Special Department as Part of Professional Treatment of Convicts.

The thesis deals with special treatment of convicts, in particular a special programme of treatment in a special department. The thesis has two parts the theoretical one and the empirical one. The theoretical part defines basic notions connected with education, family, free time, pathological phenomena in society, crime. They are presented on the basis of scientific resources. Next, special treatment of convicts in a special department is described. The convicts suffer from a behaviour disorder caused by abuse of psychotropic drugs. The main goal of the empirical research was to describe, compare and analyse the opinions of the convicts on the relation between crime and family life, free time activities and also the therapeutic programme of the special department.
Analysis of the PPP project in ensuring restrictive function of the state

This dissertation examines the possibility of private sector involvement in financing the Czech prison system. In the Western World, this form of provision has now become common practice. The paper explores the possibilities of both full and partial participation of the private sector in the provision of one of the restrictive services that in the Czech Republic are delivered exclusively by the state. The theoretical section discusses different alternatives regarding the financial provision through public-private partnerships (PPP projects). These are viewed as part of a wider and comprehensive area of public contracting. Due to the absence of this form of provision in the Czech Republic, all information regarding this alternative has been sourced from foreign prison systems where private forms of prison service have a long tradition (e.g. the concept of privatization by Charles Logan). The findings are then applied and compared with the foundations of the Czech prison system (whose primary role is security and specialist provision) with respect to the economic efficiency of the whole system. A case study is presented which outlines different projections regarding operating costs in a sample of three American prisons with the aim to compare the estimated and real costs depending on the form of provision, i.e. by state or through private management. The research section of the dissertation uses data from the Feasibility study of building a private prison in the Czech Republic. Using calculated values, CBA analysis is employed to evaluate three possible alternatives of financing the construction of a private prison. To evaluate the costs, the following methods were used: the Public Sector Comparator, the DBFO model (Design -- Build -- Finance -- Organize) and the BOT model (Build -- Organize -- Transfer) which primarily utilizes the work potential of prisoners in relation to the increase of return on investment in penitentiary provision. The results of the BOT model showed that the mere existence of participation of a private partner in the Czech prison system can be beneficial as it introduces an important element of competition and basic principles of market economy into the system. However, greater efficiency can only be achieved provided that a more efficient system of settlement of outstanding debts of prisoners is employed. This requires a more sophisticated policy for employing prisoners.
Possibilities and limits of employment of a special pedagogical worker (tutor) in prison

Post-revolutionary period in the Czech Republic has also brought humanisation of the prison system and with it also new work positions. At present, it is usual that each prison has in addition to the members of the Prison service and the civil servants who care about the "re-education" of the condemned in the enforcement of imprisonment and persons in the performance of the links. In the thesis The breadths and limits of the special educator´s application special educationalists in chosen prisons in the Czech republic are selected as a target group. The theoretical part of the work sums up findings about the Czech prison. The first chapter deals with the Czech prison system in general. It mentions the prison´s development after 1989, it characterizes and divides Czech prisonsand particularly deals with the remand prisons discusses the treatment with prisoners and individual treatment programs, it also deals with the Prison Service especially with workers who are in a close contact with prisoners ie. educationalists and specialists. The second chapter deals with a special educationalist who works in the Czech Republic Prison Service. The author finds out which personal and professional requirements a special educationalist in prison should have. The chapter is also devoted to a special educationalist´s work description, the educational possibilities in the Czech Republic Prison Service and in details analyzes other factors that may affect special educationalist´s job. The empirical part of this thesis is based on research that was made as a qualitative probe with the help of semi-structured interview with special educationalists in chosen prisons in the Czech Republic. The interviews were made with six special educationalists in two prisons - Pribram Prison and Liberec Remand Prison. Before the interviews, the curriculum having eight thematic areas had been prepared these areas were following: initial question which was tasked to find out the content of work, the possibility of changes in overall job description, look at the education, application possibilities, material and technical conditions, the possibility of changes in the implementation of treatment programs, objectives and constrains of special educationalists´, and administration and legislation. The aim of the thesis was to compare special educationalist´s real possibilities of action in the Czech Prison Service to the current regulations governing the work content of the educational worker in prison. Individual objectives were about finding out the limits which special educationalists´ can see in their work and what their possibilities in that job in prison are. On the base of the answers, there was found out, that the real activity of special educationalists ´corresponds with current regulations. However, the research shows that special educationalists in prisons do activities which are beyond their work duties. The research also shows, special educationalists can see the administrative work activity is the biggest limit of their work. They mainly consider themselves to be rather clerks than educationalists. As the limit was also marked the lack of workers in the direct care and the excessive humanization or the pathological phenomena occurring in the prison. On the other hand, the educationalists have a possibility of a personal growth through various courses and other kinds of education which are ensured by Prison Service. They also see the positive in the creativity of their profession, because of their focus, they can choose activities that they will exercise with convicted in the context of treatment programs. This thesis provides a comprehensive view of the special educationalist in the Czech prison and informs about limits and possibilities in this special environment. It could also serve as a motivation source for graduates of special education and related disciplines to pursue this profession.
Financial analysis of the volume of costs in the prison system in the Czech Republic from 2000 to the present day

The main aim of this thesis is to conduct a financial analysis regarding the development of the volume of costs in the prison system at the Czech Republic from 2000 to the present day. Furthermore it will focus on the correlation between the costs of the prison system and the number of prisoners during the observed period. This topic is important as it reflects the long-term problem of imbalanced state budget and effort in decreasing of the public outlays. Nowadays, the prison service financing and its efficiency cause conflict situation on the political scene in the Czech Republic. In the theoretical part of this thesis, state budget, its structure, process of its creation and approval, will be defined. Furthermore, the manner, how the volume of prison service founds is divided and how is this budget used, will be described. Practical part will comprise an analysis based on funding development and costs of the prison service in the Czech Republic from 2000 to the present day. The analysis will be aimed at the following economical and non economical parameters. The economic ones will define the development of the costs of the prison service, the development of average costs per prisoner, the development of personal costs, the development of investment costs and the correlation between the costs of prison service and number of prisoners during the observation period. Non economical ones will involve the development of the number of prisoners, the development of the number of prison service staff and the development of the number of prisons.
