Czech humanitarian aid following tsunami in South-East Asia

The subject of this thesis is Czech humanitarian assistance provided to the regions of South-East Asia hit by the tsunami on December 26th,2004. The thesis is aimed at the humanitarian aid provided to Sri Lanka The thesis is composed as a case study using the methods of expert investigation, semi- standardised interviews with participants and document analysis. The introduction contains the theoretical grasp of humanitarian assistance, its definition, classification, theories and legislative framework. One of the introductory subchapters deals with the topic of humanitarian assistance as a part of the public policy, definition of key participants, interests and sectors in which the participants play their roles is provided. The main part of the thesis - the particular analysis of tsunami humanitarian assistance - is oriented at three spheres. The first one is the official assistance provided by the Czech Republic from the state budget. The second sphere is formed by the activities of NGOs financed mainly from the public collections. Activities of individuals who provided assistance in the form of their own projects were also included. The third part concentrates on these activities. Terrorism from the perspective of public policy

Area of interest regarding this master thesis is the fight against terrorism at European Union level. The work then aims to analyze how effective the EU institutions in the fight against terrorism, Europol, Eurojust and the CTC, are. The first part focuses on the issue of terrorism itself, by the help of comparative analysis and data analysis the possible root causes of terrorism and issues regarding radicalization are discussed. The second part is devoted to the actual effectiveness of the main EU institutions in the fight against terrorism and consequently to the security threat associated with the issue of foreign fighters that became a priority agenda within the EU counterterrorism. These sections has also been prepared on the basis of empirical research since semi-standardized interviews with experts in this field were conducted. It was investigated, that the EU institutions in the fight against terrorism have several weaknesses, and there are several limits in their fight against terrorism. Conversely, in the context of foreign fighters the EU has managed to adopt several concrete and directed measures.
Policy of legally held firearms in the Czech Republic.

The aim of this dissertation is to present the issue of legal possession of firearms in the Czech Republic and identify problematic areas within this topic. Dissertation examines whether the current policy of legal possession of firearms is adequate, considering all consequences that this possession brings. Considerable attention is paid to this policy tools and unintended consequences. Dissertation uses the method of desk- research. Within its boundaries content analysis and comparison of available data and documents is made. In the empirical part semi-standardized questionnaire with experts selected from specific areas was conducted as well as a questionnaire survey with license applicants and holders. The main bodies of theory are cultural theory of risk and other heuristics describing distorted risk perception, as well as ethnic security dilemma, which is relevant considering the current threats. Particular empirical support was found, which suggests misperception of risks, when insignificant risks -as driving force for firearms acquisition - are overrated. The role of private security agencies and their status in the labor market

The dissertation "The role of private security companies and their position in the labor market" focuses on a comprehensive assessment of the state of commercial security in the Czech Republic in terms of the legislation, which define their existence and activities. The main emphasis is on the state, as major customer security services - the dissertation examines the way in which they are purchased by the security services and the consequent impact on the commercial security market in the Czech Republic. The first part describes the theoretical and factual bases, which are necessary for the empirical part of the dissertation and interpretation of the findings. This is essentially a brief history of private security services, their typology and the role they occupy in the security system of our country and also about the current legislation, which regulates the activities of private security services. The research mainly uses the method of case study are explored individual "cases", fives tenders for the purchase of security services according to the "Law on public procurement", which are then processed into generalizing case studies. Analysis of Defence Research and Development in the Czech Republic

Defence research and development is an important public policy phenomenon, which represents a relevant part of security policy and interferes with many other areas when considered in a wider perspective. My diploma thesis presents an analysis of the Czech policy of defence research and development and an international comparison with the Netherlands and Slovakia. Governmental policy in this area is relatively pro-active as regards its declared settings. On the other hand, its actual practise reveals many problematic areas. Ministry of Defence's expenditure on defence research and development has been falling since 1999 and recently finds itself well below the limit guaranteed by the law. Insufficient utilisation of foreign financial support might be considered negatively as well. The analysis that I carried out in my thesis identified fundamental shortcomings of the Czech system, the functioning of which is far from being optimal. The deficiencies have mostly a systemic manner and can not be solved by partial changes. Due to this reason I propose an alternative set up of the Czech policy of defence research and development, based on a shift to the agency model inspired by the Dutch experience.

To suggest possible ways to increase the prestige of the police, the analysis of the occupation, professiography analysis covering the job description, time frame, card minimum entitlements and actual professiography questionnaire. For the creation of an appropriate strategy, was still prepared SWOT analysis to identify the strengths and weaknesses of the police, possible opportunities and risks, which must be avoided. The Impact of the 2007 - 2009 Reform of the Police of the Czech Republic on Police Performance

This paper deals with the impacts of the 2007-2009 Reform of Czech Police on its performance, it focuses on the transformation of police work with respect to the legislative framework of the reform. It provides insight as to how the reform influenced the conduct of common policemen and how it was perceived by both the policemen and the public. In its theoretical part, the paper puts the reform in the context of Theory of Public Management, Organization Theory and Theory of Bureaucracy. The author describes major changes in police law which took place at the beginning of 2007 and 2009. He compares extensive Citizen satisfaction surveys with the performance of Czech Police versus the objectives of the reform as well as reflects both on the 2001-2011 public confidence surveys conducted by the police in 2001 - 2011 and internal police surveys on the police reform in 2009. The author evaluates the reform's impact on the work ethics of policemen, on the number of policemen recruited into the police service as well as the number of policemen who left the police force. The thesis on The process of implementing modern information technologies in public administration with a focus on the Police of the Czech Republic deals with the progressive modernization of the administrative processes at Police of the Czech Republic. It describes and analyzes a particular example of the implementation of new electronic system called Evidence of Criminal Proceedings. Until now used method of evidence called the Diary of a criminal case files was mainly based on the principle of keeping paper documents in each part of organization. This thesis trying to compare the previously used system with newly introduced system and also makes reference to the various implementation models, which could be possible used during the introduction of an information system Evidence of Criminal Proceedings. Diploma thesis "True reasons which lead people into polling station" is tasked to detect motivation which affects an electoral behaviour of citizens, concretely their active participation in an election of their political representatives, considering the matter of fact that elected incumbents are those who work out all measures of public policy. There is enforced the legitimizing character of election, which displays the decreasing voter turnout as pathological phenomenon destroying the basics of democratic society, and sight on elections as an institution mediating between citizens and shape of implemented public policy. The theoretical part of thesis gives an overview of various concepts interpreting a voter turnout as an effect of endogenous and exogenetic factors. The paradigm are the theory of sources and the theory of representation, accenting on importance of the endogenous factors, and contextual theory, theory of motivation and racional choice theory, referring to key influence of the exogenic element.
