Implementation of legal normes changes in document management rules in municipal district authorities of Prague 1-Prague 10

(in English): The diploma thesis deals with the status of municipal district authorities in Prague, legislative regulation in the field of records management and document management rules of municipal district authorities of Prague 1-Prague 10. The aim of the thesis was to make detailed analysis and critically evaluate the document management rules, records retention schedules and other internal regulations related to the records management of municipal district authorities of Prague 1-Prague 10, which were selected for the purposes of this thesis due to their size. The thesis is divived into a theoretical and a practical part. The theoretical part introduce status of municipal district authorities and their offices in the system of public administration and as public agencies, which is essential for the purposes of this thesis. Furthermore, the legal normes and their amendments regulating the records management are listed. Introducing the document management rules as the internal organizational norms was not set aside either. Electronization of public administration at the level of fundamental territorial self-governing units - the Kladno district

The presented diploma thesis deals with the electronization of public administration at the level of basic territorial self-governing units in Kladno district. The thesis is divided into two parts - theoretical and practical. The theoretical part of the diploma thesis gives a comprehensive overview of the development of the electronization of public administration in the independent Czech Republic from the beginning of the 1990s of the 20th century, with an emphasis especially on the changes that took place from the year 2008 (the adoption of the "eGovernment Act") to the present day. This work reflects the definition and the most current legislation, the goal of which is the gradual expansion of electronization and digitization of all levels of public administration. In the practical part of the thesis, attention is paid to the current state of electronization in selected basic territorial self-governing units in the Kladno district. The research is focused specifically on the analysis of the performance of file service in the context of eGovernment and the level of services provided in the Zlonice and Vraný townships, and at the same time on the comparison of different forms of performance of the file service in the townships mentioned above. Prof. Milada Paulová – historian of the First Resistance

The primary aim of the study is to bring closer the complicated personality of the Czech historian, originally a Byzantologist, Milada Paulová, and her efforts to accept modern history as a relevant scientific field. Since M. Paulová was one of the so-called engaged historians, her attitude to the Czech and South Slavic anti-Austrian resistance during the First World War and the subsequent establishment of the Czechoslovak Republic was analyzed. The research of the surviving sources so far has shown that the “involvement” of M. Paulová and her preference for modern history – the anti-Habsburg resistance comes later, in connection with her stay in the Kingdom of SHS (1920–1921). The forming influence on her further professional direction was personal contact with personalities of the Czech and South Slavic resistance, as a result of which she essentially left her career as a Byzantologist. At the same time, the study reflects her points of view and briefly evaluates her life’s works: “Jugoslavenski odbor” and “History of Maffia”.
File service and Office of the Municipal District of Prague 12

In its introductory part, the bachelor's thesis will focus on a brief description of the issue of the file service in the Czech Republic and its development in the last 30 years with an emphasis on the electronization of public administration. The elektronization of public administration will reflect the beginnings of eGovernment, the concept of building eGovernment in the Czech Republic 2018+ and its IT support, eGovernment projects of the central administration and legal regulations regulating the issue of electronization. The focus of the work will be on the analysis of the management of the file service at the Municipal Office in Prague 12, which will take into account the development of the file service in relation to changes in public administration and internal organization of the Office. History and working of records managements between years 1945-2021.

The submitted diploma thesis deals with the development of the file service performed on the territory of the Czechoslovak, later independent Czech Republic. The theoretical part of the work is devoted to the history and development of the file service since 1945, when it takes into account the subsequent internal political and geopolitical changes that had an impact on this area. The main attention is focused on the transformation of the file service management from paper form, the file service management in electronic form, where due to the modernization of office and the growing volume of documents in electronic form the use of electronic file service systems and information systems managing documents. In this context, the thesis presents a comprehensive overview of legislative changes. The practical part of the work is devoted to the management of the file service and its differences in selected private law authors - lawyer, notary and bailiff. Women coming to the office of Charles University (20's 20th century)

This bachelor thesis deals with the arrival of women in the office of the Charles University during the first years of independant Czechoslovakia. Based on a comparison of period publications, secondary literature, and subsequent analysis of the archival sources of the Charles University, the aim is to map when and under what circumstances women entered the Charles University office. An analysis of the personal files of clerks leads this work to the conclusion that the first women enroll at Charles-Ferdinand University at the end of the Austro-Hungarian Empire. The thesis describes the positions in which officials worked, what their working life was like, and what their career opportunities were. The bachelor thesis is divided into three main chapters. The first of them focus on social changes in the status of women during the 19th century and at the beginning of the 20th century, the second chapter deals with the office of the Charles-Ferdinand and then the Charles University and the arrival of the first women as officials, the third chapter is devoted exclusively to officials of Zdeňka Čacká. My master thesis is dedicated to the registry and anonymisation of contracts in general, but also discusses the various reasons of origin, significance and function of the register of agreements. It also addresses contract registry from the standpoint of Czech legal order. Moreover, this paper examines contract disclosure, eGovernment development in Czech republic, as well as the implementation of person data protection. In my research I am analyzing the subject of anonymisation of contracts in the National film archive, and also the methods and options of anonymisation. In addition, the part of my research deals with the statistics of the published contracts and orders. I hereby declare that this master thesis only include current scientific literature, online resources and relative legal norms.
Bank of Czechoslovak legions in 1919-1938

Předkládaná disertační práce má za cíl zpracovat pokud možno celistvý obraz, na československém meziválečném peněžním trhu do značné míry ojedinělé, bankovní instituce - Banky československých legií. Těžiště práce spočívá ve sledování důsledků hospodářských aktivit čsl. legií v Rusku, ideových motivů a politicko-vojenských okolností doprovázejících založení banky. Dále pak v analýze struktury banky a rozkrytí jejích obchodně podnikatelských aktivit v období I. republiky. Ojedinělý byl již způsob, načasování a místo vzniku Legiobanky, kdy těžiště jejích počátečních obchodních aktivit leželo na území cizího státu, zmítaného válkou. S tím souvisí otázka z jakých zdrojů pocházel akciový kapitál Legiobanky. Dosavadní poznatky určily za hlavní zdroje vklady Vojenské spořitelny a zadržené služné vojáků, ale problémem zůstávala obvinění vznášená jak v dobovém tisku a publikacích bývalých bělogvardějských generálů, tak v sovětské vědecké literatuře, že Legiobanka vznikla na základě ukradeného ruského zlatého pokladu. Vzhledem k tomu, že Legiobanka během svého působení na Sibiři hrála aktivní roli v nákupu surovin pro československý průmysl (surovinová akce), k čemuž použila vedle vlastních peněžních prostředků (vklady Vojenské spořitelny) také peníze státu (zadržené služné), pokusila se předkládaná práce vyhodnotit...
Impact of the IDD Act (Act no. 170/2018 Coll., on Insurance and Reinsurance Distribution) on the Documentation Service in the Insurance Industry

The aim of my work is to find out what changes and impacts were brought by Act No. 170/2018 Coll. i.e. regulation applicable to the distribution of insurance. In the first chapter, I deal with records management, where I describe in detail its individual parts and who are the originators. The next part is the laws where I briefely describe Act No. 38/2004 Coll. on insurance intermediaries and independent claims adjusters and on the amendment of the Trade Licensing Act and then Act No. 170/2018 Coll. on distribution and security. In the penultimate part, I deal with the changes that have occurred as a result of the law in the XX insurance company. The last part is the practice in the XX insurance company, before and after the law was passed. The Records management and proposal of implementation of an electronic records system in the City of Prague Museum

The presented bachelor's thesis deals with the development of the records management performed on the territory of the Czechoslovak and later independent Czech Republic. The theoretical part is devoted to the history and development of the records management system since 1918, where it considers the subsequent domestic and geopolitical changes that had an impact on this area of expertise. The main focus of this thesis is the transformation of the records system from paper to electronic form, where the use of an Electronic Documents and Records Managing System (EDRMS) is promoted due to the inevitable modernization of office work and the growing volume of electronic documents. In this context, the thesis also presents a comprehensive overview of the relevant legislative changes. The practical part focuses on the analysis and performance of the records management system in the City of Prague Museum. At the conclusion of the thesis a proposal and arguments for the electronization of the records system are presented, resp. the implementation of EDRMS as a framework important to any organization to secure effective document management.
