Policy-Related Capacities of Czech Political Parties in the Field of Energy Author: Václav Pulec Abstract Energy is a field that has been recently passing through a very dynamic development. All countries in the world are trying to find new sources of raw materials and diversify their energy mix. Moreover, the European Union has been putting increasing expectation on new sources of energy meeting higher environmental standards. It is crucial that the Czech Republic has the necessary expertise to be able to react to the upcoming changes and create long-term decisions that the area of energy policy requires. This work deals with expert capacities of political parties in power in the Czech Republic, which play a major role in creating such decisions. This thesis analyzes expertise base of the three selected political parties (TOP 09, ODS, ČSSD) and focuses on their professional committees or expert teams. Expert commissions are often highest advisory body of the party and its guarantor has usually the highest (key) word in the party hierarchy regarding given issue. The thesis will explore how stakeholders join the expert committee, by examining what their backgrounds are and how they come to seek this form of engagement. Expert policy networks of the Civic Democratic Party in relation to the phenomenon of population ageing

Political parties are usually described as political actors. In this approach, their power struggle and conflict of ideas and ideologies are stressed. However, political parties are also part of policy making process. They have an impact on appointment of executive and legislative offices which are essential for policy making. Moreover, constituents expect elected representatives to be able to solve policy issues. This thesis aims to understand how Czech political parties gather expertise knowledge for policy making. Sources of expertise of political parties are viewed through the lens of policy network analysis. Therefore, the main focus is on who is involved in development of party programs; what the role of different actors is; and what the linkages among them are. The thesis is designed as a case study focused on the Civic Democratic Party (ODS). Specifically, it is focused on development of a part of its medium- term political program Vize 2020 related to the issue of ageing society. Policy-related capacities of Czech political parties: the case of shadow ministers in the field of education Author: Michal Procházka Abstract Education is one of the most significant of public policies because it has a crucial impact on the future of the society. Thus, the Ministry of Education represents one of the key departments and political parties are expected to provide highly qualified experts to manage this position. This thesis is focused on the topic of experts of the parties in the Czech republic with special highlight on the shadow ministers, alternatively on relevant spokespersons. The shadow governments provide one possible source of the responsible experts for the political parties since they can prepare their members for the function of a minister through training of their practical skills. However, this thesis focuses mainly on the shadow ministers of the following parties in the Czech republic: ČSSD, KDU-ČSL, KSČM, ODS and TOP 09. Considering that this agenda of those parties has not been studied thoroughly, this thesis is therefore an exploratory study. Expert knowledge of polical parties in field of education policy

Political parties are no more simply mediators between the civic society and state. It is also expected, that they are capable to product such solutions, that are based on expert knowledge and could be applied responsibly. The educational policy is one of the traditional parts of public policy, which requires complex and long-term solutions. The sources of expertise of political parties play a key role in form of knowledge and information required for such responsible decisions. Many remits same as financing of primary and secondary education were delegated from state control to regional administration due to administrational reform. The increase of power assumes expansion of expertise of political parties on regional level. The paper is focused on sources of expert knowledge of political parties (ČSSD, KSČM, TOP 09) in Prague. It describes mechanisms of generating expert knowledge for educational policy, mostly the character and nature of work of regional expert commissions. Who are the members of these commissions? What is their source of being experts? What kinds of information they work with? How is their work applied in a practice? These are the main questions of this study.
Expert potential of academic movements

In recent years the whole western world is dealing with economical problems, which, doesn t matter what has caused them, logically causes the reactions of government members and another policy decision-makers in many areas of public policy. Solutions taken or proposed this way aren t always accepted in public with agreement what leads to genesis of activist and protest movements. And few of these movements are focused in this work. Specifically it s a Vzd lání není zbo í! (Education is not a commodity!); ProAlt; Za svobodné vysoké koly (For free colleges) which protested mainly in years 2010-2012 against a contemplated reform of sector of the tertiary education sector in the Czech republic. This reform was represented by two legislative intents of law O vysokých kolách (About colleges) and O finan ní pomoci student m (About financial aid to students). This work researches their Policy analytical capacity while the main sources of thoughts within this area are the works of professor Michael Howlett of Simon Fraser University in Canada. It is an explorative multicase study which is based on semi-structured interviews with eminent members of the mentioned organizations. Except Howlett s works the ideas of Ond ej Císa about activism in central Europe are used here. So this work researches not only how...
