Municipal self-government in the Czech Republic: theoretical and historical basics

The dissertation deals with the municipal self-government specifically focusing on its theoretical and historical background. The aim of this work was to elaborate the municipal self-government, not only to transcript or write a comment on the legal regulation, but also to inspect the assigned problem by the optics of legal theory, legal history and political science perspectives. This dissertation should provide a comprehensive perspective on the issue of municipal self-government, not only in its current legal regulation, but also identifying its theoretical backgrounds and historical roots. This paper primarily defines a set of institutions that can be summarized as fundamental theoretical aspects of public self-government (emphasizing the specifics of local or municipal self-government). In the context of the origin and development of modern public administration the work examines the main causes which led to the incorporation of elements of self-government into the modern administration. Josefa Menšíková and civil society of Německý Brod in the second half of the nineteenth century

In my diploma thesis I deal with the history of the Německý (today Havlíčkův) Brod in the nineteenth century. I am watching the fate of Josefa Menšíková, Czech patriot and the local mayor's wife. But the diploma work is not limited to one region. Partly I devoted to the town history of Třebíč and Tišnov or phenomenon of Czech emigration to the United States related to the area of Nebraska. Throughout my diploma thesis, I notice the local self-government of the Německý Brod, transformation of the city and its inhabitants and fates of Josefa Menšíková friends. The position of local self-government in the regulation of lotteries and other similar games

The position of local self-government in the regulation of lotteries and other similar games This thesis covers the position of local self-government in the Czech republic in the regulation of gambling. The role of local self-government, especially the municipalities, was rather recently reinforced thanks to a series of changes during the last two years. My objective is to describe the development of the position of local administration in this area and through an impartial opinion show the consequences of the aforementioned changes. My thesis is composed of three parts. Before I start dealing with the essential topic of my thesis, I have to define the basic notion in the first part of my work, by which I mean the notion of lotteries and other similar games of chance not only according to Act No. 202/1990 Coll., but also according to the foreign legislation (e.g. Belgian). I mention two basic aspects of this notion. The first one is based on the civil law and the second one much more important to my thesis is based on the norms of public law. This thesis deals with money management in municipality Březnice in Zlin region. Its theoretical part sums sup the most important pieces of knowledge concerning municipality functioning, money management and also concerning budget tax determination. The practical part comprises the analyses of the status of municipal money management both in the field of budget receipts and expenditures and in the field of money management of municipal property. In terms of previous pieces of knowledge, there is carried out SWOT analyses, there are set the problematic fields of municipal money management and defined proposals for improving including also contribution for municipality and the level of realization.
Analysis of legal instrument s of self-governments used in air protection

Air pollution from point sources is a serious problem that is mainly solved centrally and with use of public tools. The goal of this thesis is to find out whether in respect of the local and regional context of air pollution this problem can be solved by local self-governments and whether they may adopt the doctrine of free market environmentalism to protect the air with the use of private law as a subject of ownership. For this purpose, relevant instruments are analyzed, such as a nuisance action, an obligation of prevention and a liability for damages. The city of Ostrava even brought an action against the state, however, possibilities of its success are small. It was found that local self-governments could use these instruments to protect the air, but practical problems demotivate them.
Analysis of Prerov's budgets in years 2006 - 2010 and the impacts of economic crisis 2008/2009 on its budget

This paper analyses the budget and financing of the municipalities in the Czech Republic, focuses on the budget structure of the municipality, elaborates on the specifics of municipal financial management. On the example of Prerov town and its financial management this paper shows these aspects in reality. Prerov's financial management analysis is based on the monitoring of its final accounts from the years 2006 -- 2010. In the years 2008 -- 2009 the Czech Republic was affected by global economic crisis. This paper aims to discover what was the impact of the crisis on the Prerov's financial stability and debt.
Percepce reformy územní veřejné správy na území České republiky z pohledu starostů obcí

The paper is dealing with the perception of the current territorial public administration reform in the Czech Republic by mayors. The results of the questionnaire survey from June 2006 are based on opinions from 322 Czech mayors. The questionnaire was especially focused on perception of the reform and its results among Czech mayors – whether they believe that the current territorial public administration reform has fulfilled its main objectives (especially: bringing the execution of the public administration near to the residents, decreasing the number of the officials in the sphere of the public administration) or not. The results of the survey show that the majority of mayors perceive the reform negatively – the main objectives of the reform were not fulfilled according to their opinions.
