Selecting Criteria for the assessment of the disproportionate costs associated with the implementation and objectives of The Water Framework Directive 2000/60/EC

This paper tries to answer the question related to the implementation of one of Europe's most influential EU-directives, the Water Framework Directive. The Directive requires Member States to achieve good ecological potential and good surface water chemical status for bodies of water until year 2015. If the states cannot achieve those objectives within this period, then there may be grounds for exemptions from the requirement to prevent further deterioration of to achieve good status under specific conditions. One of those conditions could be that, the completing the improvements within the timescale would be disproportionately expensive. Question which is examined in this paper is, what criteria would be most appropriate for determining the disproportionate costs. Based on the review of most WFD-related studies and EU legislation are selected criteria, which should be used for the assessment of the disproportionate costs.
Water demand a it's determinants in Czech Republic

What are the structure of household water use and the factors determining residential demand for public water? A survey was carried out in rural areas of the Central Moravia Region, providing specific information on the conditions and the characteristics of water use on household level. Collected data are analyzed using multiple regression, revealing use of alternative water sources together with gardening as main determinants of household water demand.
Analysis of economic and environmental effects of detergents' compactation

This master thesis studies environmental effects of a detergents' compactation project. The theoretical part describes negative environmental effects of detergents' use and foreign initiatives having successfully led to decrease of these effects. The analytical part evaluates the information campaign focused on customer behavior and detergent dosage through a market survey. Lower detergent consumption is a prerequisite of a decreased negative environmental impact. Market data showing real detergent consumption are compared to expected development. Results of the market survey and the market data analysis show that a change in consumer behavior was not sufficient; and therefore, the compactation project was not successful.
The Comparison of Theoretical Approaches to the Environmental Protection and Their Application on the Problem of Water Allocation

Práce se soustředí na komparaci východisek neoklasické environmentální ekonomie, ekologické institucionální ekonomie a tržních přístupů k ochraně životního prostředí. Uvedené tři ekonomicko-teoretické směry v současné době představují hlavní paradigmata v rámci ekonomie životního prostředí a soupeří o míru vlivu na ekologickou politiku jednotlivých států či nadnárodních organizací. Jelikož tyto směry dochází k diametrálně odlišným doporučením ohledně preferovaných režimů správy přírodních zdrojů (státní, komunitní či soukromé vlastnictví), je cílem komparace nalézt prvky pro možný společný postup či naopak identifikovat příčiny hlavních odlišností. Ucelené srovnání všech tří ekonomicko-teoretických směrů nebylo doposud provedeno, což vede k izolovanému vývoji všech tří sledovaných paradigmat.
Analysis of the water pricing structures in relation to objectives efficiency, sustainability and equity

Expenditures on water are the significant part of aggregate household spending and their height depends on a design of tariff for public water supply and sewage services among others. This diploma work describes different water pricing structures used in foreign and shows how each structure can be used to achieve objectives -- efficiency, sustainability and equity. The Czech system of price making is referred to as efficient but unfair because it doesn't take in consideration households with low incomes. Because of the continual rise in prices affected by fulfilment standard of the European Union are expected future problems with social acceptability of water prices. The goal of the work is to find possible modification of regulation which might solve this problem.
Private law and environmental damages caused by local storm flood

This thesis deals with compensation of environmental damages. It focuses on the possibility of this instrument to reduce damages caused by local storm flood in contemporary law system. The paper describes legislation of soil protection, flood and compensation of damages and access to solution of compensation of environmental damages in common law, in the world and in the Czech Republic. At the conclusion of the thesis is introduced an example of suit about compensation of damages caused by local storm flood and the conclusions of interview and correspondence with lawyers.
Analysis of water demand depending on the level of temperature and precipitation

The demand for water is a very specific variable determined by many factors. The thesis aims to explain how does weather condition influenced the overall character of water demand. Predictions of climate change shows that in terms of CR it can expect changes in total precipitation during the seasons, the increase in average temperatures and a change in the variability and intensity of extreme events. The analysis therefore focuses on clarifying the impact of the level of temperature and precipitation on water withdrawals from public water supply. Analysis used daily data on the collection of water from public water supply for each interested location and daily hydrological data on the level of average daily air temperature and daily rainfall.
Analysis of the applicability of tradable permits in water management in Czech Republic

Tradable permits are currently among the most frequently used market-based instruments of environmental protection. The aim of my work is this tool to explore and then implement the water management in the Czech Republic. I'm going to try to answer the fundamental question is whether a tool that can be in our legal environment to apply to the taking of surface water for industrial use? This method of solution is used, especially abroad, especially in the U.S. and Australia. I'm going to use the literature and resources in this particular part of the world. In my work I rely on both scientific literature and articles written on this subject and obtained from the primary sources of research systems in other countries. The analysis of the Czech environment, the focus on water authorities and companies to individual basins, which are according to our laws the central government in this matter.
Compensation for damage as an instrument for solution of damages in case of floods

Floods in The Czech Republic more often damage private property. Majority of such damages is caused by water stream itself. There are also situations, where damages are caused in case of dereliction, infringement or violation of statutory duty. The Czech legislature defines legal instrument - Compensation for Damage. This work examines how this instrument is used in cases of flood damages, where someone is guilty. We examine legal (court) processes for Compensation for Damage by an application of IAD Framework and Stakeholder Analysis. Results are as follows. The examined legal instrument is seldom used. In the conclusion there are discussed possible grounds of these research results and steps/provision for more frequent application of Compensation for Damage in consequence of floods.
Motivation to protect soil from erosion

The aim of this paper is analysis of particular aspects which influence land users in their behaviour, acting and approach to the land protection of erosion. The paper points out factors which lead to motivation and demotivation and influence participants in order to legal aspects and owners' relation to nature resources. The main question is if land users are motivated to protect land or not. The institucional analysis of Elinor Ostrom, known as Institutional Analysis and Development Framework (IAD) is crucial to profound the results. Particular steps of the method help to cover all the questions which are significant to evaluate effectivness of politic system in order to land protection of fast erosion which interfere to many sectors of půblic economy.
