There are several systems of road payment in the world. The first method is based on the principle of time, such as vignettes. Another method is payment before road use (Toll). The first method is not working in Belarus, so the work described the second method. The last part of the thesis is about the payment on the certain types of transport infrastructure in Belarus. Focus on such transport types as rail and road transport, also made attention to the air and river transport.
Analysis of congestin toll project in Prague from internalization of externalities perspective
Rychetský, David ; Geuss, Erik (advisor) ; Vejchodská, Eliška (referee)
This paper is about introduction of congestion toll in centre of Prague. I look at the toll as an internalization of externalities instrument. Car transport causes high externalities in centres of cities, so there exists a tendency to solve this problem by different arrangements. Altough particular congestion toll project in Prague brings internalization of automobile externalities, this project is not profitable for the society because of high costs.

Regulation of motor freight transport in the Czech Republic with the intension of toll
Fojtíková, Pavlína ; Dočkal, Dalibor (advisor) ; Petrášek, František (referee)
The bachelor thesis is concerned with problems of motor freight transportation in the Czech Republic with emphasis on toll collection. The thesis focuses as well on other regulation -- the driving restriction and hours of service. The thesis is divided into four parts. First section presents the Stigler's and Peltzman's theory of economic regulation. In part two is emphasized the importance of motor freight transportation. There is described the situation on freight transport market as well. Third section explains what regulation are set in the Czech Republic, especially the electronic fee collection is described. The last part analyses advantages and disadvantages of toll colletion and compares with foreign countries -- with German, Austria and Slovakia. The other kind of regulation (driving restriction and hours of service) are assessed and compared as well.

Innovation Aspects of the Electronic Toll System in the Czech Republic
Šindelářová, Jana ; Basl, Josef (advisor) ; Krsek, Libor (referee)
This thesis deals with the innovation of information system (IS) as a decision problem. The main objective of this thesis is the construction and the application of a method to select an optimal innovation variant of IS in an organisation of any scale. The designed method is based on the conception of the innovation of IS in the methodology "Multidimensional Management and Development of Information System (MMDIS)". The proposed selection method (Method of Innovation Modules based on MMDIS - MIM) is intended to serve mainly for decision-making on a strategic level. The IS structure is mapped in accordance with the MMDIS methodology. Innovation aspects are derived from two approaches: innovation aspects based on the MMDIS principles ("module of principles" - e.g. integration, flexibility, standardisation, measurability) and innovation aspects based on the IS dimensions defined in MMDIS methodology ("module of dimensions" - e.g. software, hardware, processes and functions, finances). The proposal method enforces a systematic approach to evaluation of the innovation variants, ensuring that the innovation aspects (the principles and the dimensions) are aligned with key requirements. As an example, this method is applied to an existing electronic toll system operated in the Czech Republic. Basic innovation variants of the electronic toll system are described - the microwave, the satellite and the hybrid toll system. Case studies from the Czech Republic, Austria and Germany are used for support the proposed innovation variants, as well as evaluation of variants. The principles and the dimensions form a framework for description and evaluation of the telematics, of the electronic toll and of the innovation variants of the electronic toll. The variants are compared within the framework of refined principles and dimensions, the optimal variant is proposed. The used evaluation parameters are a result of an analysis of published studies and specific toll system technical designs. The Method of Innovation Modules was constructed on the basis of MMDIS methodology and demonstrated by application in an example scenario (electronic toll). The key result of the proposed method is the comprehensive structured map of available system innovation opportunities.
Perspective on Taxation of Motor Vehicles in the EU and Impact of Crisis on Automotive Industry
Maryško, Michal ; Láchová, Lenka (advisor) ; Láchová, Lenka (referee)
This work is devoted to the issue of taxation of motor vehicles, which is nowadays particularly crucial problem mainly due to the increasing impact of transport on the environment. Transport belongs among the five main issuers of CO2 into the atmosphere. Transport contributes almost 16% to the total emissions and road transport contributes 7% to this part. Because of this reason, the European Commission created and proposed a new form of taxation on the use of motor vehicles. This proposal is based on CO2 emissions and vehicle weight. Every single car producer will be forced to reach its specific goals until the year 2012. Emissions should be reduced to the threshold of 120g/km. Another way to battle emission of pollutants into the air are EURO emission standards, which establish binding limits for certain types of pollutants for brand-new vehicles. Afterwards, there is paid the attention to the current situation in the Czech Republic. Road tax (supplemented with time and power charging) has the main role in motor vehicle taxation. Nevertheless, people are presently facing the world economic crisis. Therefore, car producers have to spend a great force in order to remain on the market and it is not an easy task. In conclusion, I deal with financial aid, which had to be given into the automotive industry to let it survive. Just in Europe, car industry employs over 12 million people and fills public budgets with 360 trillion euros on average. It means that it is absolutely necessary to support this kind of industry at present.
