Abstrakt Disertační práce prezentuje výsledky empirického šetření provedeného v roce 2009, jehož cílem byla identifikace stanovisek a perspektiv aktérů české drogové politiky týkajících se užívání nelegálních drog a souvisejících problémů. Práce vychází z teorie koalic aktérů, která je aplikována na drogovou politiku v České republice. Ta je spolu se stručnou analýzou rozsahu a závažnosti problému zasazena do kontextu vývoje drogových politik ve světě a EU a jsou popsány její prvky a aktéři. Empirické šetření aktérů bylo provedeno pomocí metody Q, která ve vzorku 24 účastníků identifikovala celkem tři nezávislé faktory reprezentující tři odlišné perspektivy. The Magnitude of Governance in Addressing HIV/AIDS Problems in Ethiopia

This case study seeks to understand the scope of governance in addressing HIV/AIDS issues in Ethiopia by making use of HIV/AIDS partnership forums that exist in the country. All individuals representing the government sector, the NGO sector, the for profit sector and HIV/AIDS Prevention and Control Office (HAPCO) both at the national level and in the three regions namely Oromia Region, Southern Nations, Nationalities, and Peoples' Region (SNNPR) and Addis Ababa have been interviewed. Additional data were gathered using a PARTNER tool survey and also relevant documents have been analyzed. The social capital and governance theories create a framework where actors enjoy partnerships and use the benefits in both policy making and implementation. With the help of a problem tree and thematic analysis the study describes the causal effect relationship of the factors affecting partnerships and their ultimate consequence in maximizing social capital and governance. Accordingly, the thesis identifies the specific effects of the 2009 law on partnership endeavors in particular and HIV/AIDS policy implementation in general. Moreover, the study points out the existence of insufficient partnership in both decision making and policy implementation.
Classification of rural municipalities by developmental potential

The issue of rural areas in the Czech Republic concerns about 5,800 municipalities, what is 93 % of all municipalities in the CR. These municipalities cover more than three-quarters of the CR territory where live over 3 million inhabitants, more than one third of the total population of the CR. Although there is consensus that the countryside faces a lot of problems which affect the lives of many people on a large territory, the adequate attention to this topic is still not given by official authorities. This confirms the facts that the CR has not adopted a clear definition of rural areas yet and the rural policy is not a priority of programs of political parties. But the urgency of solving problems in recent years stepped up. Quantity of scientific teams that focus on countryside problems increased. They are defined different typologies of rural areas, are seeking methods for dissolve disparities among different areas, there are efforts to measure the development potential of municipalities. This thesis brings to you a salient theme: Private for-Profit News Media (Print and Broadcast; irrespective of the platform on which it is disseminated) based on an interesting topic: Migration in order to explore theoretically and empirically how to model the social impact of the existence of media in a given socio-political, economic, legal and cultural context namely the United States of America and the United Kingdom at a given period: Year 2015. The political dimension of social exclusion of elderly people as a result of the digital divide

The diploma thesis deals with the phenomenon of the digital divide and its influence on the quality of life of seniors. The digital divide - a product of the modern information society - is one of the major factors influencing the social exclusion of elderly people. The theoretical part of theses introduces the concept of active aging as a way of successful solving problems associated with the population ageing, as well as a prevention of the exclusion of seniors from both society and participation in public affairs. The author mainly focuses on the issue of how are seniors in the Czech Republic at risk of exclusion as a result of digital exclusion. In the practical part, the present level of digital literacy of Czech seniors is explored. Following qualitative research - semi-structured interviews with experts - aims to find out whether the digital divide represents a social problem for the elderly people in the Czech Republic that contributes to their inequal position among the society, or even causes their exclusion from the participation in governance, and consequently, reduces the quality of their lives.
Research of expert capacities of Czech political parties in the field of reform of the pension system

Political parties in the Czech Republic have a dominant position in decision-making and nomination of public representatives. At the same time they must deal with complex problems, such as pension reform. I suppose therefore that they need an expert opinions for building their decision-making. Therefore, I would like to figure out my research how to deal with this, how they are able to generate the requisite expertise and how that expertise is used in the final decision. I wonder how institutional arrangements of political parties affects the process of creating professional views on public policy, namely to focus on the reform of the Czech pension system. Where and how exactly are formed the expert views on the functioning of the pension system in different political parties? I would like to reveal the basic criteria that determine who is considered an expert, and how this person is related to the organization of political party. I also focus on mainstreaming expertise during the subsequent political decisions. The basic methods of research will document analysis, interviews and observations.
The Retirement Age - the development and determinats influence over its changes

The diploma thesis generally focuses on pension systems, specifically on the institution of retirement age. This institution is very important for the old-age pension system and its stability. Retirement age is an important determinant of every pension system. Demographic and economic state of society depends, among other things, on age at which citizens can retire, it's associated with standard of living of state residents. It also affects job opportunities. Since its inception the retirement age in the Czech Republic has gone through many modifications. Based on the theory of actor-centered institutionalism, the diploma thesis addresses the determinants that influenced the development of retirement age institute, including its institutional framework and actors involved in its changes. It also deals with its developmental stages. Comparison with the development in Slovakia (in some parts of diploma thesis only) will be enriched the conceptual, empirical as well as methodological realm of the thesis. Czech and Slovak Republics have shared history but the pension systems of both countries have considerably diverged. Comparison of pension systems in the Czech Republic and the United States of America

This thesis present an analysis of pension systems in the Czech Republic and the United States of America, according to the status in 2013. The aim is to make comparison of pension schemes based on defined criteria, that are budgetary responsibility, the quality of life for the elderly, social justice, social solidarity, equivalence and financial sustainability of the pension system. Another objective is to compare each pillar of the pension systems and analyze the different elements of the benefits that are provided from mentioned pillars. Theoretical basis include the Welfare State theory, the theory of public finance and the theory of market, state and civic sector and the criterion anchoring of the reform. The research is devoted to the analysis of pension systems ability to provide an adequate income in retirement, what is the real purchasing power of pensioners, whether the pension systems are due to unfavorable demographic development in the future financially sustainable and how the pension system encourages older workers to remain in the labor market.
The Social Economy as Means for Community Development in Current Society.

The dissertation focuses on the potential of social economy for the community development and strives to answer the question which methods are to be used to monitor and prove impacts of social enterprise. The dissertation discusses social entrepreneurship in a broad theoretical context and it is complemented by the empirical research of social impact in a selected local community. The theoretical part focuses on selected perspectives of communitarian ideas that emphasise communities as the particular entity anchoring its members emotionally, morally and support their practical civic attitudes and political habits. These characteristics clash with the current request for individual accountability and moral choice, typical for modern society. The chapter also analyses relations between global economic processes and local activities and consequently points at vulnerability of local communities. The submitted work indicates new ideas that respond critically to some features of economic globalisation and that provide local solutions to a variety of aspects of social life: economic, social, political and ecological. Efficiency of social services funding

Diploma thesis deal with effectiveness of social service's funding. Its aim is to describe and to evaluate the system of social service's funding. Thesis focuses on two providers of subsidies - Ministry of Labour and Social Affairs and regions. In theoretical part describes the method for allocating funds between social services. It is based largely on publicly available documents of regions and MLSA. In the practical part presentation development of social service's expenditures between 2007 - 2013. Diploma thesis subjects social service's expenditure to analysis based on 4E criteria. Fulfilling the criteria of effectiveness is examine by using the correlations method. On selection social services also apply the method of multi-criteria decision. To set criteria, indicators and their weights co-operate professionals from the relevant department of the Regional Authority. Thesis includes several theoretical concepts, on which basis are outlined possibilities of change in the way of social service's funding. This thesis also deal with legislative change that occurred during its processing. It describes also a new method for allocation of public resources between social services.
