Party system stability and instability

The diploma thesis deals with party system stability and its aim is to verify the hypothesis, that the countries with the longest continuity of the political regime prove the highest level of party system stability. The author tries to confirm this hypothesis by analysing the party system stability in six chosen cases, which include the Czech Republic, Slovakia, Portugal, Spain, Austria and Germany. To confirm the hypothesis the author use qualitative and quantitative analysis based on the concept that focuses on relations between political parties, structure of party competition and patterns of coalition formation. This approach defines the party system stability by setting four criterions: frequency of government alternation, type of government alternation, innovation of governing formulas and access of political parties to government. The thesis analyses according to this concept the party systems of the six states in the term 1993-2013 and also covers the historical context of party systems development in the selected cases from the end of the World War II. The author stresses in the whole thesis the case of the Czech Republic.

Informační podklad vychází z pojmu „whistleblowing“, který je využíván v odborné literatuře i Evropskou unii za účelem popisu situace, kdy jednotlivec poskytne nebo zveřejní informaci o tom, že dochází protiprávní či jiné (např. neetické) činnosti. Právní úprava whistleblowingu pak označuje soubor právních norem, které dopadají na takto popsanou situaci – od právní úpravy, která předepisuje způsob oznamování takových informací, až po ochranu oznamovatele (ochrana oznamovatele jako svědka, ochrana v pracovněprávních vztazích) nebo případnou odměnu pro oznamovatele. Informační podklad poskytuje přehled právní úpravy ve vybraných zemích (ČR, Irsko, Maďarsko, Nový Zéland, Slovinsko, Spojené Království, USA, SRN, Rumunsko) a dále přehled vybraných relevantních mezinárodněprávních dokumentů přijatých na půdě OSN a Rady Evropy.

The use and the consequences of electronic voting in Estonia

Europe has faced to the long-term falling voter turnout, particularly of the young generations presenting the most numerous group of absentee voters, and this trend should be changed by electronic voting. Many European states have already introduced pilot projects of electronic elections, but the only state in the world, where the nationwide electronic elections have taken place, is Estonia. The Estonian case became the subject of my thesis. The thesis deals specifically with the political consequences of the introduction of electronic voting and if the arguments for introducing electronic voting were really fulfilled.
