Local Politics of Slovak Municipalities under the Forced Administration

The diploma thesis deals with the issue of forced administration in municipalities in Slovakia. The aim of the diploma thesis is to analyze the municipal policy of Slovak municipalities in forced administration. The theoretical part defines the terms related to the issue. The analysis and research in the practical part of the thesis aimes to point out the state of municipal policy of municipalities that were or are currently under compulsory administration, as well as the state of the institution of compulsory administration of municipalities in Slovakia and outline the necessary changes. In a comparative multi-case study, the features of municipalities at the time of economic collapse and the introduction of forced administration were identified and specified. It was found out how the forced administration in selected Slovak municipalities affected municipal elections, candidacy, turnout and local democracy. For the data collection, substantial interviews were conducted with representatives of municipalities whose municipality is currently under compulsory administration and with representatives of municipalities of former forced administration. The Position of political parties to the Shared economy: Case study of the city of Prague

The following bachelor thesis focuses on the issue of sharing economy and the position of czech political parties towards it. At the beginning of the thesis the author analyzes the definition of a sharing economy, its various types and problems associated with it. At the same time she also presents the positives that a sharing economy offers. The focus is put on three most common types of sharing economy - shared accommodation (through the Airbnb platform), shared ride (through the Uber platform) and carsharing. The thesis describes the current legislative framework of each sector in the Czech Republic and also mentions examples of foreign legislation. The main aim is to outline the likely future steps of the Prague City Council in the regulation of shared economy. The author also compares opinions amongst and within the political parties during the last two election periods. The result of this bachelor thesis is a systematic view of the issue of shared economy in Prague in both election periods, and an outline of the likely development in the coming years. Development of party STAROSTOVÉ A NEZÁVISLÍ - from the local organization to the parliamentary party

The Mayors and Independents Movement (STAN) is in many aspects of the Czech party system a specific political entity to which has been paid insufficient attention in the academic sphere so far. Therefore, this diploma thesis comprehensively presents the origin and development of the Mayors and Independents movement in a descriptive form of a case study. Partial research questions aim to assess the degree of institutionalization of the STAN movement from the point of view of the theories of the authors Angel Panebianc or Vicky Randall and Lars Svåsand as well as the placement among the classical typologies of political parties from the point of view of internal party organization. The first part is analytical research focused on internal party processes, organizational settings, mutual relations between stakeholders, membership status and analysis of the structure of the STAN movement. The second part is devoted to the ideological and programmatic definition of the STAN movement, within which, in addition to program documents and attitudes of leading actors, the self-profile of the membership base from the data of the questionnaire survey is examined. Associations as political actors in small municipalities? Case study of Brandýs nad Orlicí microregion

This diploma thesis aims to provide insight into the municipal system in small municipalities. The work consists of two parts, a literature search and a research analytical part. The subject of the research is a discussion of Czech and later also German authors who deal with communal politics. The subject of this work is the role of associations as political actors in small municipalities with less than 300 inhabitants. The results of the research demonstrate the identical and different features of the Czech and German debate regarding small municipalities and the involvement of associations in political life. As a result, several variables were identified that are repeated for the authors. The sample is 10 municipalities from the Brandýs nad Orlicí micro-region, which are compared with each other in several areas. Municipalities are very similar, especially in terms of population, and thus the sample is relevant for mutual comparison between municipalities. The subject of the research is the identification of federal candidates and representatives, the support of associations from the municipality and the motivation of federal candidates for candidacy. State, Region and Municipality cooperation in planning and implementation of traffic structures: Case of completion of the D1 Motorway in the Říkovice - Přerov section

This work was focused on the procedure of the state in the traffic construction realization and the intervention of municipalities and regions in this procedure. The process of approving traffic constructions can be divided into five phases, the strategic phase, the conception phase, the land preparation phase, the construction preparation phase and the pre-implementation phase. Each of these phases has certain steps that must be followed. Municipalities and regions can enter the process at several points, the most important of which is the entry into the research study, the EIA process and the territorial proceedings. Municipalities and regions can also influence the warrant approval of traffic constructions with other resources, such as media coverage of the problem, petition events and cooperation with other autonomies. Another goal of the work was to reveal what complications are taking place in approving the completion of the D1 motorway, section 0136 Říkovice - Přerov. I carried out a case study and found out that the completion of the examined section was complicated by a lack of funds, the need to repeat the territorial proceeding with obtaining an exception from the EIA process. Content analysis of the Středoevropan.cz website

This bachelor thesis provides a comprehensive insight into the content of the far-right website Středoevropan.cz. The work tries to reveal which topics, which are also typical topics for far- right, are dominant for the website as a whole and at the same time for each of the tree examined section separately. The three main sections are Home Front, World and Fortress Europe. In the theoretical part, the work briefly introduces far-right movement, its ideology and current development. In the practical part of the thesis, the method of content analysis of selected articles published on the website in 2017 and 2018 is preformed, which revealed the main topics dominant on the website. After the compilation of dataset and the coding scheme, seven categories were created, which represented individual topics important within the far right, and into which the text were sorted, after these steps it was possible to proceed to the coding process. The results of the content analysis discovered that the main topic of the site is resistance to multiculturalism. For all of the three sections in both years, the dominant topic was the same. The bachelor thesis "British government relations with territorial departments in Scotland and Wales after 1998" focus its aim on describing powers of government territorial offices Scotland Office and Wales Office, examine its relations with British government and the distinctions of their powers during devolution years. The main topic of this work is to analyse and describe the motives that lead to set those powers and resolve their changes. The case study is working with assertion that main cause to these changes is the political factor rising out of the centre therefore the work submits an analysis of government devolution acts and how these acts changed institutional framework and intergovernmental relations. In its major part, the work is focused on first and second devolution stage and deals with British government intentions in territorial departments. Implementation of Local Agenda 21 in the Czech Republic. Case Study of Prague, Prague 10, Prague 14 and Chrudim

The thesis deals with the implementation of the Local Agenda 21 (LA21) method in the Czech Republic and the possible real change of municipal policy as a result of this method. The author chose four case studies for his research (Prague, Prague 10 city district, Prague 14 city district, Chrudim city) selected by the so-called "most different system design" method, ie successful municipalities on the one hand and unsuccessful on the other. In addition to this dichotomy, the author adds a perspective of different types of municipal system: city vs. city district. The methodology of the thesis is based on two pillars - content analysis of strategic documents and the current outputs of the individual municipal offices, and semi-structured interviews conducted by the author, which clearly shows that the LA21 method is a strongly political subject, depending on the current level of political support, which fundamentally influences whether or not real change of the municipal policy towards sustainable development at local level. Autonomy of City Districts: Case Study of the Capital City of Prague

1 Annotation Almost every European capital city is subdivided into sub-local units. This territorial division is a result of the decentralization of public administration. Sub-local parts of municipalities in different countries have different degrees of autonomy. Czech municipal system defines the institute of a statutory city, which can be subdivided into city districts. In contrast to these cities capital city of Prague must divide its territory into city districts. However, capital city of Prague has a specific position of municipality, region and capital at the same time, which means that the powers of municipality, region and capital accumulate here. This specific position is also highlighted by the fact that it is governed by its own law in comparison with other statutory cities in the Czech Republic. This bachelor thesis aims to analyze and evaluate the degree of autonomy of city districts of Prague. Furthermore, whether the current level of autonomy corresponds to the real needs of city districts in capital city of Prague.
