech Republic state budget. I focused mainly on the generic division and then to the more comprehensive examination of current expenditure. Analysis of public revenue and expenditure is made based on macroeconomic indicators Czech Republic, then in itself dependent on public revenues and public spending trend analysis and individual annual changes. An Effective System of Remuneration In the Public Sector
Picka, Jakub ; Kubátová, Květa (advisor) ; Izák, Vratislav (referee) ; Malý, Ivan (referee)
Expenditures on the salaries of public sector employees constitute a very important component of public expenditures, currently around CZK 200 billion annually in the Czech Republic. Adjusting the remuneration of employees in public administration (sector) is therefore an important option for increasing the efficiency of use of public funds. The assessment of the current system of public sector employee remuneration and a proposal for some specific changes to be made to it is the focus of this dissertation. The primary aim of my dissertation is to analyze the system of remuneration of employees of public and private sectors, both qualitatively and quantitatively. Within the primary target there is also a decomposition analysis, which indicates whether the employees are discriminated against in any of the sectors. The secondary objective is to make recommendations for the system of remunerating public sector employees of the in order to increase its efficiency in terms of public spending while maintaining its incentive function. The work is divided into five chapters. The first chapter, entitled "Theoretical Foundations," provides an overview of the relevant literature, the fundamental basis in economic theory, and issues of the Mincer wage equation, which is then later used as the basis for regression and decomposition analyses, and mainly describes in detail the decomposition method that is used to explain the difference in the salary level in the private and the public sector. These decomposition methods represent, together with quantile regression, the main tool used to meet the objectives of this work. The second chapter, entitled "The Remuneration of Public Sector Employees," describes the structure of the remuneration of employees of the public sector. The data shows that the current system produces results in the form of salaries that do not correspond to the market. The third chapter, called "Regression Model," builds on the analysis performed on data from QSAE, which was discussed in the second part of the previous chapter, and its purpose is to prepare the documents for verification and deepen their conclusions. The fourth chapter, called "Regression and Decomposition Analysis," is based on the regression model assembled in the previous chapter, and describes the results of the regression decomposition analysis performed on the described sample data. This chapter verifies the hypotheses set out in the introduction and answers research questions. The fifth and final chapter, entitled "Interpretation of the Results and Recommendations," focuses on the interpretation of the results, the proposed regulation of remuneration, and recommendations for further research. The main finding of this work is that the system of remuneration of public sector workers is set so that, while the overall average brings quite comparable results in terms of the salary as the entire labor market, it is not throughout the distribution. The performed regression analysis showed that both the public and private sectors evaluate the same things differently (different values of the regression coefficients of variables), and both at the average and along the entire distribution. We can say that the mechanism of the remuneration of employees of the public sector is different from that of the market. This fact is confirmed by the significantly higher coefficient of determination of the regression model of the public sector. Regarding possible discrimination in wages, the analysis showed that employees in the public sector may in contrary to the preposition of positive discrimination be positively discriminated against only up to approximately fifteenth percentile. From fifteenth percentile they are discriminated against negatively. This was confirmed by the decomposition analysis performed on the average salaries, which indicates that public sector employees are, at this level, negatively discriminated against (if the public sector employees have the same regression coefficients as private sector employees, their earnings increase). Finally, this conclusion is confirmed by the dummy variable, which represents belonging to the private sector when the value of its corresponding regression coefficients, in quantile regression analysis along the distribution, evolves from negative to positive and is significantly increasing. The thesis also shows how the system of remunerating public sector employees can be adjusted to reward employees in a way that is comparable with the market.
