Public Private Partnership

1 1 Abstract The topic of this dissertation thesis is Public Private Partnership. Public Private Partnership is a new phenomenon for delivering services and works by public authorities and other public bodies and entities (as contracting authorities). It emerged in the English speaking countries, namely in the USA and UK, in the 70s and 80s of the last century. Later, because of budgetary restraints and problems with financing public con tracts other countries across the European Union and the world showed interest in this phenomenon. Public Private Partnership is an economic rather than a legal term. Legislation does not use this designation. Instead, common features of Public Private Partnership are used to describe and set down Public Private Partnership in law. It is a general designation for different forms of cooperation between public and private entities which have the following features: The cooperation is based on contractual relations, it is a long term relation and the private entity bears risks related to the performance which would bear the public entity otherwise. This dissertation deals with the economic evaluation of Public Private Partnerships (PPP) projects. Generally, PPP projects are evaluated using the evaluation methodology, which is called Value for Money (VFM). The aim of this dissertation is to propose some changes in the Value for Money methodology, which is used in the Czech Republic. All proposed changes should lead in to more frequent PPP realization in the Czech republic, whereas there should be no reduced requirements regarding the economic efficiency of this kind of projects. The Value for Money demonstrates the difference between two ways of project realization. The first one is conventional public procurement project, which is based on the separation of financing and providing of design, construction, operational and maintenance phase of the project. The second way is the Public Private Partnership project, where one private subject, in principle the Special Purpose Vehicle (SPV), provides all the project phases mentioned above. That means the PPP projects are usually very large, expensive and long-running. Value for Money methodologies are used in many countries, where the PPP projects are prepared and realized. Of course, the methodologies differ based on the legislative, institutional and economic environment. In the Czech republic the VFM methodology was created and published in the 2008. But the utilization of the methodology is very marginal. That means there are very limited experiences, which allows changing the methodology without causing enormous costs for submitters or advisors. All the proposed changes are formulated based on provided research. The research consisted in the analysis and comparison of Value for Money methodologies in selected countries and in the determination of key Value for Money drivers in PPP projects in the Czech republic, which allows identifying the specifics and specialties of Czech PPP market. Using these outputs some changes were formulated. The most important and fundamental changes are the change of the structure of the evaluation methodology, the change in the qualitative evaluation questions formulation, the change in the quantitative PSC methodology and the changes in the legislative environment.
Financial Assurance of Public Investment Project

In the master's thesis there is described financial assurance of public investment project. The teoretical part part focuses on clarifying the basic concepts of public project . There are described ways in which it is possible to finance public projects. The practical part deals with finding appropriate ways of project financing of road reconstruction II/422 delay the village Svatobořice – Mistřín and their comparison.
Project of Public Private Partnership

This thesis is about the problems of PPP projects. These are the projects, whose realization is based on the partnership of the private and public sector. This way brings new possibilities how is building and management of public infrastructure more effective. In theoretical part the basic information concerning the problems of PPP projects is described, its advantages and disadvantages, basic characters and principles. In this thesis is described actual state of PPP projects in the Czech Republic. In practical part the thesis is about specific concession project, whose realization is considered. It is the project of construction and operation of cableway to Spilberk Castle. Within this part at first the entrance data for financial models have been found, after that the financial models have been count and the analysis of sensitivity has been finished. In conclusion the evaluation of project has been done and there was the recommendation how to realize the project.
Financing of Public Interest Project by Public Private Partnership

The Diploma Thesis analyzes the possibilities of financing an existing project of public interest with the accent on financing in the form of Public Private Partnership (PPP). The crucial part of theoretical knowledge presents the above mentioned financing option. The following part introduces the real project including cost analysis and the benefits from its realization. The last part is dedicated to the project realization and its evaluation.
Efficiency and scope of PPP projects in selected EU countries as an alternative to classical public procurement

This paper is dealing with Public Private Partnership (PPP) as the alternative to the classical public procurement. It describes and compares advantages and disadvantages of this approach and explore legislative and institutional setting in chosen countries of EU to comparison. The main focus of the work concerns the comparison of the development of this concept and its current state of use in those countries. The emphasis was on finding a correlation between the number and volume of PPP projects and the state of national economies in the years 2006-2015, especially in the immediate period of the recent financial crisis, when could be expected increased attractiveness of the concept for political representation. On the specific case is explored its economic efficiency and legitimacy.
Public Private Partnership in healthcare and social services

The diploma thesis deals with the concept of Public private partnerships in the Czech Republic. Specifically it focuses on healthcare and social services. At first we introduce the partnership between the public and private sector in general. We inform about its forms, risks, advantages and disadvantages. We concentrate on legislative and institutional environment in the Czech Republic. The fundamental contribution of the thesis can be seen in monitoring of individual realized and unrealized projects. There we make effort to find common factors of their realization. The main aim is to answer the question whether PPP projects are appropriate tool for solving the situation in the health sector. The results show that the state PPP projects are not appropriate instrument to address investment in the current conditions. On the contrary better management is seen at municipalities especially in social services. PPP projects can not be seen as means of solving long-term problems in the health sector in the Czech Republic. In conclusion we give recommendation regarding application of the concept of PPP in the healthcare or the social services in this country.
Public Private Partnership in the Czech Republic

The dissertation describes the current situation of Public Private Partnership (PPP), and then analyzes the development of this concept in the Czech Republic from 2004 to the present time, especially regarding to the implementation of Governmental policy in the field of Public Private Partnership declared in the key resolutions of the Government, institutional ensure and number and volume of the implemented projects. This dissertation also defines the main causes of failure of Public Private Partnership in the Czech Republic. Moreover, the thesis also includes a comparison of Public Private Partnership in the Czech Republic and in selected European countries (Slovakia, Croatia, Portugal) and formulation of the preconditions for successful implementation of Public Private Partnership in the Czech Republic in the future.
Analysis of services in a selected village

The aim of the bachelor thesis "Analysis of services in the selected village" is the analysis of the public services and their quality in the village Lišov and a proposal of possible changes and improvements with respect to the needs of the inhabitants of the village. Analysis of method of providing local public services in the village Lišov is characterized in the practical part. For assessment of current way of providing services was compiled questionnaire. This questionnaire was focused on a library, a primary school, a public greenness and an appearance city, a collection and a transport of municipal waste and on a public lighting. From the questionnaire there was created assessment of possible changes in a present way of the provision of specific local services.
PPP as a tool of regional development

The main theme is cooperation between the private and public sector through PPP projects. Cooperation on the project for which the public sector currently needs a considerable sum of money as would be the case using other ways to build public infrastructure or public service. This work describes PPP projects in general, in the Czech Republic, focused on the Moravian-Silesian Region. Work contains a comparison of the projects in the Region with projects throughout the Czech Republic and the most successful project, which is described on a certain indicators to assess its benefits. The aim is to determine whether the PPP projects in the Moravian successfully implemented if and why PPP is a good tool of regional development in the region.
