Twenty Eighty-Four

The project follows up on the undergraduate work on the issue of control and surveillance in public space. Tendencies of absolute transparency, well-arranged and controllable public premises, supposedly implying security, are present in most of the newly emerging complexes of buildings and urban planning strategies. Whether it is done consciously or as a result of current “trends” and requirements, which only a few question, the space is built to meet these demands for easy controllability. The second method of control, which has also emerged during the era of modernism, is the control of the indoor climate through "mechanical environmental management" or through the use of fossil fuel energy for heating, cooling and ventilation. Current requirements for the comfort of the indoor environment presuppose a constantly, fully and homogeneously tempered environment, regardless of the outdoor climate or the time of year. Both control regimes permeate all measures of the urban environment and have a direct impact on its organization, form and, above all, on the regimes of its usage. Developers and their commissioned architects repeat well-proven business models and forms, without any major focus on the context of the place, and incorporate this "logic of control" into their buildings and surroundings. Housing complexes are planned and built up as one unit with a rigid structure and only a minimal possibility of their later alteration. The domain of control through transparency penetrates from the public space to the entrance door of the apartment unit. Indoor, social control changes to total control of the interior climate of the apartment, where the boundaries between seasons and day and night are blurred. The proposal is investigating alternative ways of urban planning and architecture. The project deals with the relationship between building, its surroundings and applicable regulations, standards and energy efficiency, along with the idea of adaptive living.
The right to information

The text deals with the question of defining what exactly right to information is. As the public debate concerning different institutes of the right to information and transparency goes on intensively and extensively in the Czech republic as well as worldwide, it has become the aim of the author to search for the roots of the right, of both its restrictive and extensive scope and its guiding principles. Such a research should be useful for the interpretation and the aplication of the relevant law and serve as a guide for the proper understanding of the rights' social and legal importance. The first part of the text after the introduction describes the term of the right to information, it's evolution in history, philosophical, political and legal basis and contemporary meaning. The following chapter concerns itself with the material sources of the right, i. e. the reason and meaning of the existence of the right. It explains the rights' commonly recognized width and depth and its liberal and conservative tendencies reaching from the current events into the even more informational based future. Financial Stability Transparency and Interest Rates

Financial Stability Transparency and Interest Rates Petr Pařízek Abstract This paper examines the relationship between financial stability transparency and nominal interest rates on a panel data with more than 50 countries in years 2000 to 2010, controlling for macroeconomic conditions. We investi- gate the same relationship using monetary policy transparency, we compare the results and based on the existing literature we check for non-linear ef- fects of transparency. Moreover, we examine how this relationship changes in financially good and bad times in terms of financial stress. We find nega- tive relationship between both financial stability and monetary policy trans- parency and short-term interest rates. Especially in the case of monetary policy transparency our results suggest non-linear relationship and the exis- tence of an intermediate optimal level of transparency. For financially good and bad times our findings are miscellaneous, some in accordance and some in contradiction with the literature. Generally, our results suggest that the effect of financial stability transparency on short-term interest rates is weaker than the effect of monetary policy transparency. Obligatory publication of information

Duty to Publish Information (Abstract) I chose as my topic the obligation to publish official records, its legal grounds and connections with other areas. The analysis includes practical aspects and takes into account rapid changes in technology and the much slower development of ad- ministrative law institutes. In this frame I wanted to develop a procedural plan to make the public authority fulfill its duty to publish information, using legal means. I chose as my topic the duty to publish records, since I believe it to be the easist, most economical and effective way to make public records available to the citizens. This is currently a hot political topic, since new legislatation is being prepared in this area both in the Czech Republic and in the European Union, which is a response to the rapid technological progress. Nevertheless, the jurisprudence has devoted much less attention to the obligation to publish information than to disclosing the records upon a request to an individual. The Determinants of central banking transparency: An Empirical Analysis

This thesis examines the central banking transparency and financial stability communication. The main goal is to find the determinants of the updated Monetary policy transparency index and the index for financial stability trans- parency, which cover 110 countries during the period 2000-2011. We analyse the individual components of transparencies and perform regression models with the set of economic and political variables in order to find drivers of all aspects of transparency. As a basic observation we verified the increasing trend in both types of transparencies during last two decades. We found out that economi- cally well developed countries with flexible exchange rates, quality government and stable political institutions tend to be more open about their monetary policies. Moreover, high degree of monetary policy transparency and the occu- rance of past systemic banking crisis implies higher openness of central banks about financial stability issues. The drivers of Financial stability transparency index components display significant variations, especially variables like rule of law or past financial distress. Socio-cultural centre with townhall for the district Brno-Kohoutovice

The main goal of the proposal was to solve the problem of combining socio-cultural centre with town hall. To use flexibility and mix-use and connect all functions so they work together. The main idea about function of the building was how the people feels when they go to such a building as town hall. The goal was to propose the space which is transparent and remove the barriers between bureaucrats and public, so you can already see from outside what is happening inside. The concept was to design long building with the foyer along the side oriented towards the square. All is based on transparency which supports democracy and trust, removes weird feelings about solid walls and closed doors. The fasade is made from long thin wooden pieces with glass between, the appearence of the building is jumped and sloped and pointed shape which relates with the functions and break the stereotype of the estate urban structure.

The diploma thesis „Comparison of situation in the area of PPP project with foreign countries“ is an analysis of the issues connected with realization of projects. Part of diploma thesis is a brief description of problems themselves, their pluses and minuses for which the PPP projects are not widely used and the characteristic of various institutions involved in public private partnership. Part of the work is also a short quetionnaire.
