Revitaization of brownfields: The comparison of The Vítkovice Lower Area and Ostravice-Textili

This bachelor thesis deals with the issue of brownfields and its revitalization in the Czech Republic. The main goal is to provide general overview of this topic, which is closely related to sustainable development and land-use planning. Theoretical part is focused on definition of related concepts and includes most frequent origin of brownfields in the Czech Republic. Practical part includes the comparison of two brownfields in the city of Ostrava. Both are listed buildings: Ostravica-Textilia and The Vítkovice Lower Area. The example of Ostravica-Textilia shows laxity of public and state administration. For 17 years, there has not been found a single prosperous investor, therefore Ostrava city and current owner should agree on repurchase or dispossession of the site. With help of EU funds and state grants the complex of buildings should be repaired to save its historical and cultural quality and value.
Contracting in public administration

This bachelor thesis deals with the conclusion of contracts in the public sector. In particular, public procurement by the contracting authority. In the theoretical part, the basic terms are explained. Part of the thesis is the analysis and subsequent comparison of the conclusion of contracts in the private and public sector. The practical part deals with the errors occurring during the conclusion of contracts in the public sector. Finally, recommendations are made to improve contracting in public administration.
Financial management of the municipality Červený Újezd

The bachelor's thesis deals with financial management of the municipality Červený Újezd. The aim of this thesis is to find out if the municipality of Červený Újezd managed from 2006 to 2015 with surplus, deficit or balanced budgets. Municipal budgets were analyzed to achieve the aim. It was found that the municipality managed with a surplus of 21 301 076 Kč during ten years. It was stated that the municipality managed efficiently.
Effective governance for Public-Private Partnerships: challenges and solutions for existing models

The last two decades have witnessed a rapid development of various forms of Public-Private Partnerships in Europe. Transport belongs to sectors where PPPs have been most visible and transformative. Yet not all countries have embraced the new method in the same manner. As some initial studies indicate, their PPP readiness varies quite significantly. At the same time, PPP as a product of New Public Management appeared to be in ideological conflict with several new competing paradigms in the field of public policy and public administration. So far, however, no single study has shown how these compatibility issues are dealt with in practice and how (un)successful in reality the European countries are at implementing transport PPPs. This is mostly due to difficulties in formulating appropriate and comparable evaluation criteria. At the same time, with many projects it was simply a bit too early to say whether the original expectations had been met. This study uses a negative definition of PPP success and establishes the failure rate for each country from the sample. In doing so, it only takes into account projects that were abandoned or seriously distressed and modified in advance stages of the procurement process. Analysis of usury legislation

The project analyzes current legislation on usury in the Czech Republic and the financial literacy of the adult population. On 1 Dec. 2016, an amended Act on Consumer Loans entered into force and this project examines it. The project compares Czech legislation on usury with selected European Union countries. Czech legislation is similar with German and Portugal legislation, especially in terms of civil law. The most effective legislation can be considered in Spain, which explicitly stipulates allowed interest rate limits. Based on that, Czech legislation on usury should be adjusted. The research results show a correlation between respondents' highest-achieved level of education and their financial literacy levels. The research also finds that the number of court distraints (property seizures) and the willingness to borrow money is lower among respondents with university-level education than for respondents with secondary and basic school education. When comparing our findings with research by STEM/MARK dating from 2010, it is clear that the financial literacy of the adult population in the Czech Republic has not changed significantly since that time.
Analysis of the impact of high schools on the political thinking of students

This thesis analyzes the impact of high schools on the political thinking of students. For the analysis are used theoretical concepts of assumptions of indoctrination of educational system. Furthermore empirical indicators, which can draw attention to the indoctrination of the educational system. Also there is an experiment which was created for the analysis and is taking place at 22 high schools in three regions of the Czech Republic. Results of the analysis indicate that the problem of indoctrination in the education system is very serious, however, difficult to prove. The analysis failed to confirm the effect of high schools on the political thinking of students, but managed to make a picture of the danger of indoctrination in the education system, about its potential and options.
Municipal budget

The bachelor's thesis deals with creation and realization of a local government's budget. The aim of the theoretical part is to present methods of budget creation and principles and rules, which must be observed by budget. The thesis also presents a budget composition, e.g. the sorting system of incomes and expenditures, which is essential for the practical part of the thesis. The practical part deals with budgets of town Říčany in the period of 2008--2013. There is an income-expenditures analysis of respective time period and identification of local government's economy. Further in the text, there is a SWOT analysis of situation in town, that means analysis of strengths, weaknesses, opportunities and threats of Říčany town. The last part discusses a suggestion for improvement of the budgetary process in the Czech Republic in terms of fulfillment of municipality's development.
Electronic Public Procurement

This thesis deals with the issue of electronic public procurement. The aim of this thesis is to confirm or disprove the following hypotheses. The first hypothesis of this dissertation is the claim that the current legislation constitutes an adequate legal basis for the implementation of electronic public procurement. The second hypothesis states that the electronic public procurement is more efficient and more transparent than the public procurement without electronization. Examining the first hypothesis was chosen in order to determine whether it is necessary to change the law for the possibility of fully electronic public procurement. The second hypothesis, then, in essence asks whether electronization of public procurement improves the efficiency of public procurement and whether it contributes to increase the transparency of public procurement.
Public Private Partnership in the Czech Republic

The dissertation describes the current situation of Public Private Partnership (PPP), and then analyzes the development of this concept in the Czech Republic from 2004 to the present time, especially regarding to the implementation of Governmental policy in the field of Public Private Partnership declared in the key resolutions of the Government, institutional ensure and number and volume of the implemented projects. This dissertation also defines the main causes of failure of Public Private Partnership in the Czech Republic. Moreover, the thesis also includes a comparison of Public Private Partnership in the Czech Republic and in selected European countries (Slovakia, Croatia, Portugal) and formulation of the preconditions for successful implementation of Public Private Partnership in the Czech Republic in the future.
Fundraising possibilities of Non-Governmental Organizations in the Czech Republic focused on Clubs residing in Prague

The subject of the thesis is a review of funding process of non-governmental organization Spolek II. TURNUS. This topic is very crucial as many NGOs would hardly operate without the support of various funds. The theoretical part of the thesis introduces the meaning of NGOs and fundraisings. It monitors the development of NGOs and describes changes that have taken occurred since the new Civil Code has taken effect. Furthermore it summarizes the analysis of multiple financing sources in domestic public budgets but also EU budgets. The practical part analyzes the expenses of a NGO from domestic public budgets in 2013 and systematically monitors financing of Spolek II. TURNUS. The efforts to obtain funds from public domestic budgets of Spolek II. TURNUS in 2014 are described along with comparison to the level of difficulty to process individual projects. This part also introduces plans of Spolek II. TURNUS for fundraising in 2015, whether it was already successful or what are the expectations while getting a financial support. The conclusion depicts changes that Spolek II. TURNUS could perform in order to maximize the support from domestic public budgets. The thesis highlights the difficulty of processing and lack of transparency of the projects for obtaining grants and funds.
