Systemic corruption in Liberec

The diploma thesis "Systemic corruption in Liberec" focuses on the problematics of systematic corruption and clientelism in post-communist society. It is launched as a case study (Yin 1994, 2003, Flyfbjerg 2006, 2001) whose frame remarkably exceeds ordinary corruption models (public office, market centered theory, public interest) and is based on systematic corruption model theories (Caiden, and Caiden 1977, Caiden 2003, Johnston 1998, Wallis 2006, Stefes 2004, 2007, Jowitt 1992 etc.), and eventually their effect emerged in the areas of the government system, civil freedom, social cohesion and public economy. Empiric part consequently covers both phenomena showing the case of the Liberec city hall, the research itself is bounded by the years 1998-2010, when the connection between the city government and construction lobby reveals in an intense political and medial point of view. The research is made to identify and prove the figures of systematic corruption and clientelism based on the individual affairs of political representatives, office workers and various economic entities. Over indebtedness of Czech households, its impacts and the ways of its prevention

This diploma thesis deals with the issue of the over-indebtedness of Czech households, its impacts and prevention methods. There are theories of education and consumerist society theories applied as basic theoretical concepts. The thesis analyses the scope and the over- indebtedness ways in the Czech Republic, it describes the causes and the implications of over- indebtedness of households and possibilities or over-indebtedness solution via the form of the debt relief. One of the possibilities how to prevent the over-indebtedness is to increase the financial literacy. The publically political tool used by the state is the financial education within the primary and secondary school systems. There was carried out a research in a particular family struggling with the over-indebtedness within this thesis. There was described the indebtedness origin and the development, the subsequent over-indebtedness and the way how to solve it. It was also described how the education for management of family finances was carried out, what the educational level of the married couple is and what the financial literacy level is. Public procurement in systemic corruption environment

The dissertation aims to examine the phenomenon of systemic corruption in the Czech public procurement environment and to propose a theoretical concept that would help to identify the causes and risks of this phenomenon. In parallel, the dissertation elaborates on the basis for proposing an effective anti-corruption policy that would address the underlying systemic causes. Methodologically, the dissertation builds on the analysis of public procurement by the Office for the Protection of Competition and the Supreme Audit Office, on the court case analysis and media discourse and also on interviews with respondents from the Czech public administration, academia, non-profit sector, and investigative bodies.

The Thesis deals with the quality management methods based on Total Quality Management principles and their use in Czech public administration practice. It tries to answer questions about the quality management methods and tools which are used in the practice of the public administration. The main questions are: What is the current status of quality management, what is its essence and what factors it influences. Because the quality management methods are based on the business process management the Thesis also deals with this concept and its application to the public administration practice.
Higher Cicrcles in Defence Sector and Corruption in Defence Materiel Procurement in the Czech Republic

The thesis Higher Cicrcles in Defence Sector and Corruption in Defence Materiel Procurement in the Czech Republic deals with the question of presence of military-industrial complex (MIC) in the Czech society and economy after than more 65 years its constitution in Czechoslovakia by communist defence minister A. Čepička. His effort was initiated by a confidential wish expressed by J. V. Stalin in 1951 within a political meeting with defence ministers newly established people's republics in East Europa. Due to fact that MIC is usually linked with corruption, the thesis deals with the issue of corruption in acquisition of defence materiel; in particular, after 1994 when the first design of building-up the Czech military power was adapted as well as the first acquisition plan of military materiel was introduced for the next 10 years. So, the aim of the thesis is to verify the theory MIC's presence in the Czech Republic and to diagnose the stage of corruption in acquisition of military materiel at the Ministry of Defence. Catchment migration in primary education

Catchment tourism is one of the yet unexplored topics in the Czech primary education system, although with the implications of the phenomenon we encounter more and more often. The aim of the thesis is to explain the phenomenon of catchment tourism and to try to understand his actors. In the theoretical part the work deals with all the information available, that is realted to this phenomen and using the theoretical perspectives try to explain catchment tourism and incorporate this phenomenon into the overall theoretical framework. Qualitative research, which was used for this work, then using the methods of semi-structured in-depth and expert interviews, provides a look at a fictional change of residence associated with the choice of school, and both parents and also professionals, who works in the field of education or driving it. In conclusion, the work deals with the solution, that would, in certain circumstances, has helped this phenomenon to remove or at least alleviate.
Comparative analysis of applying the public procurement law by authorities of state administrative and self-government

(angl.) This thesis discusses the public procurement law. The thesis is a case study. The author follows up on how the law is being used with public procurement at chosen institutions of the state administrative and self-government. The first part of the thesis deals with the explication of the term public procurement and other related terms. The explanation of the term public procurement as the tool of public policy serves as an acquisition. Furthermore, the thesis covers theoretical concepts, which enter the process of public procurement. Through the process of analysis, the analysis of documents and comparative analysis, the author determines whether the law is sufficient for the acts the people working in public procurement have to carry out. The results of the analysis indicate that there are stages of public procurement in which there is a need of creating a methodical material regarding procedures.
