Cílem této práce bylo zjistit, jaký je postup státu při realizaci dopravních staveb a jak do tohoto postupu zasahují obce a kraje. Postup schvalování dopravních staveb lze rozdělit do pěti fází, na fázi strategickou, fázi koncepce, fázi územní přípravy, fázi stavební přípravy a fázi předrealizace. Každá z těchto fází má dané kroky, které musí být dodrženy. Obce a kraje mohou vstoupit do procesu v několika bodech, nejvýznamnější je vstup do vyhledávací studie, do procesu EIA a do územního řízení. Obce a kraje mohou schvalování dopravních staveb ovlivnit také dalšími nástroji, jako je medializace problému, petiční akce a spolupráce s ostatními samosprávami. Dalším z cílů práce bylo odhalit, jaké komplikace probíhají u schvalování dostavby dálnice D1 úseku 0136 Říkovice - Přerov. Provedla jsem případovou studii a zjistila, že u dostavby zkoumaného úseku nastaly komplikace s nedostatkem financí, s nutností opakovat územní řízení, se získáním výjimky z procesu EIA. Proti dostavbě vystupují občanské spolky, které se proti vydaným rozhodnutím odvolávají a v každém kroku řízení a proti výstavbě podávají připomínky. This work was focused on the procedure of the state in the traffic construction realization and the intervention of municipalities and regions in this procedure. The process of approving traffic constructions can be divided into five phases, the strategic phase, the conception phase, the land preparation phase, the construction preparation phase and the pre-implementation phase. Each of these phases has certain steps that must be followed. Municipalities and regions can enter the process at several points, the most important of which is the entry into the research study, the EIA process and the territorial proceedings. Municipalities and regions can also influence the warrant approval of traffic constructions with other resources, such as media coverage of the problem, petition events and cooperation with other autonomies. Another goal of the work was to reveal what complications are taking place in approving the completion of the D1 motorway, section 0136 Říkovice - Přerov. I carried out a case study and found out that the completion of the examined section was complicated by a lack of funds, the need to repeat the territorial proceeding with obtaining an exception from the EIA process.
